EXECUTIVE SUMMARY
Tourism Noosa’s Constitution provides for a Councillor Representative on its Board of Directors.
That representative is currently as an Observer on the Board. In March 2026, Cr Brian Stockwell
was appointed as Council’s representative on the Tourism Noosa Board but has indicated that he
would now like to step down from that role. Council will therefore need to appoint another Councillor
representative to that role.
RECOMMENDATION
That Council
A. Note the report by the Chief Executive Officer to the Ordinary Meeting dated 15 October 2026
regarding membership on the Tourism Noosa Board; and
B. Appoint Cr Jessica Phillips, to replace Cr Brian Stockwell, as Observer on the Tourism Noosa
Board.
REPORT
Following Cr Stockwell’s appointment as Council’s representative on the Tourism Noosa Board in
March 2026, Cr Stockwell has since advised of his intention to relinquish the position. Council is
therefore requested to appoint another Councillor as its representative on the Board.
Rotation of members on the Board allows Councillors the opportunity to take up the role, ensuring
best practice and evidenced based decision making at the Board level in the tourism industry.
In consultation with Councillors, it was agreed that Cr Jessica Phillips would be nominated to take
up the role. This report recommends formally appoint Cr Phillips to be Council's Observer on the
Tourism Noosa Board.

Risk & Opportunities
Appointments to working groups and Boards provides Councillors with an opportunity to learn how
projects are structured, scheduled and executed and to gain deeper knowledge into specific areas
that projects focus on. Through these collaborative working groups and cross-department
connections, relationships can be built with teams (and where relevant, also with external
stakeholders), whilst allowing the Councillors to provide valuable contributions to the initiatives.
