Allstar Metal Fabrication
Environmental Noise Level Impact Assessment of Metal Fabrication Business, 54 Boronia Road, Cootharaba Page 1 of 17

INTRODUCTION

Allstar Metal Fabrication operate from a Rural Zone property located at 54 Boronia Road, Cootharaba
(Lot 13 on SP116696). It is understood that Allstar Metal Fabrication have operated from this site for
approximately 5 years, in a detached shed (detached from the residential dwelling) which is orientated
approximately east-west, and only operate during the daytime, up to 6 days per week (Monday to
Saturday), excluding public holidays. The metal fabrication business would be Home Based Business
Type 3 (significant scale).

The Allstar Metal Fabrication building is blocked off at the eastern end with a shipping container, which
is used for storage. At the western end of the Allstar Metal Fabrication building there is a storage area
which includes a full height solid wall on the western side, but is open on the southern side (of the
storage area). This southern opening is the access to the Allstar Metal Fabrication building.

David Moore & Associates Pty Ltd have been contracted by Allstar Metal Fabrication to prepare a noise
impact assessment report to form part of their application seeking approval as a home based business.
This noise impact assessment included source noise level measurements both inside the workshop
building in September 2017, as well as outside the eastern end of the workshop building, together with a
7-day ambient noise assessment from 46 Boronia Road. An additional source noise assessment was
conducted in March 2018 to assess the noise from the new guillotine and metal folding machine. This
noise impact assessment considers noise impact to both the closest boundaries to the workshop,
namely the eastern and western boundaries.

This report details the results of the 7-day ambient noise assessment, source noise level measurements
inside the Allstar Metal Fabrication workshop, as well as outside the workshop adjacent to the eastern
wall.

Refer Figure 1 for locality plan, monitoring locations A and B and the closest residences. Monitoring
location A was used for source noise level measurements whilst monitoring location B was used for the
ambient noise assessment, with no influence of any noise from Allstar Metal Fabrication.

Measurements and Calculations

All noise level measurements were conducted in accordance with the following:

    general requirements of the Queensland environmental protection legislation;
 Noise Measurement Manual, Queensland Government – Environmental Protection Agency, Version
     4, August 2013; and
 Australian Standard AS 1055.1-1997, Acoustics – Description and Measurement of Environmental
     Noise, Part 1, General Procedures.

Noise Limit Criteria

In accordance with the Noosa Plan 2006:

S53.2 Noise from the business is not audible beyond the site boundaries;

S53.3 All noise emanating plant and equipment associated with the business is enclosed or located at
least 200m from adjoining houses.

AMBIENT NOISE LEVELS, MONITORING LOCATION B

Table 1 details the range and average ambient noise levels at Monitoring Location B (eastern side of
the residence at 46 Boronia Road, Cootharaba) with the microphone elevated 1.6 metres above ground
level. The results of this ambient noise assessment are representative of the ambient noise levels at all
nearby residences, with no noise of Allstar Metal Fabrication audible at any time (noise logger located
on the opposite side of the residence to Allstar Metal Fabrication).

For details of measurement equipment, equipment settings, monitoring location and atmospheric
conditions for the weekdays and weekend, refer Appendix A, whilst Appendix B details all of the key
parameter results of the ambient noise level measurements.

With respect to noise the following should be noted:

        daytime:           0700 to 1800 hours;
        evening:           1800 to 2200 hours;
        night-time:        2200 to 0700 hours;
     ‘A’ weighted: adjustment made by the sound level meter to the measured noise to
                            correspond to the response of the human ear. This adjustment is
                            standardised by international noise standards;
     LAeq,T: the equivalent continuous (or approximately the ‘average’) ‘A’ weighted sound
                            pressure level for the measurement period ‘T’;
     LA1,T: the ‘A’ weighted sound pressure level exceeded for 1% of the measurement
                            period ‘T’;
     LA10,T: the ‘A’ weighted sound pressure level exceeded for 10% of the measurement
                            period ‘T’, which is an approximation of the ‘average of the maximum noise
                            levels’;
     LA90,T: the ‘A’ weighted sound pressure level exceeded for 90% of the measurement
                            period ‘T’, which is an approximation of the ‘average of the minimum noise
                            levels’, which is also known as the ‘background’ noise level.

It should be noted that for the ambient noise assessment there were no adverse weather conditions
(such as rain – no rain for all days of sampling) or extraneous noise events which warranted any of the
collected noise data to be excluded from the averaging process. Refer Appendix C for meteorological
details for the closest recording station to Cootharaba, namely Double Island Point.

APPLICABLE NOISE LIMITS

All noise sources associated with Allstar Metal Fabrication are enclosed (located inside a building) and,
therefore the requirements of SC53.3 are complied with.

In accordance with SC53.2 any noise from Allstar Metal Fabrication must be inaudible beyond the
boundary of the subject site, namely 54 Boronia Road. To the east the boundary is approximately 80
metres from the closest part of the Allstar Metal Fabrication building. At this location noise from Allstar
Metal Fabrication must not exceed the average ambient daytime noise levels less 10 dB(A) to
effectively be not more than the average ambient daytime noise level, namely:

        52 – 10 = 42 dB(A) LAeq,15min;
        64 – 10 = 54 dB(A) LA1,15min;
        54 – 10 = 44 dB(A) LA10,15min.

SOURCE NOISE LEVEL MEASUREMENTS

In September 2017 source noise level measurements were obtained at a distance of 15 metres from the
eastern end of the Allstar Metal Fabrication building, with the closest boundary approximately 80 metres
distant. These noise level measurements did include some noise of bird calls, but were dominated by
noise from Allstar Metal Fabrication, including grinding, compressor, metal cut-off saw, metal guillotine
and metal impact noise (metal on metal noise). Table 2 details the results of these noise level
measurements and Figure 2 is a graphical presentation of a representative part of the monitoring, for
the nominated parameters.

Following the above noise level measurements conducted 15 metres from the eastern end of the Allstar
Metal Fabrication building, source noise level measurements were also conducted from inside the
building, to gain an appreciation of the noise levels from metal fabrication. Noise sources included
radio, compressor, grinding, metal guillotine, welding and metal cut-off saw. Table 3 details the results
of these noise level measurements, which were typical for metal fabrication (3 workers), and Figure 3 is
a graphical presentation for the nominated parameters.

Throughout the September 2017 source noise level measurements metal fabrication activities within the
Allstar Metal Fabrication building were representative of normal activities and all of equipment
associated with the highest potential noise sources was being operated.

Subsequent to the installation of a new guillotine and metal folding machine, a further source noise
assessment was conducted on Wednesday 28 March 2018, with the following results:

     Metalmaster guillotine, model number MG-840, serial number 1711042, at 3 metres from the
         guillotine inside the workshop:

              o cutting composite sheet 2 mm thick:

                         82.8 dB(A) LA10,T

     Metalmaster hydraulic NC pan folder, model number PB-820L, serial number 1709034, at 2
         metres inside the workshop:

              o folding metal sheet 2mm thick:
                         67.0 dB(A) LAeq,T;

For the above new equipment the highest noise source was the guillotine cutting 3 mm thick aluminium
checker plate, which is the thickest material that is cut on the new guillotine. At a separation distance of
3 metres from the guillotine the noise levels of cutting 3 mm thick aluminium checker plate would be
reduced by approximately 2 dB(A) to be the equivalent noise levels at a separation distance of 5
metres, as per the September 2017 source noise levels. Therefore, at a separation distance of 5
metres, the noise of the guillotine cutting 3 mm thick aluminium checker plate would be approximately:

        76.3 dB(A) LAeq,T;
        83.9 dB(A) LA1,T;
        80.8 dB(A) LA10,T

The September 2017 noise levels inside the workshop were, at a separation distance of approximately
5 metres to the closest noise sources:

        87.6 dB(A) LAeq,T;
        97.5 dB(A) LA1,T;
        91.8 dB(A) LA10,T

As the noise levels from the loudest operation of the new equipment (guillotine and metal folding
machine) are more than 10 dB(A) less than the overall noise levels from inside the workshop, the noise
of this new equipment does not have any additive effect on the September 2017 source noise levels
and the following calculations of noise impact to the nominated boundaries.

In fact, because the new equipment is so much quieter than the equipment which it has replaced, this
new equipment would have the overall effect of reducing any potential noise impact from AllStar Metal
Fabrication to any of the nearby residential properties.

NOISE LEVEL IMAPCT

Eastern Boundary

The noise level reduction from 15 metres from the eastern end of the Allstar Metal Fabrication building
to the closest part of the eastern site boundary (approximately 80 metres distant) is 14.5 dB(A).

For the average source noise level measurements detailed in Table 2, these noise levels at the closest
part of the eastern boundary of the subject site would be:

        43.6 – 14.5 = 29 dB(A) LAeq,15min;
        49.8 – 14.5 = 35 dB(A) LA1,15min;
        45.8 – 14.5 = 31 dB(A) LA10,15min.

For noise from Allstar Metal Fabrication to not be audible beyond the boundaries of the subject site the
noise from Allstar Metal Fabrication must not exceed:

        42 dB(A) LAeq,15min;
        54 dB(A) LA1,15min;
        44 dB(A) LA10,15min.

As none of these noise levels are exceeded on the closest part of the eastern side boundary of the
subject site, noise from Allstar Metal Fabrication complies with Noosa Plan section SC53.2 – noise from
the business is not audible beyond the eastern site boundary.

Western Boundary

The noise level reduction from 15 metres from the end of the Allstar Metal Fabrication building to the
closest part of the western site boundary (approximately 50 metres distant) is 10.5 dB(A), with an
adjustment of +5 dB(A) required for the fact that the southern part of the storage area at the western
end of the Allstar Metal Fabrication building being open. This gives an overall noise level reduction to
the closest part of the western site boundary of 5.5 dB(A).

For the average source noise level measurements detailed in Table 2, these noise levels at the closest
part of the western boundary of the subject site would be:

        43.6 – 5.5 = 38 dB(A) LAeq,15min;
        49.8 – 5.5 = 44 dB(A) LA1,15min;
        45.8 – 5.5 = 40 dB(A) LA10,15min.

For noise from Allstar Metal Fabrication to not be audible beyond the western boundary of the subject
site the noise from Allstar Metal Fabrication must not exceed:

        42 dB(A) LAeq,15min;
        54 dB(A) LA1,15min;
        44 dB(A) LA10,15min.

As none of these noise levels are exceeded on the closest part of the western side boundary of the
subject site, noise from Allstar Metal Fabrication complies with Noosa Plan section SC53.2 – noise from
the business is not audible beyond the western site boundary.

CONCLUSIONS

Allstar Metal Fabrication operate from a detached building on the subject site at 54 Boronia Road,
Cootharaba. They have operated from this site for approximately 5 years, during the daytime only, 6
days per week (Monday to Saturday), excluding Public Holidays.

The consultant was engaged by Allstar Metal Fabrication to complete the required environmental noise
assessment to accompany an application for a Home Based Business Type 3 (significant scale). A 7-
day ambient noise assessment was conducted from monitoring location B, on the opposite side of the
residence at 46 Boronia Road, in September 2017. In September 2017 source noise level
measurements were also conducted inside the Allstar Metal Fabrication building approximately 5 metres
from all of the noise sources to show that the source noise levels were obtained at a time when all
primary noise sources were operating. On the same day a further source noise assessment was
conducted from 15 metres to the east of the eastern end of the Allstar Metal Fabrication building.

In March 2018 a further source noise assessment was conducted inside the Allstar Metal Fabrication
building of the new guillotine and metal folding machine. The results of this additional source noise
assessment clearly indicated that even the highest noise source for this new equipment (cutting 3 mm
thick aluminium checker plate on the guillotine) was more than 10 dB(A) quieter than all of the other
operations inside the Allstar Metal Fabrication building and, therefore, this new equipment does not
have any additive effect to the calculated Allstar Metal Fabrication noise levels to the closest site
boundaries.

In accordance with Noosa Plan 2006 noise from the business must not be audible beyond the site
boundaries, and to be inaudible noise from Allstar Metal Fabrications must be at least approximately 10

dB(A) less than the ambient noise levels (noise levels measured in the absence of any influence from
Allstar Metal Fabrication).

From monitoring location B these noise levels (ambient noise levels less 10 dB(A)) would be:

        42 dB(A) LAeq,15min;
        54 dB(A) LA1,15min;
        44 dB(A) LA10,15min.

The source noise levels measured 15 metres from the eastern end of the Allstar Metal Fabrication
building were adjusted by separation distance to be equivalent to the closest eastern boundary of the
subject site, resulting in the following source noise levels at the closest part of the eastern boundary:

        29 dB(A) LAeq,15min;
        35 dB(A) LA1,15min;
        31 dB(A) LA10,15min.

As all of the above source noise levels, at the closest boundary to the eastern end of the Allstar Metal
Fabrication building, are less than the ambient noise levels less 10 dB(A), it is concluded that noise from
Allstar Metal Fabrication would be inaudible at the closest eastern boundary and, therefore, comply with
the requirements of the Noosa Plan.

At the closest part of the western side boundary of the subject site to Allstar Metal Fabrication the
source noise levels would be:

        43.6 – 5.5 = 38 dB(A) LAeq,15min;
        49.8 – 5.5 = 44 dB(A) LA1,15min;
        45.8 – 5.5 = 40 dB(A) LA10,15min.

As all of the above source noise levels, at the closest boundary to the western end of the Allstar Metal
Fabrication building, are less than the ambient noise levels less 10 dB(A), it is concluded that noise from
Allstar Metal Fabrication would be inaudible at the closest western boundary and, therefore, comply with
the requirements of the Noosa Plan.

On this basis noise from Allstar Metal Fabrication complies with the noise criteria at the closest
boundaries to the Allstar Metal Fabrication building and, therefore, no further noise control measures
are required. This is provided that the shipping container remains in place across the eastern end of the
Allstar Metal Fabrication building.

The introduction of a new guillotine and metal folding machine will result in any increase to the above
noise levels and, as this new equipment is so much quieter than the equipment which it replaced, the
overall effect of this new equipment will be to even further reduce any potential noise impact from
AllStar Metal Fabrication.

RECOMMENDATION

It is recommended that, from an environmental noise perspective, Allstar Metal Fabrication be approved
to operate during the daytime only, 0700 to 1800 hours, 6 days per week (Monday to Saturday) but
excluding public holidays, from 54 Boronia Road, Cootharaba, with no further noise control measures
required.

             APPENDIX A: AMBIENT NOISE MEASUREMENT EQUIPMENT, LOCATION B

Measurement Equipment

The following equipment was used to conduct the ambient noise level study at Monitoring Location B,
46 Boronia Road, Cootharaba:

 Bruel and Kjaer Type 2250 L Hand Held Analyzer – Serial No. 3004242, with Type BZ 7131, BZ
    7132 and BZ 7133 Software and Prepolarised free-field ½” microphone, Type 4189, Serial No.
    2880058;

   Bruel and Kjaer Type 3592 outdoor microphone kit, including Type UA1404 outdoor microphone;

 Bruel and Kjaer Type AO 0442 ten metre microphone extension cable; and

 Bruel and Kjaer Type 4231 Sound Level Calibrator, Serial No. 2292747.

All of the above equipment is Type 1 in accordance with the requirements of Australian Standard AS
1259-1990, Acoustics – Sound Level Meters, as required by Australian Standard AS 1055.1-1997.

Measurement Equipment Settings

The above equipment was used with the following settings:

   Detector:                         RMS
