1 INTRODUCTION
Hayes Traffic Engineering has been commissioned by Louis Bazzo Pty Ltd to provide
traffic engineering advice for a proposed wedding venue at Ringtail Creek. Drawings
of the proposal have been provided by Blackburn Jacksin and are included in
Appendix A. This report has been produced to assess the impact of traffic generated
by the proposed development on the surrounding street network.
The objective of this study is to provide adequate information to the Sunshine Coast
Council and the Department of Transport and Main Roads (DTMR) for a material
change of use development application.

2 EXISTING CONDITIONS
In order to assess the impact of the proposal it is necessary to establish existing
transport conditions within the surrounding area. Traffic survey data has been
obtained to provide information for this study.
2.1 Road Network
The development site is located at 638 Louis Bazzo Road, Ringtail Creek and is
described as Lot 4 on RP160124. Louis Bazzo Drive has a 6.5m pavement with
centreline markings and no edge line and gravel shoulders. There is a school bus
route along this section of road. The posted speed limit is 80km/h.

3 DEVELOPMENT PROPOSAL
The Development Proposal includes an application for a material change of use for a
wedding venue consisting of a 30m by 10m marque structure and associated car
park. The proposed venue will cater for wedding with up to 150 guests, wellness
nature retreats and corporate retreats. Refer to Appendix A for proposed plans of
the development.
Vehicular access to the site will be provided from the existing driveway access from
Louis Bazzo Drive with a 5.5m wide gravel road to the venue. Two indented bus bay
have been provided and a car park with 55 spaces for guests including 1 disabled
space and a separate car park with 4 spaces for staff.

4 TRIP GENERATION AND DISTRIBUTION
To analyse the impact of the development on the existing transport infrastructure, it
is necessary to assess the number of trips likely to be generated to and from the site
and where they are likely to travel. Whilst current guidelines do not provide specific
trip generation rates for wedding venues or function facilities, an analysis from first
principles has been undertaken.
4.1 Trip Generation
A wedding with 150 guests was chosen as the critical peak event to assess the impact
of traffic generated from the site. The venue is expected to facilitate up to 150
guests. Whilst for larger events with 150 guests, buses will be used to transport
guests from events, for smaller events such as corporate retreats, it is expected that
guests will arrive by car. It is estimated the average car occupancy of 3 persons per
car (slightly lower than a trip generation for a church) will apply to the site.
Therefore, the venue is estimated to generated a maximum of 2 buses and 17 car
trips for a wedding event. It is expected that the majority of guests will at the
commencement of the service and depart at the conclusion.
Table 2 - Estimated Traffic Generation Rates
Function Bus Car / Taxi /Uber Staff Peak Generation
Trips
Wedding 150 guests 2 17 10 29
Long Lunch 100 Guests 1 20 8 29
Retreat 50 guests 17 7 24
The estimated traffic generation from the proposed development is expected to be
29 vehicles during the peak hour. The site may generate a small number of trips
throughout the day for deliveries, but they are unlikely to impact significantly on the
external road network.
4.2 Trip Distribution and Assignment
Trip origin and destination for the proposed development has been assessed. The
assignment of development generated traffic has been based on a manual
assessment of the likely routes to/from the development site, given the location of
the site with reference to the surrounding town centres and tourist attractions. The
Page 8
Page 9
Traffic Impact Assessment Report

June 2024
assessment takes into account the shortest/quickest routes, and the number of
intersections along the route.
The assignment of trips will be 100% arrivals during the critical peak period for the
commencement of an event and 100% departure for the completion of an event.
Based on existing traffic data and the location of the site with reference to
surrounding town centres and residential and accommodation catchments, it is
expected that 85% of development generated vehicles will travel to and from the
east via McKinnon Drive (Tewantin and Noosa) and 15% will travel to and from the
west via Pomona Kin Kin Road (Pomona). A diagrammatic distribution of
development generated arrival trips is shown in Figure 4. Departing trips are
expected to be the opposite with 25 trips turning right out and 4 trips turning left
out of the development access.

5 TRAFFIC IMPACT
The assessment of the impact of the proposed development on the street network
has been undertaken. The impact has been analysed according to the procedures
set out in Austroads – Guide to Traffic Management and Guide to Road Design.
5.1 Access Intersection Performance
The access driveway with Louis Bazzo Road has been reviewed for operational
performance. The traffic generation from the development during the critical peak
period is shown in Figure 5. The traffic volumes along this section of road are so low
that the access intersection will operate with uninterrupted flow conditions and
detailed traffic modelling is not considered necessary.
Figure 5 - Proposed Development Traffic Distribution (Arrivals)
5.2 Turn Warrants
An assessment of intersection geometry has been undertaken with reference to the
requirements of Austroads Guide to Road Design and Traffic Management. The
access intersection meets the warrants for a Basic Right Turn treatment (BAR) and
Basic Left Turn treatment (BAL) as shown in Figure 6.

6 SITE ACCESS
An assessment of the sight visibility at the proposed access has been undertaken. Sight
distance has been assessed from the proposed access driveway in accordance with
Austroads Guide to Road Design Part 4A. The posted speed limit of Louis Bazzo Drive
is 80km/h.
The following sight distance criteria applies for the proposed access intersection.
MGSD – Minimum Gap Sight Distance for the critical right turn movement
SISD – Safe Intersection Sight Distance
SSD –Stopping Sight Distance (minimum criteria)
Normal Design Domain has used the following:
Observation time (OT) of 3 seconds (Clause 3.2.2 of Austroads Part 4A)
Reaction time (RT) of 2 seconds (Table 5.2 of Austroads Part 3)
Coefficient of longitudinal deceleration of 0.36 (Table 5.3 of Austroads Part 3)
Extended Design Domain has used the following:
Observation time (OT) of 1.5 seconds (Table A8 of Part 4A)
Reaction time (RT) of 2 seconds (Table A5 of Austroads Part 3)
Coefficient of longitudinal deceleration of 0.46 (Table A6 of Austroads Part 3)

Extended Design Domain (EDD) OT=1.5s RT=2s 157m 119m
The proposed access intersection location has been assessed in regard to sight
visibility and geometry. A site inspection was undertaken on to measure sight
distances from the proposed intersection location and results provided in Table 3.
Table 4 - Sight distance measurements
Intersection Sight distance to/from Sight distance to/from south
Location north
Access 240m 96m (160m possible)
(impeded by overgrown vegetation)
The proposed/existing access location complies with the requirements for a design
speed of 90km/h to and from the west, however sight visibility to the east is
constrained by vegetation and the verge embankment. With vegetation removal and
benching the EDD criteria for 90km/h can be met, to comply with requirements for an
access.

This is considered acceptable, as the extended design domain (EDD) can be applied
where new or existing accesses are being retrofitted on existing roads in constrained
locations. It should be noted that the access will not necessarily function as an
intersection but rather as a driveway and it will not generate significant traffic flows.
The provision of the BAL treatment will also aid in improving sight lines significantly.

7 PARKING ARRANGEMENTS
An assessment of parking has been undertaken in accordance with the Council’s
Planning Scheme Code and also compliance with Australian Standards for Off Street
Parking Facilities AS2890.1:2004.
7.1 Noosa Council Requirements
The requirements for parking are provided in Table 9.4.1.4 of the Transport and
Parking Cold of the Planning Scheme. The parking requirements for a function facility
are:
1 space per 20m2 of use area.
The proposal includes 55 car parking spaces and 4 staff bays for a use area of 300m2
for the marque. Therefore, based on Council requirements the proposal requires 15
car parking spaces. The site includes 59 parking spaces including one PWD space and
2 coach bays. Therefore, the proposed on-site visitor parking is considered acceptable.
Table 5 – Car Parking Estimated for Events and Functions
7.2 Australian Standards AS2890.1 Requirements

8 CONCLUSIONS
This report has assessed the impact of traffic generated by the development site on
the external road network. Consideration has been given to access, parking and
operational performance.
An assessment was carried out of the trips likely to be generated by the proposed
development and the estimated distribution of trips on the existing street network.
The impact of the proposed development on the street network has been analysed
using procedures set out in Austroads for assessing unsignalised intersections. The
proposed intersection with Louis Bazzo Drive will operate under uninterrupted flow
conditions.
The access meets the warrants for a basic right and a basic left turn treatment. The
access with Lous Bazzo Drive has adequate sight visibility which will be improved with
the provision of the basic left turn treatment. The provided car parking within the site
is considered acceptable and suitable or the proposed development.
In conclusion, the proposed development will not adversely impact on the
operational performance of the surrounding road network and is considered
adequate for the proposed land use.
