Attached to the e-mail MCU16/0044 - PM Submission Object - Frans Stoopman.
Noosa Council PO Box 141 Tewantin QLD 4565 Frans Stoopman 6 Ibis street Peregian Beach With regard to Development Application for Material Change of Use and Reconfiguring a Lot at 253 & 255 David Low Way and 5-7 Rufous Street Peregian Beach, described as Lot 1 on SP215942 and Lots 94 & 95 on SP137431 I have lived in Peregian all my life from when I was 6 years old, I am now 55. I have seen many changes in my time from long before the Peregian Bowling club was built to now. The rezoning of the land from 1 sports and recreation to commercial is a slippery road to go down, as where does it stop. It is just that bit of land so cars can be parked, But what happens next time, as precedent would have been set and it would be very difficult to stop the next commercial venture from grabbing the next bit of land, leaving the Peregian community with no land to build future sports halls or recreation areas. If we take some very preliminary considerations into account like parking of cars for the commercial venture. The information put forward bellow is taken form the PDF supplied to the council in the Development Application for Material Change of Use and Reconfiguring a Lot at 253 & 255 David Low Way and 5-7 Rufous Street Peregian Beach, described as Lot 1 on SP215942 and Lots 94 & 95 on SP137431 ----- Assumptions made for stage one on parking of cars. . IT business staff of 10 which means 10 cars plus 2 spaces for clients minimum. . Coffee shop as the proposal states staff 2 cars clients to coffee shop 3 cars . Community hall 35 car spaces which for the best part of the day are taken. Total number of car spaces for stage one is 52 car spaces. The proposed number of car spaces is 42 so the community is already 10 spaces short. As car parking is already a problem in Peregian this is not a sustainable proposal for the area. Note this is after the area has been rezoned to allow for the extra parking. As this is a commercial venture I do not see why the council has to rezone valuable land which has been zoned as type 1 sports and recreation to make a car park for a commercial venture. When the commercial venture is quite capable of designing a car park under their site. That is at ground level can be car park and their building can be above it. Leaving what little land the Peregian community has for future sports facilities. As there is not much land available in the area. We have to consider the future not just the here and now for the benefited of a commercial venture. Consideration of traffic flow must be also taken into account as it will increase with greater commercial density. Another point which has to be considered is stage 2 Stage 2 where the community hall is taken from the Peregian community and replaced with a small hall. If the pdf provided to the council is correct, the existing community hall has an area of 624 square units. The replacement hall is only 30 square units, this is not a practical exchange in the best interest of the Peregian community. We do not know what the future will bring for Peregian but bad exchanges of this type will not be looked kindly no by future resident’s. The second stage from the PDF seems to indicate a number of pretty areas to sit around in but no real areas for sports and recreation. The small area with grass on them will be too small to even throw a ball around. Kind regards Frans Stoopman MIE Aust CP Eng
