                  3.2.3    Local Authority Biodiversity Overlay

                  Under the Noosa Plan Biodiversity overlay, the majority of the site is mapped
                  as Environmental Enhancement Area. Clearing of vegetation for the purposes
                  of an asset protection zone may require a response to the Biodiversity Code.

                  Refer Appendix D for Local Authority Information.

4.0    DESKTOP BUSHFIRE HAZARD ASSESSMENT

        4.1       Methodology

        Duke Environmental performed a Desktop Assessment of the site in terms of bushfire
        hazard, relevant to the proposal. The site was assessed, generally against the
        following criteria:

                 Slope;
                 Aspect;
                 Vegetation;
                 Fire History; and
                 Predicted fire attack sources.

        Methodology was generally based on established best practice Bushfire Management
        Guidelines and the requirements of the Noosa Plan Planning Scheme Policy 1 –
        Information Council May Request. Additionally, calculations were undertaken in
        accordance with State Planning Policy – state interest technical manual, Natural
        Hazards, Risk and Resilience, A “fit for purpose” approach in undertaking natural
        hazard studies and risk assessments.

        4.2       Slope

        Slope for various areas throughout the site was calculated using a generic “rise over
        run” method, whereby vertical distance is calculated as a percentage of horizontal
        distance, using a scaled plan with 1m contour intervals. The slope averages 15% (9
        degrees) for Precinct E2 (Lot 6) and varies between 8% and 14% (8 degrees max) for
        Precinct F (Lot 7) to the north.

        Refer Blackburne Jackson Drawing 7038-PD01 included in Appendix A for details.

        4.3       Aspect

        Lot 6 has a westerly aspect. It is noted that the adjoining Lot 7 varies from south-west
        to west.

        4.4       Fire History

        Anecdotal evidence was obtained via telephone conversation on 21 October 2015
        with Mr Brian Riley from Noosa Heads Fire Station.

        Mr Riley advised that no fires have been recorded in the location of the site for the
        past 6-7 years. He did advise however, the site has the potential for fire due to the
        neighbouring National Park and Council Environmental Park. Mr Riley also advised
        there was a fire in the National Park behind the sewerage treatment plant
        approximately 2-3 years ago.
