1. Introduction 1.1 Overview Wayne Gooch, consulting arborist for Treesafe Australia Pty Ltd. has been asked by Michael Moore, director of BAX Engineering, to provide an arborist report on trees which remain in a waterway corridor. The report is to satisfy Condition 35 of the Negotiated Decision notice from Noosa Council. 1.2 Brief Treesafe Australia Pty Ltd is to inspect, collect data and provide an Arborist Report – to determine the health and sustainability of the trees within the waterway corridor onsite. 1.3 Qualifications and Experience I have based this report on my site observations from ground level and the provided information. I have experience and qualifications in arboriculture, Diploma of Arboriculture AHC 50510. 1.4 Documents and information provided The following Documents and information were provided by email from Michael Moore, Director of BAX Engineering. Documents: 1. Drawing Schedule - sheet 160-001-001 through to 160-001-700, 35 in total 2. Negotiated Decision Notice - RAL20/0021 3. 1.5 Relevant background information The area has been cleared in the past with the exception of a stand of trees situated in the North Eastern section of the development site within a waterway corridor. A decision Notice has been issued from Noosa Council for the following; Vegetation Management 35. An arborist’s report is to be submitted for approval as part of the operational works application. The purpose of the arborist’s report is to identify the native vegetation to be retained on site, whilst recognising the need for vegetation clearing to occur in order to carry out the development. The vegetation to be retained must be clear of proposed services, not present a nuisance to neighbouring properties and be generally suitable for the proposed location. The report is to be prepared by a suitably qualified person*. Rehabilitation works of Waterway and Park b. Mature vegetation within the waterway corridor must be retained in situ if possible, unless required to be removed for the construction of the natural channel (waterway) south of Lot 15, or where vegetation poses a risk. Where vegetation is required to be removed to reduce safety risks this request is to be supported by a written report from a qualified person. 2. Site Visit and Observations 2.1 Site Visits I carried out an initial, accompanied site visit on 10 August 2021 at 9am with Michael Moore Director of BAX Engineering. All of the inspections were performed from ground level without detailed investigation. The method of inspection performed was a basic level 2 visual tree assessment (VTA) as per ISA guidelines, ANSI A300 Standard For Risk Assessment and ISA’s Best Management Practices: Tree Risk Assessment. 2.2 Brief Site Description The site consists of an existing single Lot which is to be divided into 19 Lots plus a park area. The land will be developed for residential housing. The land has an approximate fall of 5% from West to East. 2.3 Identification and location of Vegetation The trees inspected are those that border the northern area of Lot 100 as well as the approved Bio retention Basin in the north eastern waterway corridor. 3. Inspection Results 3.5 Site Map Figure D, Cut & Fill plan, shows the trees within the waterway corridor have a bio retention basin, cut/fill, a swale drain as well as a footpath/bikeway affecting them. There are significant changes in the hydrology in this area as well as the diversion of surface water to the existing creek. A storm water line and outlet are also shown on the STORMWATER CATCHMENT PLAN 160-001-400, which intersects many of the waterway corridor trees outside of the cut/fill area. It appears as though a stand of Paperbarks can be retained to the east of the bioretention basin outside of the swale area. The remaining allotment has been cleared of vegetation which inturn would put additional stress on the taller upper canopy species within the waterway corridor. The Swamp Mahoganys would be the most affected by the exposure. Cut and or fill works within their SRZ (structural Root Zone) would see these upper-canopy species become a high risk rating classification to the surrounding residential properties as well as the future proposed properties. 4. Conclusion On the basis of the above information, discussion and findings, I summarize my conclusions as follows: The requiremnts outlined in Noosa council RAL20/0021 states the construction of new stormwater drainage line, bioretention and detention basin. This requirement will result in the removal of the existing vegetation within the new stormwater drainage line to comply with councils requirements with the current works to be performed within this area. The stormwater drainage line, bioretention and detention basin are critical to managing the stormwater flows and enhance stormwater treatment and quality. I therefor conclude that these areas of vegetation affected by the required infrastructure cannot be retained. The offsite drainage vegetation is important to the drainage/creek line for fauna flora as well as hydrology and water adjustment levels. Any areas of vegetation to remain must have tree protection measures as outlined in the Tree Management Plan following. Arborist report – TSA: BAX-Pearsons Rd Cooroy Treesafe Australia Pty Ltd. 6. Tree Management & Protection Plan 6.1 Implementation of works All tree works must be carried out to Australian Standards 4373 ‘Pruning of Amenity Trees’ 2007. All tree protection measures must be in accordance with Australian Standards 4970 ‘Protection of Trees on Development Sites’ 2009. It is necessary that all works be performed or overseen by a suitably qualified arboriculturalist. 6.2 Statutory wildlife obligations: A suitably qualified wildlife spotter/catcher should be on hand during any works that may affect or interfere with wildlife in or around the subject area. Refer to local council regulations. Many of the Scribbly Gum have hollow structures throughout and may hold various forms of wildlife. 6.3 Statutory Requirements The remaining trees should be inspected on a regular basis by a qualified arborist. It will be necessary to consult the council before any removal/pruning works other than certain exemptions can be carried out. Local council regulations should be checked prior to works. 6.4 Tree Management Plan and Protection Plan Site address: 2 Pearsons Rd Cooroy, Qld 4563 Contractor: - - - - Business: - Mobile: Tree Contractor - - - - Business: - Mobile: Project Arborist - - - - Business: - Mobile: The following tree protection procedures are to be undertaken during the development of the site to ensure the safety, health and long-term retention of retained trees identified. 6.5 Pre-Construction Prior to construction works, a site arborist shall be contracted to supervise all tree protection procedures detailed in this document. The site arborist is required to have a minimal level 5 AQS qualification in Arboriculture, and a minimum of 5 years’ experience in tree protection on building sites. Their details are to be filled in at 6.4 Prior to construction works, a tree contractor shall be contracted to conduct all pruning operations detailed in this document or instructed to by the site arborist. The tree contractor must have a minimum level 3 AQF qualification in Arboriculture and be able to follow AS4373-2007. Their details are to be filled in at 6.8 Prior to construction works, the site arborist should consult with the construction/civil company or builder to outline appropriated tree protection methods during construction, to convey the importance of tree protection. The builder or construction company is responsible for all tree protection procedures on the site as per this document whenever the site arborist is not on site. It is the responsibility of the builder to advise the site arborist of when their presence is required on site or of any breaches of the tree protection procedures. Tree Protection Fencing (TPF) where used or designated, is to consist of 1800mm high chain mesh fencing or similar approved by the site arborist. TPF is to be installed on the trees to be retained as shown on the plans attached to this arborist report. The construction workers or subcontractors working on the site are to be informed of tree protection importance by the contractor. The site contractor should ensure a protected tree being it’s SRZ does not become a designate storage, dumping and wash areas that will not impact on the trees during construction. Any pruning or removal works required including root pruning, shall be carried out by the tree contactor to AS4373-2007 ‘Pruning of Amenity Trees’. All trees to be removed will be specified by Noosa Council in their Operational Works approval, as per this arborist report. At no point should a designated retained tree be removed unless approved by Noosa Council. The site arborist is to document reasons for removal and contact council to organise a site meeting. 6.6 During Construction The site arborist shall be present to supervise any excavation, trenching or tunnelling located on the site that may affect any tree roots and shall keep a record of works to present to Council after completion of construction. There will be no allowed access within the fenced off tree protection zones without the consent of the site arborist. 6.7 Post Construction A post construction assessment shall be undertaken by the site arborist to determine the health and vigour of all retained trees on the site. Any documentation that council may require will be submitted for review at this time. The assessment shall include recommendations for any future pruning works or any corrective arboricultural action to be taken if required. The site arborist will liaise with the landscape architect and landscaper so as to minimise any disturbances to the retained trees on the site during landscaping. If at any point landscape works with the landscaper are identified that may cause damage to the trees, the site arborist is to work with the landscaper to eliminate detrimental impacts. Work or construction that is contrary to these guidelines shall make the person responsible or liable for any damage to any tree. If the work or construction contrary to these guidelines results in the loss of any tree, implementation of remedial arboricultural procedures, and / or required removal of any tree, the person responsible is liable for any cost incurred for these actions, in addition to any fines imposed by Noosa Council. If this work or construction results in the loss of any tree, a tree valuation (Thyer’s Method based on the tree condition prior to construction) undertaken by the site arborist will determine the amount of compensation available to the owner of the property, on and above any other cost incurred by the responsible person. At no point are these guidelines finite, and at any time the site arborist may designate additional procedures or requirements to protect the trees on the site when required. 8. Appendix 2 - Explanatory Notes • Mathematical abbreviations: > = Greater than; < = Less than. • Measurements/estimates: All dimensions are estimates unless otherwise indicated. Measurements taken with a tape or clinometer are indicated with a ‘+’. Less reliable estimated dimensions are indicated with a '?'. • Species: The species identification is based on visual observations and the common English name of what the tree appeared to be is listed first, with the botanical name after in brackets. In some instances, it may be difficult to quickly and accurately identify a particular tree without further detailed investigations. Where there is some doubt of the precise species of tree, it is indicated with a '?' after the name in order to avoid delay in the production of the report. The botanical name is followed by the abbreviation sp if only the genus is known. The species listed for groups and hedges represent the main component and there may be other minor species not listed. • Height: Height is estimated to the nearest metre. • Spread: The maximum crown spread is visually estimated to the nearest metre from the furthest extent of live lateral branches on one side of the canopy to the tips of the live lateral branches on the opposing side of the canopy. • Diameter: These figures relate to 1.5m above ground level and are recorded in centimetres. If appropriate, diameter is measure with a diameter tape. ‘M’ indicates trees or shrubs with multiple stems. • Estimated Age: Age is estimated from visual indicators and it should only be taken as a provisional guide. Age estimates often need to be modified based on further information such as historical records or local knowledge. • Distance to Structures: This is estimated to the nearest metre and intended as an indication rather than a precise measurement. Frass: A sawdust like after effect from wood and bark chewing/boring insects. Tilth- The loosened effect of soil in the hole walls and floor.
