REPORT
Background
The 2014/2015 Operational Plan commits Council to developing a Social Plan for Noosa
Shire. The proposed Noosa Social Plan 2016-2023 (The Social Plan) will set out Noosa’s
aspirations and social priorities for the next seven years. It will be coordinated by the
Community Development Unit in consultation with other sections of the Council, other
Government agencies, not for profit organisations and the broader community.
The Social Plan will identify existing services/community infrastructure, gaps and
duplications in services/infrastructure, explore the impact of border communities on Noosa
community services/infrastructure, and make recommendations about Council’s role in the
provision of social and community services.
The Plan will contain a mix of qualitative and quantitative data, and will utilise existing
Census data supplemented by new research where information is not currently available.
The information contained in the Social Plan will provide Council with a planning tool to
quantify and prioritise the social issues that affect Noosa Shire now and in the future and to
advocate to others for funding, resources, facilities and/or services.
Preliminary work on this project commenced in November 2014, and a detailed project plan
and timetable has been developed. It is the Community Development Unit’s intention to have
a preliminary draft of the Social Plan before Council for comment by August 2015. It is
expected that after a period of community consultation the final document will be before
Council for endorsement by November 2015, and that recommendations will inform the
2016/17 operational plan and budget process.
