ORDINARY MEETING AGENDA 2 JANUARY 2014
6.4 INTERIM ORGANISATIONAL STRUCTURE
DOCUMENT INFORMATION
File No
Author Acting Chief Executive Officer
SUMMARY/PURPOSE
The purpose of this report is to obtain Council endorsement of the Interim Organisational
Structure and to have delegation of authority granted to the Chief Executive Officer to manage all
related staff matters.
BACKGROUND INFORMATION
The De-amalgamation Transfer Methodology required the Transfer Manager to develop an
Interim Organisational Structure for the new Council. Once the continuing Council Chief
Executive Officer had provided the list of staff transferring, the Transfer Manager was required to
place staff into positions in the structure and identify those who were unable to be placed.
The number of positions, and hence staff transferring, was at the discretion of the continuing
Council Chief Executive Officer within the range set in the Regulation. The range was between
365 and 450 equivalent full time (EFT) positions.
The list provided the Chief Executive Officer of the Sunshine Coast Council (SCRC) on
29 October 2013 contained 424 EFT positions, which translates to 512 staff.

REPORT
The development of the Interim Structure was preceded by the review of services, considering
those currently being delivered by the SCRC to the Noosa Council area, and those delivered by
the pre-amalgamation Noosa Council.
To assist with this project the previous Noosa Council Chief Executive Officer was engaged as a
consultant. On the basis of the service information, a review of the old Noosa Council
organisational structure, the current Sunshine Coast Council structure (particularly those portions
servicing the Noosa area), and discussions with the relevant SCRC Co-ordinators, SCRC
Managers, and the Transfer Team, a draft interim structure was developed.
This draft structure was then further reviewed with regard to funding available to support this
structure and the impacts and effect this would have on the long term financial sustainability of
the Council. It was decided that a structure be built on the premise that staff resources would be
provided to ensure that the services could be provided but there would be very little, if any,
capacity to deal with any calls for additional service.
