SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 11 DECEMBER 2018
Pop-up sessions and feedback forms at Libraries and Galleries;
Stakeholder meetings with major cultural organisations;
Review by internal Council stakeholders;
Review by key external agencies including Arts Queensland; and
Review by Cultural Plan Reference Group and Heritage Reference Group.
The level of engagement through this phase was predominantly from the arts and heritage sectors
as the wider community had been more engaged in the first phase of consultation prior to the
development of the draft.
431 people visited the Cultural Plan webpage during the consultation period and there were 139
downloads of the draft Cultural Plan. 102 people attended a public information session and 16
meetings were held with key external stakeholders.
Overall, the feedback through the consultation was very positive. Participants indicated that the
Plan has captured the main issues within the local cultural sector and they endorsed the themes,
goals and actions outlined. Overwhelmingly people thought the Cultural Plan was a strong
statement that Noosa values arts, culture and heritage.
5. Development of Final Version
The feedback and submissions received during the consultation period were collated and
reviewed. Further discussions were then held with several stakeholder organisations to clarify and
explore issues raised.
The draft Cultural Plan was then revised to produce the final version. Overall the Plan remains
broadly similar to the draft regarding the major content and form. Changes to the final Plan include:
- Minor modification of actions to greater align with stakeholder priorities;
- Addition of content where relevant gaps were identified;
- Improvement to layout and format to aide readability;
- Review of images to broaden representation of different arts and cultural forms;
- Review of text to aide clarity; and
- The starting year was altered to 2019.
The final version of the Plan has been produced in-house by Council officers.
6. 2019 Action Plan
Council officers have developed a proposed 2019 Action Plan to commence implementation of the
Cultural Plan. The actions outlined have been determined following consideration of other
corporate strategic plans and the priorities identified through internal and external consultation.
Many of the initial actions focus on reviewing Council’s approach to priority issues as this work
needs to be done prior to further actions occurring. This includes reviewing Council’s approach to
cultural development, place making, art in public places and stakeholder engagement.
Responsibility for the delivery of the 2019 Action Plan is shared across the Council and with
partnership organisations however the Cultural Plan and Action Plans will continue to be overseen
by the Community Services Department. Any resourcing requirements for that plan will need to be
considered as part of the 2019/20 budget process.
