1.0 INTRODUCTION
1.1 Preamble
Duke Environmental has been commissioned by Kenlynn Pty Ltd to assess the
location and sizing of the current on-site wastewater treatment and effluent disposal
system in response to Item 2 of the Noosa Council Information Request (Ref:
REC16/0015) dated 8 July 2016.
This report has generally been prepared in accordance with AS/NZS 1547:2012
(On-Site Domestic Wastewater Management), the Environmental Protection
Regulation 2008, and the Department of Housing and Public Works ‘Queensland
Plumbing and Wastewater Code’ (2013) (as applicable).
1.2 Site Location
The subject site is located at 2 David Low Way, Castaways Beach and is described
as Lot 71 MCH2854. The site has an area of approximately 9,677m2.
Refer Drawing DE1384/01 in Appendix A for Subject Site Location.
1.3 Description of the Proposal
The proposal consists of an application for Reconfiguration of a Lot (1 into 2 lots).
We understand the current intent is to retain the existing dwellings, however the site
plan includes potential building envelopes in the event that dwellings are replaced in
the future.
1.4 State and Local Government Authority Requirements
A number of legislative requirements relate to onsite wastewater treatment and
disposal systems under Queensland legislation, along with various other standards
and guidelines that may place constraints on the suitability of the site for onsite
wastewater disposal.
Those potentially relevant to the proposed development include:
Sustainable Planning Act 2009;
Environmental Protection Act 1994;
Environmental Protection (Water) Policy 2009;
Environmental Protection Regulation 2008;
Plumbing and Drainage Act 2002;
Standard Plumbing and Drainage Regulation 2003;
AS/NZS 1547:2012 ‘On Site Domestic Wastewater Management;
Department of Energy and Water Supply ‘Planning Guidelines for Water
Supply and Sewerage’ 2010; and
Department of Housing and Public Works ‘Queensland Plumbing and
Waste Water Code 2013’.

2.0 SITE CHARACTERISTICS
2.1 Site Characteristics
The southern section of the site (proposed lot 2) contains a residential dwelling and
associated buildings. This lot was observed to be serviced by two (2) septic tanks
and a grey-water tank. The dwelling is serviced by one (1) system, whilst the other
system services a detached “amenities” building. Anecdotal evidence from the
caretaker on site indicates this dwelling contains only one (1) bedroom. Manicured
lawns surround the dwelling, bordered by dense vegetation. An access track
provides pedestrian access to the beach.
Proposed Lot 1 contains a dwelling with a granny flat. A single septic tank and
disposal system was observed in this area. It is understood this dwelling contains 3
bedrooms with a single bedroom in the granny flat. Manicured lawns and gardens
surround the dwelling, bordered by dense vegetation. An access track provides
pedestrian access to the beach.
Vegetation surrounding the lawns was observed to be vigorous and comprised of
native and pest plant species. Ponding was not observed on site and “sewage”
smell was not detected in the location of the septic tanks or surrounds. However, the
dwelling on proposed Lot 1 was unoccupied at the time of site assessment.
2.2 Topography
The site is undulating, with current dwellings located on flat areas within the site.
The current dwelling on proposed Lot 1 is located on the high point of the site
grading down to David Low Way in the west, the beach in the east and a waterway
in the north. Proposed Lot 2 grades slightly toward David Low Way in the west. A
depression was observed to the east of the dwelling on this lot from which the
topography rises before grading down toward the beach.
Refer to JFP Consultants Reconfiguration Plan M2683-0-01-C included in Appendix
A for details of site contours.
2.3 Site Hydrology
2.3.1 Surface Water
A depression separates the two dwellings with a grade toward the north-
west. The site grades generally to the east and north therefore directing the
surface flow generally towards the northern boundary.
2.3.2 Groundwater
A search of the registered groundwater bore database on Queensland
Globe indicated one (1) bore within close proximity to the site. This bore is
listed as Abandoned and Destroyed but had been advanced to a depth of
19.2m.
2.3.3 Flood Level
Council Flood Hazard Overlay map indicates the development is not within a
Flood Hazard Area.
2.4 Geology
Desktop analysis of minesonline geology maps for the site indicates soil
types/geology as Holocene parabolic dune; quartz sand over the majority of the site.
AA1384EFF
September 2016
JS/js
Page 7
7
A section of Mud, peat; freshwater swamp deposits in coastal areas aged from the
Quaternary period is located in the north of the site.
2.5 Soil Profile
Field sampling carried out by Duke Environmental on 31 August 2016 up to a depth
of 800mm below surface level indicates that the soil is dominated by sand.
Refer to Drawing DE1384/03 for location of boreholes and Site Borelogs in
Appendix A.
2.6 Soil Permeability
Soil permeability (Ksat) of >3.0 is estimated from the site soil category of 1 (Gravels
and sand) (Refer AS1547-2012).
2.7 Acid Sulfate Soils
Council Acid Sulfate Soil overlay mapping indicates a section in the north of the lot
is mapped as Low Potential Acid Sulfate Area 5-20m AHD. This area generally
correlates with the geology mapped area of mud, peat; freshwater swamps. The
reconfiguration plan indicates this area of the site is designated for vegetation
covenant and therefore is also outside of the disposal area.
2.8 Site Constraints & Opportunities
The site is mapped within a Coastal Protection Area under the Noosa Plan and is
located in close proximity to the beach. Wastewater systems will need to be
maintained and operated in a manner to prevent overflow or discharge to
surrounding areas. The retention of vegetation under covenant may limit the
opportunity for a reserve area, however the option exists to replace the soil in the
treatment area should the need arise.
3.0 WASTEWATER TREATMENT AND DISPOSAL SYSTEM DESIGN PARAMETERS
3.1 Wastewater Treatment and Disposal System
The dwelling on proposed Lot 2 is serviced by a septic tank and trench bed system
to treat on site wastewater. This dwelling is also serviced by a greywater tank and
has a separate septic tank servicing a detached amenities building. The dwelling on
proposed Lot 1 appeared to be serviced by a septic tank. As site plans for the
systems were not available, a licensed plumber was commissioned by the client to
inspect the systems. The results of the inspection indicate that all systems servicing
the property do not meet current standards and will require replacement. According
to the plumbing report there are no active trench bed systems. Septic tanks
observed on site were contained within the proposed site boundaries of the lot
which they serve. Refer to Drawing DE1384/03 included in Appendix A for location
of current tanks.
3.2 Wastewater Treatment and Disposal System Design Parameters
3.2.1 Design Flows
Design flows have been calculated for each dwelling, based on a potential
for five (5) persons per dwelling (assuming redevelopment).
Based on Table H2 of Australian Standard AS/NZS 1547:2012 we have
adopted a daily flow of all wastes of 150L/person/day.
AA1384EFF
September 2016
JS/js
Page 8
8
Therefore, assuming 150L/person/day the outflow is calculated as:
150L/person/day x 5 persons = 750 L/day
In accordance with AS/NZS 1547:2012, the Design Loading Rate (DLR) of a
trench and bed system, based on sand (Category 1 soil), primary treated
effluent and a conservative rate, is approximately 20mm/day.
Therefore, required trench/bed areas for primary treatment = 37.5m2
The conservative rate of 20mm/day has been adopted for the primary
effluent calculations in accordance with Section L4.1 of AS/NZS 1547/2012
and due to the low nutrient retention capacity of sand.
However due to the sensitive nature of the surrounding environment (coastal
protection area) we recommend advanced secondary treatment, with trench
systems designed in accordance with the requirements of AS/NZS
1547:2012 to reduce the potential for nutrient runoff. The recommended
Design Loading Rate for Category 1 soil with secondary treatment is
50mm/d.
This would reduce the required trench bed areas to 15m2.
4.0 WASTEWATER TREATMENT AND DISPOSAL AREAS
The information below details the requirements for the siting of on-site wastewater treatment
in accordance with AS/NZS 1547:2012 and the Queensland Plumbing and Wastewater
Code 2013 (QPWC).
4.1 Vertical & Horizontal Separation Distances
The on-site sewerage facility shall incorporate measures to ensure that the effects of
the onsite wastewater systems are contained within the property boundaries
including, if necessary, the use of set-backs (AS/NZS 1547:2012 Clause 2.4.1(k)).

4.2 Protection of Surface and Groundwater Quality
The on-site sewerage facility shall incorporate measures to control the effects of an
on-site wastewater system on surface water and groundwater flows and the quality
of natural waters such that subsequent use of those waters is not impaired or
compounded (AS/NZS 1547:2012 Clause 2.4.1 (k)).
The nearest waterbody is located approximately 60m to the north of the dwelling on
proposed Lot 1 (6m from the northern site boundary). Due to the depth of the
groundwater at the nearest bore, it is considered unlikely that groundwater will be
impacted, however trench beds must be designed in accordance with AS/NZS
1547:2012 to reduce nutrient runoff.

Note:
The separation distances are recommended and
the local government may upon considering the
public health and environmental risks reduce or
increase the distances given in the above table.
We consider the property offers sufficient area to provide the required setback
distance from the treatment area to the nearest waterway.
5.0 ON GOING MAINTENANCE AND MONITORING
Monitoring and maintenance of the on-site wastewater treatment and disposal system is to
be undertaken in strict accordance with the manufacturer’s recommendations, requirements
of State and Local Governments, and AS/NZS 1547: 2012. For sub-surface application,
once the soil becomes saturated with nutrients, or becomes saline, we recommend the soil
is remediated or replaced or that a reserve wastewater disposal area is commissioned.
6.0 CONCLUSIONS AND RECOMMENDATIONS
In our opinion, we consider that an advanced secondary on-site wastewater treatment and
disposal systems to be suitable and viable for the proposal. We also consider that sufficient
area is available on site for the installation of trench beds whilst complying with required set-
back distances.

Page 10
10
Based on the above assessment we provide the following recommendations, aimed at
mitigating potential environmental impacts associated with the proposal within the study
location and adjacent areas:
Replacement of systems servicing both proposed allotments with an advanced
secondary treatment system, for each of the dwellings, that comply with current
standards and guidelines;
Systems are to be operated and maintained in strict accordance with the
manufacturer’s recommendations, and the requirements of AS/NZS 1547:2012
and/or Local Authority / State Government requirements;
