The 2014/15 animal management budget overestimated dog registration revenue by
approximately $180,000. This error results from two causes:
• The number of entire dogs was overestimated at the beginning of the financial year by
approximately 1600 due to entire dogs owned by pensioners being double counted
and puppies (for which there is no charge) also being included as entire dogs.
The problem that resulted in this error has been resolved and the budget will be
amended to reflect the true number of entire dogs in BR4.
• The house to house survey for unregistered dogs estimated it would identify 1,500
unregistered dogs in the community. Most of these were anticipated to be entire dogs
and as a result the survey was projected to provide an income of up to $150k.
In the four months to 30 April 2015, there have been approximately 1,300 dogs
identified as unregistered, however most of these dogs have been desexed and or
microchipped. This means that revenues from the house to house survey are well
below the projected income for the same number of dogs. The impact of the lower
than expected revenue from the house to house survey will be partially offset in BR4
by a reduction in the expenditure required to undertake the survey.
On the positive side, the revising down of the number of entire dogs and the results of the
house to house survey have revealed that Noosa Shire has one of the highest percentages
of desexed dogs in the state with almost 90% of dogs in the community being desexed. This
reflects the success of the “responsible pet ownership” program introduced several years
ago to encourage pet owners to desex and microchip their pets.
When completed the animal registration house to house survey is expected to identify more
than 1,600 dogs not previously registered bringing the total number of dogs in the Shire to
just over 9,000.
