ORDINARY MEETING AGENDA 2 JANUARY 2014
This has resulted in a significant number of residents complaining to the Airport Authority,
Council, CASA and State Government.
Residents around Boreen Point, Cootharaba, Cooroibah, and Noosa Banks appear to be most
seriously impacted, with more complaints from residents in these areas than others.
A stakeholder meeting was held on 14 August 2012, attended by a range of government
agencies, Local Member Glen Elmes and then Sunshine Coast Council Division 12 Councillor
Tony Wellington. This meeting identified the need to find alternative landing sites in remote
areas, particularly pine forests, to take the pressure off Teewah.
Since that time QPWS has identified 23 alternative landing sites plus training areas over state
forests and a contract for their use has been signed between the State Government and a
commercial helicopter operator, namely Becker Helicopters. This agreement, however, has not
resulted in any obvious cessation of the use of Noosa North Shore Landing Ground.
It is noted that while this report primarily deals with issues associated with the use of the airstrip
there are still matters outstanding relating to a number of tenure transfers that were earmarked to
be implemented on the Noosa North Shore in 2005/2006 as a result of extensive negotiations
between the former Noosa Council and the State government. These matters relate to road
openings and closures, and the nearby Recreation and Camping Reserve, and while they have
been identified in this report it is recommended that they be the subject of a further report to
Council.
BUDGET & FINANCIAL ASPECTS
Other than officer time there will be little or no financial impact for Council.
RECOMMENDATION
That Council note the report by the Acting Chief Executive officer to the Ordinary Meeting dated 2
January 2014 and:
1. Restrict use of the Noosa North Shore Reserve for Landing Ground for Aircraft (Teewah
Airstrip) by prohibiting use by helicopter and fixed wing aircraft, but allow continued use
by model aircraft, ultralights, and hang gliders; and
2. Authorise the Mayor and Chief Executive Officer to make representation to the
appropriate authorities to have the Cooloola Section of the Great Sandy National Park
and the surrounding and adjacent residential areas declared as restricted airspace; and
3. A further report be presented to Noosa Council regarding land tenure matters relating to
the Reserve for Landing Ground for Aircraft (Teewah Airstrip).
