Previous Council Consideration
Prior to the establishment of the Noosa Council on 1 January 2014 the contractor was notified of
the intention of Council to extend the current contract in accordance with the provision contained
in the contract. The development, letting and mobilisation of a waste management contract can
involve a period of 2 years or more, and there was insufficient time to renew the current contract
prior to the expiry of the initial term.
Finance & Risk
1. Finance
The costs associated with the services provided under the Waste Management Contract are
detailed in the schedule of prices submitted during tendering. They relate to a lump sum for the
management of the landfill, a range of prices for the operation of the resource recovery centre
and collection of waste, recycling and garden waste bins. These prices are subject to rise and fall
during the term of the contract or any extension period.
2. Risk Management
Waste Management is a significant business activity for Council with substantial costs and
revenues associated with operation of the business. The major risks include potential under
recovery of costs for services, compliance with environmental licence conditions, making
provision for the maintenance of closed landfill sites for a period of 30 years after closure,
depreciation of assets, payment of tax equivalents and providing a commercial return to Council
in accordance with legislative requirements.
