RECOMMENDATION
That Council note the report by the Project Coordinator – Flooding, Coastal and Foreshore to the
Services & Organisation Committee Meeting dated 11 June 2019 providing an update on the
development of a Shoreline Erosion Management Plan (SEMP) for Noosa Spit.
REPORT
1. Background
In November 2018, Council approved the development of a Shoreline Erosion Management Plan
for Noosa Spit to address priority erosion issues and recommend preferred management options.
That resolution also requested that quarterly status updates be provided to Council.
2. Project Update
Consultants, BMT-WBM, have commenced work on the Noosa Spit SEMP which consists of five
phases:
1. Background research and physical data collection phase – completed;
2. Physical data collection – completed;
3. Coastal process model development – in progress;
4. Erosion assessment and conceptual modelling – in progress; and
5. Preliminary Report – in progress.
It is anticipated that phases 1 through 4 of the project will be completed by late June 2019. As
part of the background research, BMT-WBM were tasked with providing an historical context for
the current erosion, building on the report prepared for the Sunshine Coast Regional Council in
2011 and describing the mechanisms of evolution of the river mouth.
A draft discussion paper has been provided to the Project Working Group for review and
feedback prior to submission of the Preliminary Report (Phase 5). Consultation with Councillors
and the community will be undertaken before the recommendations can be prioritised and the
report finalised.
The discussion paper highlighted the following key mechanisms that occur with the river mouth
evolution:
North-easterly wind and wave conditions typically found in spring and early summer,
transport sand into the northern section of the river creating a sand shoal anchored to the
north shore, that changes the alignment to face more directly north south, increasing
erosion at Noosa Spit.
