RECOMMENDATION
That Council note the report by the Project Manager Transport Innovation and Project Officer to
the Services and Organisation Committee Meeting dated 11 June 2019 regarding the Go Noosa
– Christmas 2018-2019 and Easter 2019 Peak Period Traffic Management Trials evaluation.
REPORT
This report provides an evaluation of the Christmas and Easter trials for managing peak period
traffic, marketed as Go Noosa. The trials were designed as short term initiatives aligned with the
2017-2027 Transport Strategy to manage peak period traffic through behaviour change whilst
maintaining a Noosa look and feel.
The process of running trials is described in the Transport Strategy ‘Prioritising the solutions’
which states ‘some trials will be successful, some may be temporary and others may not work’.
Overall this year saw a significant increase in bus patronage, an increase in walking and cycling
and a slight decrease in vehicles entering Noosa Heads.
Information from this report will be useful to Council and the community in determining and
assessing future transport proposals.
Trialled Initiatives and Evaluation
The below initiatives operated as trials for a combined total of nine weeks over the recognised
peak periods of Christmas (15 December 2018 – 29 January 2019) and Easter (6 April – 28 April
2019);
Free buses;
Information management systems;
Traffic control;
Wayfinding;
Parking changes; and
Paid parking.
The evaluation was sourced from the Transport Strategy and other indicators developed during
the community co-designed behaviour change process ahead of the trials. Data was sourced by
various means including:
