TODS Stormwater Comments - TODs
17656: ENGINEERING REPORT ON EXISTING DRAINAGE Address: 4 Tristania Drive, Marcus Beach 1. Background Tod Consulting have been engaged to provide technical advice on an existing stormwater pipe that traverses the property at 4 Tristania Drive Marcus Beach. The pipe runs along the southern boundary of the property from the David Low Way road reserve to a manhole in Tristania Drive and is identified as a Council asset on Council’s interactive mapping. It should be noted that although this pipe is a Council asset there is no easement on the property over the pipe. Refer screen shot below. The purpose of this report is to determine if this stormwater pipe is still an active Council asset and if not whether it can be removed to allow a more functional design and development outcome for the site.

2. Inspection and Assessment
A visual inspection of the pipe was undertaken on Wednesday 27 September 2017. The inlet end of
the pipe is located within the David Low Way road reserve and is at the bottom of a heavily vegetated
batter for the road. There is a grouted rock open pit at this location. The inspection also revealed that
there is an existing pipe under the road embankment. The end (outlet) of this pipe is located just
above and to the side of the inlet to the pipe that traverses 4 Tristania Drive. Refer photos below:

It is noted that this pipe does not appear on Councils mapping and on closer inspection of the area
and the pipe it is concluded that it is not connected to any drainage pits on David Low Way or west
of the road.
In addition, the road embankment does not contain any swale drain or berm directing run off from the
road towards the inlet structure. The small amount of stormwater runoff from David Low Way sheet
flows down the embankment and across the properties below the road, and from our inspection it is
evident that there has been no water flowing into the pipe for a substantial period of time. As such it
is concluded that the pipe that traverses 4 Tristania Drive is no longer in service and has been made
redundant due to past upgrades to David Low Way. It is therefore recommended that the pipe be
removed and the section of pipe between footpath area of Tristania Drive and the manhole be plugged
with concrete to avoid ripping up the road pavement.
3. Conclusion
We believe that this report demonstrates that the existing stormwater pipe located within the property
at 4 Tristania Drive, Marcus Beach is redundant infrastructure and can be removed from the property.
As such we seek Councils support for this action.
