The approved Landscape plan includes a mix of tree shrubs and ground cover species, selected
from the Noosa Plan PSP2 – Landscaping. The original referral agency response (RAP22/0019)
is silent on the extent of landscaping in the road reserve but does indicate that the site is to be
revegetated in accordance with an approved operational works plan.

               2. BACKGROUND
A development approval for OPW23/0147 (for drainage works, Earthworks, Landscaping and
vehicle crossover) was issued on 5 January 2024.
The site is located at the head of a cul-de-sac and is accessed off a laneway. The subject site
experiences a fall of approximately 10 metres from the front property boundary to the rear.
Landscaping works have already been undertaken. Works were observed by Council officers on
site during the bond release inspection, undertaken 8 May 2026. Site inspection photos provided
in Appendix A. It was identified that species selection and placement was inconsistent with the
approved Landsape Plan. During the site inspection, the Landscape Architect, Stuart Bain, advised
that works were undertaken in accordance with a slightly amended plan, as shown in figure 2.

               3. ASSESSMENT
               3.1. Instruments for Statutory Assessment
The following codes from the Noosa Plan 2020 are applicable to the proposed changes:
               • Landscaping Code
The applicant has provided amended plans that reflect the Landscaping works undertaken (see
               Figure 2).
The development is considered generally in accordance with the development permit.
               4. CONSULTATION
               Not applicable
               5. CONCLUSION & REASONS FOR DECISION
The changes are considered minor and are in keeping with the approval and can be considered
generally in accordance with the approval. The proposed development generally complies with the
requirements of the planning scheme and does not raise any significant issues that cannot be
addressed by reasonable and relevant conditions. The generally in accordance request is therefore
               recommended for approval.
The report is provided in accordance with Section 63(5) of the Planning Act 2016.
