SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 11 DECEMBER 2018
REPORT
The purpose of this report is to clarify the recommendations of the Peak Period Traffic Management
Plan 2018/2019 report considered by Council at its Ordinary Meeting dated 18 October 2018 in
reference to the proposed dates for:
use of traffic control, and
use of Noosa Heads Lions Park as a paid public car park
The recommendations contained in the Peak Period Traffic Management Plan 2018/2019 Ordinary
Meeting report dated 18 October 2018 omitted the weekend of the 19-20 January for inclusion in
the Noosa Heads Lions Park car park and did not clarify that traffic controllers would be in place
for a core period (26 December 2018 – 13 January 2019) and week-ends of the Queensland State
School holidays. For ease of reference it is recommendation that all previous recommendations be
rescinded in order to allow all the recommendations to be viewed in the one report.
For ease of reference for the Councillors, it is only paragraphs G and J of the recommendations
above that are changing (previously F and I in the October 2018 decision).
1. Traffic Control
The purpose of using traffic controllers in the Hastings Street area is to:
Improve accessibility to the Noosa Heads – Noosaville areas;
Minimise traffic disruptions in the Noosa Heads – Noosaville areas;
Give priority to buses and pedestrians; and
Keep traffic moving so buses are not sitting in queues.
The intent is to have the traffic control in place on the busiest days that also coincide with the use
of the Noosa Heads Lions Park as a carpark, including;
15-16 December 2018;
22-23 December 2018;
26 December 2018 to 13 January;
19-20 January 2019; and
26, 27 & 28 January 2019.
The aim is to impart a holiday theme and the traffic controllers to wear tropical themed hats in
keeping with the holiday look and feel of the “Go Noosa” peak period traffic management plan,
however to comply with standards the traffic controllers will need to wear high visibility clothing.
Traffic controllers will be in place between 10am and 2pm which is historically the busiest times.
In the event of wet weather and lack of demand, Council will be able to stand down the traffic
controllers.
The previous Council decision was:
F. Approve the use of traffic control and wayfinding in the Hastings Street precinct to prioritise
bus and pedestrian movements on 15-16 December 2018, 22-23 December and from 26
December 2018 to 28 January 2019;
