SPECIAL MEETING AGENDA 27 JANUARY 2021
5.2. Other Referrals
The application was forwarded to the following internal Council officers:
Coordinator, Development Engineering
Environment Officer – Planning
Coordinator, Environmental Health
The application was also reviewed by an external hydraulic consultant with regards to water quality
and quantity and flooding.
5.3. Public Notification
The application for the car park was publicly notified for 15 business days in accordance with the
Planning Act 2016. No submissions were received.
6. CONCLUSION & REASONS FOR DECISION
This report relates to two separate applications for the development of a new playground and
associated car parking in Myall Street and Lower Mill Road areas of Cooroy. The applications raise
issues with regards to flooding, stormwater, car parking, contaminated land and development
within the Riparian Buffer.
There are concerns with the risk associated with the frequency and extent of flooding of the site
particularly noting young children will regularly use the site. In order to mitigate this risk it is
recommended that conditions be included which include requirements for the installation of an
automatic flood warning system (both visual and audial) to alert visitors to evacuate the site and
for the playground design to be amended to reduce the risk of isolation of all site areas by rising
flood waters.
Car parking has been provided at a suitable rate, noting that of the 56 required car spaces 34 are
to be provided within the road reserve and do not require planning approval. A section of the
playground site is to be remediated to remove the risk associated with contamination caused by
previous land uses on the site. Development within the Riparian Buffer is supported based on the
preservation of existing vegetation, the provision of new planting and the existing pattern of
development within the surrounding area.
Accordingly, it is recommended that the application be approved subject to conditions.
