1.0 INTRODUCTION
This preliminary Engineering Report is lodged in support of an application to Noosa Council for the
construction of a boutique hotel, tennis courts, pools, car parking and landscaped areas at Links
Drive, Noosa Heads. The subject site is legally described as Lot 4 on SP178340.
The report addresses proposed extensions and modifications to the existing Noosa Springs Golf
and Spa Resort.
The individual areas of engineering and stormwater management addressed in this report include:
• Erosion and Sediment Control
• Earthworks
• Roadworks
• Flooding
• Peak Flow Management
• Stormwater Quality Management
• Sewerage Reticulation
• Water Reticulation
• Electrical, Telecommunications and Gas
This report should be read in conjunction with the attached architectural plans and engineering
drawings. This report concludes that there are no major engineering or stormwater management
constraints associated with the proposed development that cannot be overcome by suitable
engineering design.

2.0 SITE DESCRIPTION The site is located at the end of Links Drive and is bound by Resort Drive to the north, an existing section of the Noosa Springs Golf Resort and Spa to the south and west and the Giraween Nature Reserve to the east. The total site area is 3.81Ha of which approximately 1.02Ha is the subject of this development application. Developable portions of the site currently contain existing retaining walls, tennis courts, ancillary buildings, drainage infrastructure and landscaped areas. Elevations vary from RL34.0m at the south-eastern extent of development works to RL19.8.0m at the north-western extent of development works. The site is currently terraced to support buildings and tennis courts. The site is zoned Tourist Accommodation and Recreation and Open Space on the Noosa Council Online Mapping Portal. 3.0 EARTHWORKS & EROSION & SEDIMENT CONTROL 3.1 Earthworks Refer to the attached sections and elevations for details of the finished surface profile for the development site. The development site contains existing retaining walls and terraced platforms supporting tennis courts and ancillary structures. Additional earthworks cut, fill and retaining will be required in order to construct proposed building pads, pools and car parking areas. Earthwork’s operations will be carried out in accordance with the Noosa Council Planning Scheme Policy and specialist Geotechnical Engineer advice.

3.2 Erosion & Sediment Control The proposed works will result in an increased risk of sediment release to the adjacent waterways. To mitigate this risk, erosion and sediment control measures will be included as part of development works. Refer to the attached preliminary engineering drawings which show the extent of disturbed areas. Detailed erosion and sediment control drawings will be prepared in conjunction with future development applications. 4.0 ACCESS & INTERNAL ROADWORKS Refer to the attached Engineering Drawings for details of the proposed site access and internal roadworks. Operational works design and construction for the internal and external roads have been completed in accordance with previous development approvals for the site. The existing external access infrastructure is generally adequate to service the site. An existing internal service road will require minor upgrading in order to support the proposed service vehicles (MRV/WCV). Adequate car parking will be provided onsite. New access driveways will be provided with connections to Resort Drive to the east of the site. The existing service road will maintain an access point from the south-east. Suitable turn-arounds will be provided in order to allow larger service vehicles, including Council’s Waste Collection Vehicle, to enter and exit the site in a forward gear. Car parking facilities, access driveways and vehicle cross-overs will be in accordance with relevant sections of the Australian Standards AS2890 for Off-Street car parking, IPWEA standard drawings and Queensland Streets.

5.0 STORMWATER MANAGEMENT 5.1 Legal Point of Discharge Approved development works for the Golf Resort and Spa included an internal drainage network designed and constructed to convey stormwater runoff from the site to a tributary of Lake Weyba (legal point of discharge) via a series of constructed waterbodies. It is proposed to utilise the existing internal drainage network where possible. Upgrades to this network will be undertaken as required. It is also proposed to direct development site stormwater to the existing constructed waterbodies and proposed rainwater tanks, which provide a source of harvested stormwater for irrigation of the Noosa Springs Golf Course and topping up of new pools. 5.2 Flooding A copy of the Flood Map for the site, produced using Noosa Council’s Online Mapping Portal, is included as Appendix C. The attached flood map indicates that the site is free from inundation by the extreme (500 year) and major (100 year) flood events and the highest astronomical tide. A flood immune fill platform has been provided for the total development site. Additional flood immunity will be provided by proposed building pads and concrete slabs.

5.3 Stormwater Quantity Management
Refer to Engineering Drawings C6070/20/P06 for details of stormwater catchments and
existing/proposed stormwater infrastructure.
Walsh Consulting Engineers have reviewed the requirement for providing detention for the
proposed development and have concluded that the development site may be exempt from
providing on-site detention on the following grounds;
1. The subject site is located within the lower one-third of a major regional catchment.
Stormwater detention is less likely to be required at the bottom one-third of the
catchment (Brisbane City Council Stormwater Guidelines). Detaining stormwater flows at
the lower reaches of a watercourse may result in increased likelihood that peak discharge
from the site will coincide with peak discharge from major upstream external catchments.
2. Stormwater runoff from the subject site is directed to a tidal waterway, where flooding is
governed by tidal surge. Providing on-site detention for the site would be redundant.
3. Existing stormwater drainage infrastructure within the site is privately owned and
maintained. The existing infrastructure generally has capacity to convey development site
stormwater. Upgrades to the internal drainage network will be undertaken as required.
4. The increase in flows from the development will not cause adverse impacts or actionable
nuisance to surrounding properties.
5. Significant capture of stormwater runoff is achieved in existing constructed waterbodies.
Harvested rainwater is utilised for irrigation of the Noosa Springs Golf Course. The existing
constructed waterbodies provide frequent flow management and reductions to total
volume of runoff from the development site.
6. Proposed rainwater harvesting and reuse tanks will provide additional frequent flow
management and reductions to total volume of runoff from the development site.

5.4 Stormwater Quality Management The intended land use is considered low impact with respect to pollutant load generation when compared to typical urban or commercial developments. The target pollutants for water quality management in new developments are typically organics (phosphorous and nitrogen), suspended solids (sediment) and gross pollutants (litter). A large percentage of these pollutants are released to downstream waterways as a result of land disturbance associated with earthworks and building operations. The proposed development works will include erosion and sediment control measures during the construction phase and minimal pollutant load generation during the operational phase. Proposed development works over the subject site include the construction of a boutique hotel, tennis courts, pools, car parking and landscaped areas. New carparking areas will be constructed using permeable materials (porous pavement, pavers interspersed with turf etc.). It is proposed to utilise the existing stormwater management areas (vegetated buffers, vegetated swales, lake system) constructed as part of the Noosa Springs Golf Resort. These devices provide primary water quality treatment of stormwater flows from the existing and proposed development sites. Significant capture of stormwater runoff is achieved in the existing constructed waterbodies located downstream of the subject site. Harvested rainwater is utilised for irrigation of the golf course and landscaped areas. The existing constructed waterbodies provide tertiary treatment of stormwater flows and also provide frequent flow management and reductions to total volume of runoff from the development site.

It is also proposed to install 6x22.5kL (135kL total) of rainwater harvesting tanks within the new development area. Refer to preliminary engineering drawing number C6070/20/P06 attached as Appendix B for details. Harvested rainwater will be used onsite for topping up of new pools and irrigation of landscaped areas. This approach to water quality management has generally been accepted as part of previous development applications for the site. No further water quality management is proposed as part of this development application. 6.0 SEWERAGE RETICULATION Refer to preliminary engineering drawing number C6070/20/P04 attached as Appendix B for details of the existing sewerage reticulation network. The proposed extensions to the Noosa Springs Golf Resort and Spa will be serviced by an existing gravity sewer main, contained within a registered easement and constructed as part of previous development works. The existing parent infrastructure will be assessed for suitability and upgraded as required. The site slopes from east to west at moderate grades and can readily accommodate a new internal gravity sewer network. Detailed design of the internal sewer network will be provided by the Hydraulic Consultant and lodged as part of future Operational Works/Building Applications.

7.0 WATER RETICULATION Refer to preliminary engineering drawing number C6070/20/P04 attached as Appendix B for details of the existing water reticulation network. An existing 200mm diameter trunk water main exists within the verge of Resort Drive, adjacent to the eastern boundary of the site. A new internal water main will be installed and connected to the existing main in order to service the development. It is proposed that UnityWater will supply and install suitable water meters and hydrants upon lodgment and payment of the applicable fee. Detailed design of the internal water network will be provided by the Hydraulic Consultant and lodged as part of future Operational Works/Building Applications. 8.0 ELECTRICAL, TELECOMMUNICATIONS AND GAS Refer to the Dial Before You Dig enquiry attached as Appendix B for details of the existing electrical, telecommunications and reticulated gas networks. Existing underground electrical lines are located within Resort Drive to the east and Links Drive to the north-west of the site. Existing telecommunications (including NBN) are located within the Resort Drive road reserve to the east of the site. Existing reticulated gas supply is located within the Resort Drive road reserve to the east of the site. It is anticipated that the existing infrastructure will be suitable to service the proposed development. Qualified consultants will be commissioned to prepare the Electrical and Telecommunications design for the proposed development.

9.0 CONCLUSION The proposed design and construction of a boutique hotel, tennis courts, pools, car parking and landscaped areas at Links Drive, Noosa Heads is in accordance with the Noosa Council Planning Scheme and all other relevant legislative guidelines and requirements. Earthworks and retaining will be required in order to provide level building platforms, compliant vehicle access and stormwater management areas. Flood immunity for the site is readily achieved. Additional freeboard will be provided by proposed building pads and concrete slabs. Stormwater quality management may be achieved for the site using existing stormwater management devices. Stormwater quantity management is not required. The proposed development will not cause adverse impacts or actionable nuisance to surrounding properties. There are no engineering constraints or impediments that would preclude development of the site.

Driveways
Driveways have been designed in accordance with AS 2890.
The existing footpath along Resort Drive will remain. One (1)
PO1 additional crossing is required. Adequate sight lines are
achieved.
Access driveways may readily achieve compliant gradients
in accordance with Council’s standard requirements.
Driveways and crossovers, including the change of grades in
PO2 driveways and ramps, have been designed to comply with
Council’s standard drawings.
PO3 Not Applicable.
The new driveway crossover has been located clear of
PO4 existing stormwater infrastructure, water and sewer
infrastructure, fittings and all other existing utilities.
The proposed crossover will be constructed within an
PO5 existing cleared space. No public trees are located in this
area.
Parking and manoeuvring
The number of car parking spaces, motor cycle spaces,
PO6 bicycle spaces and loading bays is not less than the minimum
number specified in Table 9.4.1.4 ‘Minimum parking
requirements’.

PO7 set down, pickup areas and driveways have been designed
in accordance with Australian Standard AS 2890.
The proposed parking areas, MRV/WCV loading bay and
PO8 turnaround area are located away from the road frontage.
Proposed landscaping and existing vegetation will provide
adequate screening.
PO9 Adequate PWD parking spaces and shared zones are
included in the development proposal.
Vehicle manoeuvring areas are designed in accordance with
PO10 AS 2890. Vehicles (including service vehicles) may enter and
exit the site in a forward gear.
The proposed crossover has been located at the midpoint
between two existing bends. Sight distances are maximised
PO11 under this arrangement. No landscaping or signage is to be
installed adjacent the crossover to allow clear views to the
north and south of Resort Drive.

PO12 All carparking spaces are located within close proximity of
buildings providing convenient pedestrian access along aisles.
Adequate queuing for vehicles is available within the access

Stormwater drainage design
A stormwater management plan has been included in the
engineering report. This plan includes details on the existing
PO1 and proposed stormwater drainage infrastructure, existing
stormwater management areas, sediment and erosion
control measures and receiving waterways.
Stormwater drainage will be designed to comply with
Queensland Urban Drainage Manual (QUDM) and Noosa
Shire Council minimum standards.
Approved development works for the Golf Resort and Spa
included an internal drainage network designed and
PO2 constructed to convey stormwater runoff from the site to a
tributary of Lake Weyba (legal point of discharge) via
stormwater infrastructure.
It is proposed that the existing network is used where
possible. Upgrades to this network will be undertaken as
required.
Stormwater drainage will be designed to comply with
PO3 Queensland Urban Drainage Manual (QUDM) and Noosa
Shire Council minimum standards.
Existing stormwater infrastructure will be utilised where
