9 July 2024 Jack Leiws Director Pivotal Perspective NSM Suite 3, 3 Hilton Tce Tewantin 4565 Dear Jack Re: Information on the Noosa District Sports Complex The purpose of this letter is to provide information on the projects in progress and forthcoming for the Noosa District Sports Complex (lotplan Lot 372 MCH 3843) at 31 Butler St, Tewantin. It’s intention is to assist in an understanding of the sequence of works proposed on the site. This document is authored by Amanda Tie, Sport Strategy and Projects Advisor at Noosa Council. Noosa Council endorsed the Noosa District Sports Complex Master Plan (the “Master Plan”) in 2020. A key recommendation in the Master Plan is to create a link road through the Complex connecting the McKinnon Drive entrance at the north to the Butler St entrance to the South of the Complex. This project is to be developed in two stages. Stage One will: Establish a new internal link from the tennis club area to the east, run along the eastern side of the touch football and rugby league fields and connect to the existing internal east/west road in the southern end of the complex. Provide a pedestrian/cycle network of paths in the complex Formalize and consolidate car parking in the southern The illustration below provides a representation of Stage one. Stage One has an allocation in Noosa Council’s 10 year capital works program for delivery, with funding applications pending to match this funding. Detailed design has been completed with delivery pending outcome of external funding applications currently in process. Stage two will: Redesign, including the consideration of widening of the northern internal access road Review and redevelopment of the existing formal and informal car parking to the north of the tennis club, netball club area and Olive Donaldson Pavilion car parks. Stage Two of the internal road upgrade is illustrated below: LEGEND Section of road to be upgraded Areas of informal car parking to be reviewed LEGEND Section of road to be upgraded Areas of informal car parking to be reviewed On the completion of Stage one construction and delivery, it is proposed that the redesign commence and construction of the Stage two to be included in Council’s 10 year capital works program. Council staff recommend that no formal development of these area occur prior to the detail design of Stage Two works. Storm Water Management In previous years and over the course of several infrastructure projects on this site, storm water management has been project by project and arguably ad hoc. Noosa Council is currently (2024) working through the development and delivery of a whole of complex site-based storm water management plan (SBSWMP). This SBSWMP will provide a storm water management plan for all current and future proposed infrastructure on site to draw upon water sensitive urban design principles to effective management and treat storm water on site while protecting the surrounding significant biodiverse vegetated areas. It provides an integrated and coordinated approach to storm water management at the site. It is requested that all future works comply with this SBSWMP including the Stage One and Two internal road and car park upgrades. I hope this information provides the additional information you require. Please don’t hesitate tocontact me if you require anytinhgn further.
