where it is not possible to avoid the natural
hazard area, development mitigates the risks

    (4) Development supports and does not hinder See above response to O24

    (5) Development directly, indirectly and See above response to O22
cumulatively avoids an increase in the
severity of the natural hazard and the
potential for damage on the site or to other
          properties.

    (7) The natural processes and the protective See above response to O19
function of landforms and the vegetation that
can mitigate risks associated with the natural
          hazard are maintained or enhanced.

It is clear that use of the site for the purpose of a playground presents a potential risk to users as
a result of the flooding, noting that many of the users will be young children. Whilst it is preferred
that a new playground of this scale and regional significance would be placed in an area which is
not subject to flooding in this instance the use of the site for the purpose of a playground is
supported based on the inclusion of conditions designed to mitigate the risk associated with
flooding. Specifically these conditions will require:
 An automatic flood warning system incorporating both an audible and visual alarm is to be
provided to alert visitors to evacuate the site as soon as flood waters begin to inundate the
playground and with sufficient warning time to ensure full site evacuation prior to evacuation
          routes becoming inundated
 The playground design to be amended to eliminate the risk of isolation of all site areas by
rising flood waters. This may involve either modification to site levels or provision of linking
elevated walkways and evacuation routes which remain flood-free until each area of the site
which the evacuation routes service is itself inundated
