INFRASTRUCTURE & SERVICES COMMITTEE MEETING AGENDA 22 JULY 2014

There are no physical constraints to the proposal from a Council viewpoint. Future maintenance
due to vandalism could be an issue given that it is in a remote location. A condition of approval
has been included that requires the Coast Guard be responsible for all future maintenance.

2. Funding

The Coast Guard state that it is prepared to share in the cost of establishing and maintaining the
memorial however it is considered appropriate for it to be fully funded by the Coast Guard given
the future income potential.

Previous Council Consideration

Councillors have previously advised at a discussion forum with staff that an alternative design for
the memorial wall prepared during the Sunshine Coast Council period was not acceptable.

The wall design is considered acceptable subject to conforming generally to the Caloundra
example. The Design Services Manager will work with the Coast Guard in the preparation of final
drawings to ensure that the outcome meets Council’s expectations and standards.

Finance & Risk

Approval for this memorial wall could create a precedent for Clubs such as Surf Clubs, to also
seek a similar approval as a fund raising opportunity.

Organisational Services

The Property and Land Management Coordinator has advised that a 1 year renewable
agreement is the most appropriate way to manage the installation and maintenance of the
memorial since this avoids the costly and time consuming creation of a surveyed lease and
agreement.
