EXECUTIVE SUMMARY
Not applicable.
RECOMMENDATION
That Council note the report by the Community Development Coordinator to the Services &
Organisation Committee Meeting dated 12 July 2016 and
A. Adopt the Noosa Social Strategy three (3) year Implementation Plan as set out in Attachment
1 to the report; and
B. Request the Chief Executive Officer to provide an update and review of the Implementation
Plan after twelve (12) months of operation.
REPORT
1. Background
Noosa Council adopted the Noosa Social Strategy (the Strategy) at its Ordinary Meeting of 17
December 2015, following a process of:
statistical analysis
policy review
targeted workshops with Councillors, State Government agencies and community stakeholders
strategy development in collaboration with an external reference group.
The Social Strategy identifies four aspirational themes which will enhance residents and visitors
quality of life. These are that we become:
a cohesive and resilient community
an active and healthy community
an accessible, diverse and affordable community
a creative and informed community.
The Social Strategy aims to provide a framework to continue to improve our community wellbeing
and cohesiveness. It requires not only a holistic Council approach but major investment by other
government agencies and positive engagement with community and business groups and
individuals to identify and overcome the significant social issues and challenges that we face as a
Shire.

SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 12 JULY 2016
At its meeting on 17 December 2015 (when the Strategy was approved), Council requested the
Chief Executive Officer to develop an Implementation Plan detailing a three year action plan to
support the Social Strategy.
2. Implementation Plan
Council’s role in the implementation of the Strategy will vary depending on the type of issue
identified and action required. For example, Council may be:
an advocate
a regulator
a partner
a facilitator
a funder
a service provider.
This Implementation Plan has been developed to reflect these roles as well as the four key themes
identified in the Strategy. It has been deliberately designed to build upon and highlight work already
being undertaken across Council Departments as well as identifying specific actions that various
areas within Council will take across a three year period from July 2016 to June 2019.
Recognising that implementation of the Strategy cannot be achieved by Council alone but will
require collaboration with the community and key stakeholders, the Plan proposes as one of its
first initiatives the establishment of a community roundtable to systematically identify, consider and
address key local social issues.
It also recognises the need for further policy work in the areas of Sport and Active Recreation, Arts,
Culture and Heritage and Community Health.
Previous Council Consideration
Ordinary Meeting, 17 December 2015, Item 5, Page 4

Services Committee Meeting dated 8 December 2015 and
A. Approve the Noosa Social Strategy, provided at Attachment 1 to the report;
B Authorise the Chief Executive Officer to make any required minor amendments to the
Strategy prior to its publication; and
C. Request the Chief Executive Officer to develop an implementation plan to support the Social
Strategy by 30 April 2016.
Finance & Risk

new initiatives across a range of Council Departments and branches.

RECOMMENDATION
That Council note the report by the Property Officer to the Services & Organisation Committee
Meeting dated 12 July 2016; and
A. Note Attachment 1 to the report, Status Update - Expired Community Tenure Agreements;
B. Authorise the CEO to enter into tenure renewal negotiations with all community organisations
outlined in Attachment 2 to the report in accordance with the Community Purpose Land and
Infrastructure Tenure Policy; and
C. Apply the exception to the requirement for tendering of the leases under Section 236 (1) (b)
(ii) of the Local Government Regulation 2012 as the leases are to community organisations.
REPORT
Council administers 83 tenure arrangements across the Noosa Shire area for Council owned or
controlled land to various community organisations.
Since July 2015 progress has been made on the backlog of tenure renewals. There are currently
25 tenure agreements that have expired (see Attachment 1) with a number in different stages of
the renewal process. The Property team continue to work closely with the Community Development
team to renew these agreements as quickly as possible.
There are a further 8 community tenure agreements that will expire up to 31 December 2017. A
list of these 8 leases is detailed in Attachment 2.
Consequently, this report proposes that these tenure agreements are to be renewed in accordance
with Community Purpose Land and Infrastructure Tenure Policy which was endorsed by Council
at the Ordinary Meeting on 12 March 2015.
Under Section 236 (1) (b) (ii) of the Local Government Regulation 2012, Council is not required to
tender for the leasing of these properties as the purpose of the lease renewals are to community
organisations. The requirement of this exception is that a relevant Council resolution is first
obtained.

Ordinary Meeting, 30 July 2015, Item 13, Page 12:
That Council note the report by the Property and Facilities Manager to the Planning & Organisation
Committee Meeting dated 21 July 2015 and:
A. Authorise the CEO to enter into tenure renewal negotiations with all community organisations

Infrastructure Tenure Policy; and
B. Apply the exception to the requirements for tendering of the leases under Section 236 (1) (b)
(ii) of the Local Government Regulations 2012 as the leases are to community organisations.
Finance & Risk
Security of tenure is often a requirement by Government agencies operating grant programs that
community organisations access. Groups can potentially miss out on funding opportunities if
secure tenure arrangements are not in place.
Council also requires that the tenure arrangements be formalised to ensure that effective asset
management arrangements are in place including ongoing maintenance of buildings and facilities
in line with asset management plans.

Meeting dated 12 July 2016 and authorise the Chief Executive Officer to extend the current lease
agreement to Mach Technology Group Pty Ltd over Lot 1 on SP221081 for a further two (2) year
period commencing 31 October 2016.
REPORT
The Cooroy Data Centre is located at 11A Maple Street, Cooroy (adjacent to the Cooroy Butter
Factory). Council constructed the Data Centre in 2008 as part of the Noosa Clever Networks
Project. The project was the subject of a funding agreement between Noosa Council and the then
Federal Department of Broadband, Communications and the Digital Economy.
Mach Technology successfully tendered to operate the Data Centre and a 5-year lease
commenced on 31 October 2008. The lease agreement provided for free rent for the first 3 years,
and a negotiated commercial rental from year 4 due to the Data Centre being considered an
emerging industry at the time.
Pursuant to the lease agreement Mach Technology was awarded 1 x 3-year option commencing
31 October 2013. An additional option falls due this year, and the incumbent has requested in
writing to exercise the final (2) year option commencing 31 October 2016.
Accordingly, the purpose of this report is to extend the current lease for a further 2 years
commencing 31 October 2016. The incumbent has generally discharged its obligations in relation
to the current lease to date.

RECOMMENDATION
That Council note the report by the Director Planning & Infrastructure to the Services &
Organisation Committee Meeting dated 12 July 2016 and adopt the shared responsibility principles
of the IGEM Emergency Management Assurance Framework, for the purposes of the ongoing
development and improvement of Council’s disaster management capabilities.
REPORT
Background
The Inspector-General Emergency Management website (www.igem.qld.gov.au) states that:
“The Emergency Management Assurance Framework (EMAF) is a commitment by Queensland’s
disaster management stakeholders to position Queensland as the most disaster resilient State in
Australia.
The framework supports accountability and builds consistency across all levels of the disaster
management arrangements and reinforces a shared responsibility for delivering better disaster
management outcomes for the community.
The framework, the first of its kind in Queensland, promotes an end-to-end approach to the
continual improvement of disaster management effectiveness and will enable a statement of
confidence in Queensland’s disaster management arrangements. Developed in collaboration with
disaster management practitioners, the framework provides a standard that can be applied by all
Queensland disaster management stakeholders to ensure their legislative responsibilities are met
and that disaster management programs are effective, aligned with good practice, encourage the
best use of resources and meet the needs of Queensland communities.”
Section 24
SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 12 JULY 2016
Structure of the Inspector-General of Emergency Management (IGEM) EMAF
The objectives of the Framework are to:
direct, guide and focus work of all entities, including all tiers of government, to achieve key
disaster management outcomes for the community;
promote cooperation between entities responsible for disaster management in the State;
support emergency services, other entities and the community to identify and improve disaster
management capabilities;
identify opportunities for cooperative partnerships to improve disaster management outcomes;
support continuous improvement in disaster management;
provide consistency and reinforce “cultural interoperability” based on “shared responsibilities”;
and to
promote excellence in disaster management.
As an organisation, Council can hope to achieve the following Key Outcomes by applying the
principles of the Standard to its disaster management operations:
a better understanding of the strengths and residual risks in disaster management capabilities
(individual and sector-wide);
identification of opportunities for joint investment through planning to build capability and
capacity and improve performance;
access opportunities for cooperative action across Government and the community;
regularly and consistently monitor and evaluate progress towards achieving the Standard; and
identify disaster management priorities.
The Framework provides for a number of Shared Responsibility components which enunciate a
structured way in which to assess current performance, identify improvement areas and measure
compliance. These being:
Hazard Identification and Risk Assessment;
Hazard Mitigation and Risk Reduction;
Preparedness and Planning;
Planning;
Emergency Communications;
Response; and
Relief and Recovery.

Next Steps
The appointment of a designated officer from 1 July 2016, with responsibility for supporting the
development and improvement of Council’s disaster management capability, provides an
opportunity to drive this initiative forward and to see the Local Disaster Management Group operate
more effectively.
Council will also continue to work closely with the District Disaster Management Group Chair and
Executive Officer to ensure a collaborative approach to achieving the six shared responsibilities.
Further reports on planned activities and progress in meeting the Assurance Framework principles
will be presented over the course of the 2016/17 financial year.

RECOMMENDATION
That Council note the report by the Works Coordinator to the Services & Organisation Committee
Meeting dated 12 July 2016 and:
A. Award the contractors listed in Table 1 within the report as pre-qualified suppliers for plant
and operator hire pursuant to tender 1516T076; and
B. Award the contract for an initial term of up to two (2) years, with an option to extend the
arrangement up to twelve (12) months.
REPORT
Noosa Council has an operational requirement for the short and long term hire of various types of
plant to conduct activities relating to construction, maintenance and renewal of Council’s assets
including roads, pathways, drainage infrastructure etc. Council’s internal heavy plant fleet meets
most normal day to day requirements but where Council does not have the required internal plant;
there is a need to externally hire plant and operators to support these activities.
1. Tender Process
Tenders were sought via an open market Invitation to Tender process. The tender opened on 20
February 2016 and closed 14 March 2016. Fifty-eight (58) submissions were received in total, with
fifty four (54) deemed conforming and evaluated. The four (4) non-conforming submissions were
due to inadequate documentation being submitted which did not meet Council’s tendering
requirements (as required under Council’s Conditions of Tendering, Clause 10).
2. Tender Assessment
The conforming submissions were assessed using the following non-price criteria:
Capability & Resourcing
Contract Experience & Capacity
Methodology
Quality
Health & Safety
Environment & Sustainability
Contribution to Local Economy
Section 28
SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 12 JULY 2016
As a Schedule of Rates was submitted for this tender request, the evaluation panel was unable to
consider price as a criteria fairly. As a result, each tenderer was provided a $1 pricing value to
ensure equitable comparison for each remaining non-price criteria.
Each conforming tenderer scored satisfactory or above which enabled them to be recommended
for the panel.

arrangement for the hire of plant and operators.

EXECUTIVE SUMMARY

RECOMMENDATION
That Council note the report by the Project Officer to the Services & Organisation Committee
Meeting dated 12 July 2016 providing an update on the electric bus tender.
REPORT
At the Ordinary Meeting of 19 May 2016, Council agreed to nominate Higer Bus & Coach as the
preferred tenderer for the supply of electric buses for a 6-month trial period, subject to the following
conditions being successfully completed:
1. The capacity of the local Energex infrastructure at Noosa Junction Bus Station and Diyan
Street, Tewantin to support the required recharging stations; and
2. The Chief Executive Officer to negotiate and agree to any remaining items requiring
clarification and to award Contract 1516T067 to Higer Bus & Coach subject to satisfactory
compliance with the remaining conditions.
The items below provide an update on progress to date:
1. Capacity of the local Energex infrastructure at Noosa Junction Bus Station and Diyan
Street, Tewantin to support the required recharging stations
a. Initial advice from Council’s electrical consultant was that the existing Energex network at
both locations would be insufficient to power the requirements of the electric bus charging
stations, and it was likely to require pad mount transformers at each location.
b. Applications were lodged with Energex on 31 May 2016 for Energex to investigate the
changes required to their network, in order to accommodate the electric bus charging stations
at both Diyan St and Noosa Junction Transit Centre.
c. A meeting was held on 2 June 2016 with Higer Bus & Coach, Noosa Council, TransLink,
Department of Transport and Main Roads and Council’s electrical consultant Robert
Graham. The meeting included a site visit to jointly inspect the proposed bus charging station
locations at Diyan St, Tewantin and Noosa Junction Transit Centre. The Noosa Junction
Transit Centre was deemed unsuitable for the bus charging stations due to the difficulty and
likely high cost of amending existing infrastructure to suit the charging station.
Section 31
SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 12 JULY 2016
An inspection of the Noosa Heads Bus Station which is also on the same bus route revealed
a much simpler site for incorporation of the bus charging infrastructure. Consequently, the
Transit Centre application was cancelled and resubmitted for Noosa Heads Bus Station on
3 June 2016.
d. In anticipation of seeking support from Energex due to this project being an Australian first,
a letter was sent from Mayor Tony Wellington to the Energex CEO on 7 June 2016 requesting
fast-tracking of the applications, in order to meet the proposed timings for the trial. A positive
response from the Energex CEO was received on 16 June 2016 with a commitment to
support working with Noosa Council to progress the project.
e. Energex assessment of the applications formally commenced on 22 June 2016. Advice to
date from Energex staff is that the applications have been fast tracked and are at the detailed
planning phase.
f. As part of the Energex assessment, Energex have requested detailed information on the
electric bus charging specifications. The purpose of requesting the information is to
determine the design of the pad mount transformer required at each site, and to ensure the
power drawn by the charging stations does not affect the quality of electricity in the area.
g. On 29 June 2016, Higer Bus & Coach Australia CEO travelled to meet with the bus charging
design engineers in China, with the aim of confirming the bus charging stations are able to
meet Energex requirements. The outcome of these meetings is expected on 5 July 2016
ahead of an onsite meeting on 6 July 2016, which will then in turn allow Energex to progress
the design of the pad mount transformers and other network changes.
h. Given the bus charging stations will require pad mount transformers and other network
changes, Council will seek to negotiate with Energex for the most cost effective and
advantageous outcome for the trial. It is proposed that given the costs are likely to be high
and the trial duration only 6 months, a lease of the Energex infrastructure may be the most
advantageous option. The outcome of these negotiations will be part of a future report to
Council regarding the project.
i. Energex have advised that any infrastructure works will have a 26 week lead time. This
places any installation no sooner than early January 2017. This timing accords with the bus
manufacture and delivery timetable which would occur no earlier than the end of January as
described in more detail below.
2. Negotiations
Council and Higer Bus & Coach have had ongoing negotiations regarding the lease agreement for
the delivery of the buses, and Council’s request for contract performance security in the form of
bank guarantees. An update on these is provided below.
a. Programme
With the aim of all outstanding items being resolved to Council’s satisfaction and a lease
agreement signed during the week of 11-17 July, bus delivery is expected to take 28 weeks (7
months) arriving approximately the 16-20 January 2017. Subject to no further extensions, the six-
month trial would conclude on 30 June 2017.
Key dates during the trial period include:
Last week of Xmas School Holidays (Qld) 16– 23 Jan 2017.
Australia Day 26 January 2016
Easter School Holidays (Qld) 31 March – 18 April 2017
Easter week-end 14-17 April 2017
Proposed Free Holiday Buses 8 – 17 April 2017

SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 12 JULY 2016
b. Contract Performance Security
The draft lease agreement included the requirement for two bank guarantees as performance
security. The requirement for bank guarantees as security for performance is typical of large
contracts particularly in the construction industry. As Council was impacted by the non-
performance of the previous electric bus supplier, the draft lease agreement sought to impose the
bank guarantee security to ensure incentives were in place for Higer Bus & Coach to perform to
the agreed contract. Whilst Higer Bus & Coach appreciate Council’s intentions for security, they
have advised that this is not typical of the motor industry and the parent company AHG International
Pty Ltd have not endorsed the taking out of financial security.
As an alternative form of guarantee in negotiating the need for contract performance security,
Council has sought a detailed management plan from Higer Bus & Coach which is to cover the
management of risks to the contract. To date Higer Bus & Coach have provided a programme and
letters of support from their major suppliers, along with a critical path Gantt chart which details
potential hold points and mitigation measures. Further work is required on this issue, and Council
will continue to work with Higer Bus & Coach to ensure it is satisfied with their ability to manage
risks to the project.
Previous Council Consideration
Ordinary Meeting, 19 May 2016, Item 1, Page 13
That Council note the report by the Project Officer to the General Committee Meeting dated 16
May 2016 and the Further Report to the Ordinary Meeting dated 19 May 2016 and
A. Nominate Higer Bus & Coach as the preferred supplier for Contract 1516T067 for a six month
lease cost of $131,200 (excl GST) subject to the capacity of the local Energex infrastructure
at Noosa Junction Bus Station and Diyan Street, Tewantin.
B. Delegate authority to the Chief Executive Officer to negotiate and agree to any remaining
items requiring clarification and to award Contract 1516T067 to Higer Bus & Coach subject
to satisfactory compliance with the remaining conditions.
C. Authorise the CEO to negotiate with TransLink, Sunbus and Higer Bus and Coach regarding
the implementation, monitoring and reporting of the live trial; and
D. Approve the funding of the live trial to a maximum of $508,530 to be met from the Public
Transport Levy Reserve.
Risk
This project is an Australian first bespoke project and imposes risks throughout the project
including:
1. Deliverability
As described above, Council is working with Higer Bus & Coach to manage the risks within
respective controls, however the fact that there are numerous operators and parties involved it is
still a relatively high risk to delivery.
2. Electrical Infrastructure
As this is a first for Energex, there is financial risk that the cost of the Energex infrastructure is
higher than Council’s electrical consultant’s estimate of $150,000 per site and that Energex would
seek to recover the full cost of the pad mounted transformers. To mitigate this risk Council will seek
to negotiate with Energex for the most cost effective and advantageous outcome for Council.

RECOMMENDATION
That Council note the report by the Technical Officer, Transport and Traffic to the Services &
Organisation Committee Meeting dated 12 July 2016 detailing the key outcomes of the Noosa
Traffic Advisory and Speed Management Committee meetings from 30 November 2015, 3 March
2016 and 2 June 2016.
REPORT
The purpose of this report is to update Council on the key outcomes of the Noosa Traffic Advisory
and Speed Management Committee meetings held on 30 November 2015, 3 March 2016 and 2
June 2016.
A number of traffic related issues have been discussed, with the Committee noting that numerous
traffic investigations are still being undertaken before any final conclusions can be made. The
current issues are listed in the Action Matrix included as Attachment 1.
The key outcomes finalised at the Noosa Traffic Advisory and Speed Management Committee
meetings are set out below:
1. Successful Community Road Safety Grant
Noosa Council has been successful in obtaining a Community Road Safety Grant from the
Department of Transport and Main Roads (DTMR) for 100% funding of a Variable Message Sign
(VMS) and speed radar worth $21,450 (excl GST).
The purpose of the VMS and speed radar is to increase road safety by alerting drivers of their
speed as well as displaying road safety messages. With input from DTMR, Queensland Police and
customer requests, a roster has been developed for the deployment of the VMS and speed radar
to provide immediate treatment for known road safety issues in the area.

2. Speed Review – Cooroy Connection Road (Elm Street) Cooroy
The Department of Transport and Main Roads (DTMR) undertook a review of the 100km/h speed
limit on Cooroy Connection Road (east of the highway off ramp through to north of Pearsons Road).
The recommendation of this review is:
the speed be reduced to 80km/h between the highway off ramp and just past the Yurol Forest
Road intersection
the speed be reduced to 90km/h from the Yurol Forest Road intersection to north of Pearsons
Road.
This recommendation was supported by the committee, and DTMR has reduced the speed to
80km/h & 90km/h with all necessary signage changes made at no cost to Council.
