SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 11 DECEMBER 2018
Summary
The draft Community Health and Wellbeing Plan is one of a triumvirate of plans (the others being
the Noosa Cultural Plan and the Noosa Sport & Active Recreation Plan) linking into the Noosa
Social Strategy.
The Plan looks at international, national, state and local factors influencing community health and
wellbeing within the Shire, and the roles of the various agencies (including Council) in this area.
The identification of each of the stakeholders and their roles within the health sector enables the
Plan to identify the role Council can adopt under each of the issues raised (i.e. regulatory,
educator, partner, advocate etc.).
Following the identification of a broad range of issues by the Reference Group, the following
themes were developed:
Healthy Lifestyles
Healthy Communities
Health & Wellbeing
Healthy Environments
Healthy Partnerships
Each theme proposes strategic goals, key actions, and defines the role of Council under each
action. Each action is also identified as to whether it is a current ongoing Council activity, or a
new initiative.
Proposed Community Consultation
It is proposed to undertake community and stakeholder consultation regarding the draft Noosa
Community Health and Wellbeing Plan throughout March and April 2019. Consultation will be
encouraged through:
Media releases and social media;
Online discussion and feedback through the Your Say Noosa portal; and
Community Health and Wellbeing Plan “pop-ups” in key locations including libraries and the
regional gallery.
Previous Council Consideration
Ordinary Meeting, 15 March 2018, Item 3, Page 8
That Council note the report by the Coordinator Environmental Health to the Services &
Organisation Committee Meeting dated 6 March 2018 and
A. Approve the Community Health and Wellbeing Scoping Brief and the proposed Community
Health and Wellbeing Reference Group membership provided at Attachment 1 to the report;
and
B. Appoint Councillor Jackson as a member of the Community Health and Wellbeing Reference
Group.
Finance
The development of the Noosa Community Health and Wellbeing Plan has largely been
undertaken in-house with existing staff resources.
Once the final Plan has been adopted, the implementation of any new initiatives contained within
the Plan will need to be considered within Council’s annual budget process and priorities both now
and into the future.
