Cooroy Care Farm Town Planning Report - 4 - Report (003)
REPORT
7 STATUTORY PLANNING ASSESSMENT
7.1 Overview
This section assesses the application against relevant assessment benchmarks.
As the application is subject to impact assessment, the assessment benchmarks, and the matters the
assessment manager must have regard to, are those identified in Section 45(5) of the Planning Act 2016 and
Part 4 Sections 30 and 31 of the Planning Regulation 2017.
As Noosa Shire Council is the assessment the relevant local authority categorising instrument is the Noosa
Plan 2006.
7.2 State and regional assessment benchmarks
7.2.1 Regional Plan
Part 4, Section 30(2)(a)(i) of the Planning Regulation 2017 requires that the impact assessment of this
application must be carried out against the assessment benchmarks stated in the regional plan, to the extent
the regional plan is not identified in the planning scheme as having been appropriately integrated.
The proposal triggers referral to SARA because of the proposed development’s location in the Regional
Landscape and Rural Production Area. The matters that the referral agency’s assessment must be against
and a response to each matter is below:
Table 14: Regional Plan Response
SEQ Regional Plan Assessment
(a) There is a community and economic need for the use
Response
The proposal provides an innovative model of aged care dependent on the site’s location and characteristics and
is therefore considered to provide community value and fill an economic niche.
It is recognised that there are existing residential care facilities within the township of Cooroy and towards
Tewantin and Noosa. However, these are based around the typical model of aged care. There are no facilities
within close proximity to the site, which offer a different or rural model of care.
A gap analysis has been included as a component of an economic needs assessment included in Appendix H
which demonstrates that there is demand for dementia and respite care in the catchment area of the subject site.
(b) When the use starts—
(i) the premises will have direct access to transport infrastructure that is reasonably required for, and adequate to
service, the use; and
Response
The site is proximate to the Bruce Highway and Elm Street which is adequate for the use as it allows for all
necessary services to effectively access the site.
(ii) the premises will be serviced by infrastructure (including, for example, infrastructure for electricity, stormwater,
water supply and the treatment and disposal of waste) that is adequate for the use; and
Response
Adequate infrastructure will be supplied on-site where Council’s infrastructure cannot be connected to.
See Appendix J and Appendix K for Hydraulic and Electrical servicing reports.
(iii) a workforce suitable for the carrying out of the use will be able to be sourced from the surrounding area
Response
The proposal is of a scale that will allow for a workforce to be sourced from Cooroy and other neighbouring areas.
(c) The provision of the infrastructure mentioned in paragraph (b)(i) and (ii) is practical and economically feasible
having regard to the location and characteristics of the premises
