PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 11 JUNE 2019

REPORT
1. PROPOSAL
The application seeks to develop a convenience shopping centre and realign the boundary of the
three existing lots to reflect the proposed shopping centre layout.
The convenience shopping centre comprises nine tenancies. Four of the tenancies are located
within two separate buildings on the Opal Street frontage. A single building containing 5
tenancies is proposed adjacent to Diamond Lane with access to these tenancies being internal to
the site. Public facilities are proposed at the eastern end of this building.
The tenancies for the convenience shopping centre range from 40m2 to 140m2 in use area with a
total use area of 678m2 proposed. An additional 55m2 is proposed for public toilets and bin
storage.
The following table details the use area for each tenancy.

 Area

It is proposed that the site be accessed from Opal Street with a crossover situated adjacent to
the eastern boundary. Egress for medium rigid vehicles is proposed on to Diamond Lane, with
these vehicles required to exit left only from the site.
A total of 23 car parking spaces and a loading bay are proposed on site. The application
proposes to convert a partially paved area within the Opal Street road reserve into 5 car parking
spaces and 8 scooter spaces. The paved area has previously been used for the Council’s mobile
library and is now occasionally used by a breast screening service.
The reconfiguration component of the application seeks to realign the boundaries of the three
existing lots to reflect the proposed site layout with an easement proposed to facilitate access
between lots and share car parking.
In response to Council officer concerns the applicant recently amended the layout of the
development from what was originally submitted. The original development included a second
storey to the building which abuts Diamond Lane for 2 dwelling units. The original layout
proposed built form to the full length of the Diamond Lane frontage, 2 crossovers to the Opal
Street frontage, additional car parking on-site (1 car space and 8 scooter spaces) and a reduced
landscaped area.
The application is before Council due to the prominence of the site and the requirement for an
Infrastructure Agreement to be entered into. The Infrastructure Agreement is required as it is
proposed that the applicant make contributions in lieu of a shortfall of three car parking spaces,
that land be dedicated to Council for future widening of Diamond Lane and car parking for the
development provided within the Opal Street road reserve.
The following images detail the locality plan, site and elevations plans of the development. The
proposed lot arrangement is detailed on the Site/Ground Floor Plan. A copy of the Proposal
Plans is included in Attachment 1.
