SPECIAL MEETING AGENDA 27 JANUARY 2021

In order to reserve this parking for library users the external traffic consultant has recommended
that the 3 parking spaces closest to the existing disabled parking spaces be signed as being for
15 minute parking, and that the remaining 4 parking spaces in that existing 2 hour parking zone be
clearly signed as being for library use only. Three months after these changes have been
implemented, usage should be reviewed to determine whether the number of 15 minute spaces
(for short duration library trips) should be increased or decreased to meet demands.
The external traffic consultant proposed measures are supported, including the proposal to monitor
the car parking demands for the playground before fully sealing the 22 car parking spaces to the
west of the tennis court.
The Community Uses Code requires 1 bicycle parking space per 200m2 or part thereof of site area.
The site area for the playground is 7,430m2 in area, due to the significant area of the site this results
in a requirement for 37 bicycle parking spaces. It is unlikely that the Community Uses Code
contemplated such a significant area and accordingly 37 bicycle space appears to be excessive.
In this instance it is considered that 20 bicycle spaces would be adequate to service the bicycle
parking demands of users of the site.
Traffic
The external traffic consultant advises that the traffic flow impacts associated with the proposed
park improvement works would be less than 5% of existing peak hour traffic flows at the Garnett
St / Maple Street / Myall Street roundabout, such that impacts on the broader road network would
be insignificant and do not need to be considered further as:
i. While the proposal is to provide an additional 56 parking spaces to service the park
improvements, the turnover of parking spaces associated with playground users would be
lower than for parking spaces associated with use of the existing Cooroy township which has
in the order of 600-700 parking spaces.
ii. Some of the playground users would combine their trip to the playground with a trip to the
Cooroy town centre area, so those shared trips would not create additional traffic loadings
       on the broader network.
iii. In addition to traffic flows introduced to the roundabout by the 600-700 existing town centre
parking spaces, there is also additional through traffic using the roundabout to/from areas
west along Garnett Street and Mary River Road and south along Maple Street.
iv. The road traffic peaks occur in the weekday 8-9am and 3-4pm periods. Playground
generated traffic flows at those road traffic peak times would be expected to be relatively low,
with the playground expected to be busiest on weekends and less busy on weekdays (and
weekdays being busier in the middle of the day than in the AM or PM road peaks).
Flooding
Both the proposed car parking area and the playground site are subject to the Flood Hazard
Overlay. Flooding in these areas occurs due to the rising waters within the Cooroy Creek and
overland flows. The overland flow is caused by short and intense rainfall events within the local
3.4-hectare catchment and subject to rapid flooding with limited warning time.
The applicant provided the following documents in support of the application:
      Flood Risk Assessment and Emergency Management Plan (Bligh Tanner, January 2021);
       and
 Cooroy Hinterland Park Flood Assessment – IR Response (HWMC, July 2020)
The application material has been reviewed by a consulting hydraulic engineers and it has been
identified that the car park location is not inundated by flooding in the 1%AEP (year 2100) event
so there is no issues around either flood immunity or flood impacts associated with this part of the
proposal.
