Summary
Project Summary
Noosa Christian College is located on the outskirts of Cooroy, a town approximately 25km north of
Nambour and 20km west of Noosa. The College has been steadily growing since 2003 consistent with the
school’s masterplan (approved by Noosa Shire Council on 19 December 2002). This masterplan was
implemented to help guide and construct infrastructure and facilities in a logical and staged approach.
As such, the school currently has a maximum student enrolment allowance of 299 students. Due to the
surrounding growing area and ability to accommodate a higher student enrolment, the school is planning
to increase the enrolment capacity from 299 to 350 students. This increase in enrolment does not require
any new buildings or facilities and is merely an increase on an existing student capacity figure. A traffic
impact assessment prepared by PTT Consulting in support of this student enrolment increase accompanies
this application. In summary, the traffic impact assessment identifies that the proposed student capacity
expansion to 350 students will not have a significant adverse impact on the operation of the surrounding
road network.
Application Overview
In accordance with Section 81 of the Planning Act 2016 (‘Planning Act’), this report has been prepared by
Gaskell Planning Consultants on behalf of the Australasian Conference Association Limited for a minor
change to a development permit for a material change of use for an education type 2 school (REF:
MCU18/0189.01). This development permit was approved by Noosa Shire Council on 11 August 2020 over
land located at 20 Cooroy Belli Creek Road, Cooroy and described as Lot 9 on RP209025 (hereafter referred
to as the ‘subject land’).
Further details of the minor change request, including relevant background information and justification
of the plan amendments, are included below. This request should be read in conjunction with the traffic
impact assessment prepared by PTT Consulting.

1 Introduction
1.1 Noosa Christian College
Noosa Christian College formally commenced over the subject land in January 2003 with 37 students from
Prep to Year 6. By the end of that year, the school had 55 students and has since grown to 285 pupils
across Prep to Year 12. The subject land comprises of an area of approximately 11.41 hectares. An aerial
image of the subject land is shown in Figure 1 below.

2 Nature of the Requested Changes
2.1 Change in Maximum Student Number
Since its founding in 2003, Noosa Christian College has grown in size and student numbers in line with its
master planned approach. This masterplan has helped the school grow at a sustainable rate whilst
maintaining a close, community feel amongst the students, teachers and parents.
The proposed changes involve the increase in student enrolment capacity, from 299 to 350 students. This
increase does not involve the construction or development of any additional buildings or structures as the
school’s existing facilities can cater for this growth. A traffic impact assessment prepared by PTT Consulting
in support of this student enrolment increase accompanies this application. In summary, the traffic impact
assessment identifies that the proposed student capacity expansion to 350 students will not have a
significant adverse impact on the operation of the surrounding road network.

3 Proposed Changes to the Development Approval
3.1 Changes to the Approved Plans
The proposed changes do not necessitate amendments to the existing approved plans of development.
3.2 Changes to Approved Conditions
As a result of changes identified through this student enrolment increase, and the supporting information
contained within the accompanying traffic impact assessment prepared by PTT Consulting, it is requested
that condition 8 of the development permit be amended to read as follows:
Nature and Extent of Approved Use
8. The maximum number of students permitted on site shall not exceed 299 350 students.

5 Conclusion
In accordance with Section 81 of the Planning Act 2016 (‘Planning Act’), this report has been prepared by
Gaskell Planning Consultants on behalf of the Australasian Conference Association for a minor change to
a development permit for a material change of use for an education type 2 school (REF: MCU18/0189.01).
The proposed changes are considered to be a minor change under the Planning Act as demonstrated by
the above assessment. The proposal meets a local need for independent schooling in Cooroy and its
surrounds so that Noosa Christian College can continue to provide enrolment places to meet a growing
demand.
Importantly, the proposed changes do not:
• Result in substantially different development
• Significantly change the built form in terms of scale, bulk and appearance
• Introduce additional impacts which have not already been considered and approved as part of
Council’s original assessment of the application (MCU18/0189.01).
We trust the information provided is sufficient and allows Council to undertake an assessment of the
proposed changes to the development approval and respectfully request that the application be supported
subject to changes outlined in this report.
