Noosa Civic Expansion
Bushfire Assessment Report

1 Introduction
This Bushfire Hazard Assessment Report (BHAR) has been prepared on behalf of QIC Noosa Civic Pty Ltd
in support of an application for development adjacent to the existing Noosa Civic centre at 28 Eenie Creek
Road, Noosaville on Queensland’s Sunshine Coast. The locality of the proposed expansion of the existing
Noosa Civic development (the proposed development) is illustrated in Figure 1.
This BHAR provides:
      > an assessment of the post-development bushfire hazard levels that would exist within the locality of
the proposed development, in accordance with the bushfire hazard assessment guidelines provided
for in State Planning Policy 1/03 Guideline – Mitigating the Adverse Impacts of Flood, Bushfire and
        Landslide (SPP 1/03 Guideline); and
      > an assessment of the adequacy of the bushfire hazard mitigation measures that have been
incorporated into the design of the proposed development to ensure that people and property are not
placed at an unacceptable risk of harm in the event of a bushfire; and
      > if required, recommendations for additional bushfire hazard mitigation measures.
This BHAR has also considered the findings and recommendations of the Noosa Shire Business Centre
Stage 1 Bushfire Management Plan (The Consultancy Bureau, 2004). The Stage 1 Bushfire Management
Plan was prepared in respect of the existing Noosa Civic development. In general the factors that affect
bushfire hazard levels and risk management requirements in the vicinity of Noosa Civic, as assessed in the
Stage 1 Bushfire Management Plan, remain relevant and applicable, except that the development of
buildings, roads and carparks over the past 10 years has changed the proportion and distribution of
bushland.
