Environment Committee Meeting dated 11 June 2019 and:
A. Adopt the Noosa Environment Strategy, provided at Attachment 1, to provide long-term
strategic direction of environmental management initiatives for the Noosa Council between
2019 and 2029; and
B. Adopt the Implementation Plan of the Noosa Environment Strategy, provided at Attachment
2, which identifies how achievement of the targets and outcomes in the Strategy will be
progressed between 2019 and 2022.
REPORT
The Environment Strategy is the key strategic policy document for Council related to our
environment and the way we live within it. The Strategy identifies key strategies, outcomes and
measureable targets that will guide decision-making and support prioritisation of investment over
the next 10 years.
The Environment Strategy is supported by a broad range of existing and proposed environment-
related plans that contain detailed actions, responsibilities and timeframes for delivery. These
include the Noosa River Plan, Zero Emissions Strategy, Waste Reduction and Recycling Plan,
Flood Management Plan, and the soon to be developed Climate Change Adaptation Plan,
amongst other policies and guidelines.
The Environment Strategy is accompanied by an Implementation Plan that identifies how
achievement of the targets and outcomes in the Strategy will be progressed between 2019 and
2022. There are three components to the Implementation Plan;
The Planning Framework identifies where the Environment Strategy fits into Council’s
overall planning framework, and the other policies, strategies and plans that contribute to
environmental outcomes. Environment-related plans are identified, briefly explained, and
their status noted.
The Monitoring, Evaluation and Reporting Framework clearly identifies the baselines for
targets in the Environment Strategy and how progress will be measured towards those
targets.
The Implementation Action Plan identifies significant actions for each of the 12 strategies
that will contribute towards achieving the outcomes and targets identified.
