EXECUTIVE SUMMARY
Not applicable.
RECOMMENDATION
That Council note the report by the Asset Planning Manager to the Services & Organisation
Committee Meeting dated 11 December 2018 and:
A. Agree to the removal of the Gumtree Drive Pedestrian bridge by the end of the 2018/2019
financial year and make provision for the costs of that removal in Budget Review 3;
B. Agree to replace the bridge with a steel framed recycled products bridge and refer that project
for consideration during the 2019/20 budget process as part of the Council’s 10-Year Capital
Works Program.
REPORT
The purpose of this report is to follow up on the Council resolution from the Ordinary Meeting of 20
September 2018 regarding the potential options to replace the Gumtree Drive pedestrian bridge.
Council resolved at that meeting to undertake the following:
A. Support the removal of the closed Gumtree Drive, Cooroy pedestrian bridge;
B. Authorise staff to investigate and cost three design options (with one of the options to be
investigated to be a Landmark-style, pre-fabricated bridge) for a replacement pedestrian
bridge to be the subject of a report back to a Council meeting within three months;
C. To concurrently undertake a research process designed to obtain an estimate of forecast
bridge usage.
1. Replacement Options
Staff have considered four options in obtaining costs for a potential replacement bridge. All of these
options have looked at the alternative solutions in the Council resolution.
1. Remove bridge and replace with existing Mary River Pedestrian Bridge;
2. Remove bridge and replace with Steel Framed Recycled Products Bridge;
3. Remove bridge and replace with Landmark Style Bridge; and
4. Remove bridge and replace with Prefabricated Timber Bridge.
The table below details the capital costs and total investment required to replace the Gumtree
Drive pedestrian bridge. Consideration for permits, traffic management, staff overheads,
rehabilitation works and geotechnical investigations have been included in determining the capital
costs for a replacement bridge. In addition, the annual maintenance costs have been calculated to
ensure a whole of life costing approach is considered in determining an appropriate option.
