      Introduction
Green Tape Solutions was engaged by Paul Desouza to undertake an ecological assessment of a site
located at 178 Davis Road, Cootharaba comprising Lot 7 on SP115866 (also referred to as the ‘site’).
The report has been prepared in support of a development application for a dwelling house on the site.

This report identifies the ecological values associated with the site, the potential presence of threatened
species listed under Local, State and Commonwealth legislation, fauna and flora habitat and ecological
corridor values. This report also assesses potential impacts associated within the proposed
development and where required, provides mitigation measures to ensure that the proposal complies
with relevant environmental legislation.

1.1    Site Description
Table 1 provides the detail of the development site. Figure 1 depicts the location of the site.

The site is located on a single lot comprising a total area of approximately 112, 583.26 m2 (11.25 ha)
within the Noosa Council local government area Figure 1 The site is bounded by Davis Road to the
south and rural residential lots to the north, west and east. Two mapped waterways (QLD waterways
for waterway barrier works) are located to the east and west of the site. The site connects to Ringtail
Forest Reserve to the south.

The site is currently vacant and heavily vegetated. The site contains dense remnant vegetation with a
small patch of cleared land to the north. Vegetation on site consists of two remnant vegetation
communities, one regrowth community and one non-remnant vegetation community. A description of
the vegetation communities is provided in Section 4.0.

1.2       Proposed Development

The proposed development on the site is for a development application for a Material Change of Use –
construction of a new residential dwelling for a dwelling house and associated bushfire asset protection
zone. Access to the development shall be provided via a driveway to Davis Road. The proposed layout
for the development is provided in Figure 2.

1.3       Scope of Works

The scope of works for this report includes:

      • A detailed desktop assessment, including review of relevant background, database and
           mapping information to identify applicable Local, State and Commonwealth government
           overlays/mapping triggers and potential constraints and development opportunities for the site.

      • A site assessment to determine the extent and structural integrity of vegetation communities
           (including the presence of weed species) and fauna habitat values, and to identify and assess
           ecologically significant areas and features.

      • Assessment of the site’s conservation values with respect to its position within the local and
           broader landscape, including corridor linkages and riparian areas.

      • A description of the ecological values (field survey results) of the site and confirmation of the

    Local, State and Commonwealth legislation.

• Identification of statutory considerations relevant to ecological aspects of the proposed
    development and assessment of the proposed development against the relevant Local and
    State legislation (including State Development codes and local planning scheme provisions)
    with recommendations on how to meet the environmental overlay codes and protect
    environmental values.

• Evaluation of ecological constraints on the site and impacts and provision of management
    measures to mitigate such impacts.

• Preparation of maps relevant to the report, including vegetation communities and vegetation
    clearing maps.

2 Methodology
2.1       Desktop Assessment

A desktop assessment was undertaken prior to field investigations to review relevant environmental
databases, technical reports, maps and legislation (Commonwealth, State and Local) to identify
ecological values with the potential to occur within and surrounding the site. Recent and historical aerial
imagery was also reviewed to assist with the verification of remnant vegetation. The results of the
desktop assessment were used to inform the field survey design.

Searches undertaken as part of the desktop assessment were based on the site’s central coordinates
with a standard 2 km buffer or by lot and plan. The following resources were reviewed:

      • Environmental Protection and Biodiversity Conservation Act 1999 (EPBC Act) Protected
           Matters Search Tool (PMST), Commonwealth Department of Agriculture, Water and the
           Environment (DAWE), accessed 9th May 2022 (Appendix 1)

      • Department of Environment and Sciences (DES) WildNet database (Wildlife Online) records,
           accessed 9th May 2022 (Appendix 2);

      • Department of Resources (DOR) Vegetation Management Report for Lot 2 on RP157061,
           accessed 28th April 2022 (Appendix 3) which includes the following:

          o   Regulated vegetation management (RVM) map;

          o Vegetation management supporting map (VM Act Regional Ecosystems) including Essential
              Habitat;

              and Science DES); and

          o   Koala priority area (KPA) and Koala habitat area (KHA) (Koala Conservation Plan Map;
              administered by DES).

      •    Watercourse Identification Map, accessed 9th May 2022 via Queensland Globe;

      •    DES Biomaps online mapping portal (DES, 2022);

      •    Atlas of Living Australia (ALA) species search (ALA 2014);

      • Aerial imagery (Queensland Globe / Google Earth Pro / ESRI).

2.2       Field Survey

A site assessment was conducted on 13 April 2022 by a qualified ecologist. The assessment involved
the following:

      •    Validation of desktop findings;

      •    Verifying the floristic structure and composition of vegetation communities present;

                                                                                Ecological Assessment Report

    •    Describing the fauna habitat present and recording any incidental fauna sightings;

    • Searching for potentially occurring significant species (and associated habitat) as listed under
         the EPBC Act and/or Nature Conservation Act 1992 (NC Act);

    •    Identifying weed species and documenting vegetation disturbance;

    • Assessment of the ecological values on site with respect to the mapped environmental values
         on the site.

2.2.1 Flora Species Survey

General baseline botanical surveys were undertaken to describe the vegetation communities, dominant
flora species and their extent. Fauna habitat values and opportunistic sightings of fauna were also
recorded. The survey was undertaken in accordance with quaternary survey methods described in
Neldner et al. (Version 5.1) (2019) by compiling a species inventory and assigning relative dominance
of each flora species within the dominant structural layer.

Threatened species searches were undertaken using the random meander technique described by
Cropper (1993), which involved traversing areas of suitable habitat in a non-standardised manner.

2.2.2 Fauna Species and Habitat Survey

No fauna trapping was undertaken for the site. Fauna and habitat values were assessed at the same
time as conducting the vegetation survey. The following characteristics were observed to determine
fauna likely to be present on-site based on the type and quality of habitat present:

    •    Confirmation of habitat units and habitat structure including an analysis of habitat quality;

    •    Presence of Koala food and habitat trees;

    •    Targeted searches for Koalas and evidence of Koala presence (scats and scratches);

    •    Presence of hollow-bearing trees, their form and size;

    •    Presence of scratches on tree trunks and scats of wildlife;

    •    Presence of hollow logs/debris and areas of dense leaf litter cover;

    • Level of disturbance (e.g. weed, litter); and,

    • Habitat connectivity within the network.

2.2.3 Survey Limitations

The ability to detect plants and accurately identify them to species level can vary greatly with season,
prevailing climatic conditions and the presence of reproductive material (e.g. flowers, fruit and seed
capsules). The survey undertaken as part of this assessment only represents a ‘snapshot’ in time and
therefore may not provide a true indication of plant presence at the site. For example, some cryptic flora
species may only be detected during flowering periods that were not present during the current survey.
Hence, this survey should not be regarded as conclusive evidence that certain protected plants do not
occur at the site. However, every effort has been made to detect these species in their preferred habitat
areas.

4         Ecological Values Assessment
4.1       Ground-truthed Vegetation Communities

The site assessment determined that the proposed development site supports four vegetation
communities, as outlined below.

4.1.1 Vegetation Community 1: Eucalypt Forest south-west of house site

Vegetation located to the south-west of the house site consists of a remnant eucalypt forest (plates 1
and 2). Species present include grey ironbark (Eucalyptus siderophloia), pink bloodwood (Corymbia
intermedia), Gympie messmate (Eucalyptus cloeziana), Qld grey gum (Eucalyptus major), and brush
box (Lophostemon confertus). The midstory consists of Acacia sp., small leaved fig (Ficus obliqua),
celerywood (Polyscias elegans), soap tree (Alphitonia excelsa), Muttonwood (Myrsine variabilis) and
juvenile canopy species. This community has only small amounts of weed incursion, mainly in the form
of exotic grasses such as Guinea grass, (Megathyrsus maximus) and lantana (Lantana camara).

The site has a significant amount of small to large woody debris. The site slope is roughly 23 degrees,
sloping downwards to the south-west. Most canopy trees are between 300-600mm diameter at breast
Height (DBH), though with large remnant trees between greater than 600mm DBH scattered throughout.
Arboreal hollows are sparse, with few individual small hollows (<10cm) present in select mature trees.
The canopy height is up to 30m with an estimated canopy cover of 70-80%. This community is mapped
as Category B (Remnant) Least Concern regional ecosystem, under the DoR mapping. The Vegetation
resembles and combination of two remnant regional ecosystems, being:

      •    regional ecosystem 12.11.3: Eucalyptus siderophloia, E. propinqua +/- E. microcorys,
           Lophostemon confertus, Corymbia intermedia, E. acmenoides open forest on metamorphics
           +/- interbedded volcanics; and

      •    regional ecosystem 12.11.16: Eucalyptus cloeziana +/- E. propinqua, E. acmenoides, E.
           microcorys and E. grandis open forest. Understory is generally shrubby +/- vine forest species.
           Occurs on Palaeozoic and older moderately to strongly deformed and metamorphosed
           sediments and interbedded volcanics, especially phyllite of the Kin Kin Beds.

The site inspection confirms the accuracy of the DoR mapping.

4.1.2 Vegetation Community 2: Eucalypt forest east of house site

Vegetation located to the east of the house site consists of a remnant eucalypt forest (plates 3 and 4).
Species present include grey ironbark (Eucalyptus siderophloia), pink bloodwood (Corymbia
intermedia), Gympie messmate (Eucalyptus cloeziana), Qld grey gum (Eucalyptus major), and Crow’s
ash (Flindersia australis). The midstory consists of Acacia sp., celerywood (Polyscias elegans), purple
pea bush (Hovea acutifolia), lolly bush (Clerodendrum floribundum) and juvenile canopy species. This
community has only small amounts of weed incursion, mainly in the form of exotic grasses and lantana
(Lantana camara).

The site has a small amount of small to large woody debris. The site slope is roughly 22 degrees, sloping
downwards to the south-east. Most canopy trees are between 200-400mm DBH. Arboreal hollows are
not present. The canopy height is up to 25m with an estimated canopy cover of 70%. This community
is mostly mapped as Category X regional ecosystem under the DoR mapping, with a small section
mapped as Category B regional ecosystem. The Vegetation resembles and combination of two remnant
regional ecosystems, being:

    •   regional ecosystem 12.11.3: Eucalyptus siderophloia, E. propinqua +/- E. microcorys,
        Lophostemon confertus, Corymbia intermedia, E. acmenoides open forest on metamorphics +/-
        interbedded volcanics; and

    •   regional ecosystem 12.11.16: Eucalyptus cloeziana +/- E. propinqua, E. acmenoides, E.
        microcorys and E. grandis open forest. Understory is generally shrubby +/- vine forest species.
        Occurs on Palaeozoic and older moderately to strongly deformed and metamorphosed
        sediments and interbedded volcanics, especially phyllite of the Kin Kin Beds.

The site inspection findings suggest that the DoR mapping is incorrect, and that this area should be
mapped as Category B remnant vegetation.

4.1.3 Vegetation Community 3: Regrowth Eucalypt forest west of house site

Vegetation located to the west of the proposed house site consists of regrowth canopy trees with a
managed grassy understorey (Plates 5 and 6). Tree species present include grey ironbark (Eucalyptus
siderophloia), pink bloodwood (Corymbia intermedia), Gympie messmate (Eucalyptus cloeziana) and
Acacia species. The site has a small amount of small to large woody debris. The site slope is roughly
16 degrees, sloping downwards to the north-west. Most canopy trees are between 100-300mm DBH.

Arboreal hollows are not present. The canopy height is up to 25 m with an estimated canopy cover of
60%. This community is mostly mapped as Category X regional ecosystem under the DoR mapping. In
terms of canopy tree species composition, the vegetation resembles regional ecosystem being regional
ecosystems 12.11.3 and 12.11.16. The site inspection findings confirm the accuracy of the DoR
mapping.

4.1.4 Vegetation Community 4: Grassland to the north of house site

Vegetation located to the north of house site consists of a managed, grassy paddock, predominantly
made up of exotic grasses (Plates 7 and 8). This community contains no large woody debris and no
trees or shrubs. The site slope is roughly 13 degrees, sloping downwards to the north. This community
is mapped as Category X regional ecosystem under the DoR mapping. The site inspection findings that
the DoR mapping is correct.

4.2       Weed Species

Many weed species are present on site, including restricted invasive species listed under the Biosecurity
Act 2014 (Qld), including:

      •    Lantana (Lantana camera);

      •    Guinea grass (Megathyrsus maximus);

      •    Cobblers peg (Bidens pilosa);

      •    Corky passion vine (Passiflora suberosa);

      •    Umbrella tree (Schefflera actinophylla).

A full list of weed species present on site is provided in Appendix 5.

4.3       Fauna Species Assessment

Fauna recorded on site include Eastern whipbird (Psophodes olivaceus), Laughing kookaburra (Dacelo
novaeguineae) Rainbow lorikeet (Trichoglossus haematodus), Eastern yellow robin (Eopsaltria
australis) and Torresian crow (Corvus orru). A full list of fauna observed occurring on site during the site
assessment is provided in Appendix 5.

No threatened fauna species were found on site. A variety of koala habitat tree species are present on
site, and the high quality of the vegetation and habitat on site combined with the high level of
connectedness of this site within the landscape means that koalas would likely move through the site

from time to time (see section 4.6). In addition, the site is considered to contain suitable habitat for
common fauna and also certain threatened species.

4.4       Flora Species Assessment

The Wildnet database search identified six threatened flora species recorded from within 2km of the
site, being mountain wedding bush (Ricinocarpos speciosus), baconwood (Archidendron lovelliae),
scrub turpentine (Rhodamnia rubescens), southern penda (Xanthostemon oppositifolius), northern
honeysuckle (Triunia robusta), and hairy hazelwood (Symplocos harroldii). The EPBC database search
identified a further 20 threatened plant species that have been recorded within 2km of the site. However,
no threatened flora species were found within the development footprint area and none are considered
likely to occur, including the above-mentioned species, due to the ongoing management of the
understorey vegetation.

The site is mapped within a mapped high-risk area (i.e. an area where endangered, vulnerable or near
threatened native plants are present or are likely to be present) on the Protected plants flora survey
trigger map. The flora survey undertaken was in accordance with the Flora Survey Guidelines –
Protected Plants (DES, 2019).

4.5       Habitat Assessment

Fauna habitat features of the site consist of resources (e.g. foraging, breeding, refuge and shelter
resources) of varying quality and condition, including:

      • Foraging resources associated with native flowering plants (in particular, Eucalyptus, Corymbia,
           and Acacia spp.) - nectar, pollen and insect prey items (abundant);

      •    Coarse and fine woody debris and large logs (frequent);

      •    Hollow bearing logs (occasional);

      •    Dry grass, long grass and leaf litter (abundant);

      •    Termitaria and arboreal termitaria (sparse);

      •    Arboreal hollows (sparse)

Habitat values across the development footprint area are considered to be moderate due to the ongoing
understorey management. There are foraging resources including a variety of fruiting/flowering plants,
but limited habitat in the form of dense understorey vegetation, coarse woody debris and logs, hollows
or arboreal termitaria. Habitat values just outside of the development footprint area, where the
understorey vegetation is currently not managed, are considered to high due to the dense understorey
vegetation and significant amounts of coarse woody debris and logs.

4.6       Corridors and Linkages

The site forms part of a larger patch of remnant vegetation/habitat in combination with surrounding
properties. It is also an important part of a strategic, north-south wildlife movement corridor through the
local area for terrestrial and arboreal fauna. The wildlife corridor values of the property are considered
to be high.

4.7       Summary of Ecological Values

Table 3 details the findings of the desktop review, field survey/s and analysis of these findings against
Commonwealth, state and local government environmental legislation, policies, codes and planning
instruments. This analysis includes the following matters:

      • Ground-truthed vegetation communities, including EPBC-listed Threatened Ecological
           Communities (TECs), state-listed vegetation communities, wetlands and essential habitat
           reported within a 2km buffer from the site;

      •    Weeds on site and significance of the infestations;

      • Listed fauna and flora species recorded within a 2km buffer from the site and recorded on the
           site;

      • Habitat assessment to determine fauna habitat features of the site, including corridors and
           linkages that the site may form part of and the potential impact to landscape connectivity; and

      • Council listed matters in addition to matters applicable under Commonwealth and state
           legislation.

5.2   Offsets

Under the Noosa Plan 2020 , the site is mapped within the Biodiversity , Waterways and Wetlands
overlay (Area of Biodiversity Significance , MSES Environmental Values). The proposed dwelling and
shed has a footprint of around 863 m 2 , most of which is covered by the ‘Area of Biodiversity
Significance ’ overlay, but only around half this area is vegetated . In addition , the bushfire APZ has a
footprint of 5,823m2, consisting of an inner protection area of 1,905m2 (full vegetation clearing) and an
outer protection area of 3,918m2 (understorey clearing only, retention of canopy vegetation ). Most of
the bushfire APZ already has a managed mown grass understorey, so impacts for this will be minimal,
except for the canopy tree clearing within the inner protection area. The proposed clearing meets the
bushfire clearing exemptions under the Planning Regulation 2017, being less 1.5 time the height of the
tallest tree near the dwelling for bushfire purposes (45m). Environmental offsets can be provided for
vegetation loss on site if required by Council under PO3 of the Biodiversity , Waterways and Wetlands
Overlay Code.

5.3   Assessment against the Legislation

5.3.1 Council’s Legislation

The site is located in the Rural Zone. A Dwelling House in the Rural Zone under the Noosa Plan 2020
is considered an accepted development subject to requirements . The development footprint area is
mapped under the Biodiversity, Waterways and Wetlands Overlay Map (MSES Environmental Values;
Area of Biodiversity Significance sub-categories , Figure 3 and Appendix 4). An assessment against
the relevant provisions of the Biodiversity , Waterways and Wetlands Overlay Code is required if
vegetation is to be cleared within the overlay . Accordingly , an assessment against this code is
provided in Table 5. The proposed dwelling complies with the Code.

5.3.2 State Legislation

Vegetation Management Act 1999

The site is mapped as supporting regulated vegetation (Category B) under the RVM map, however
vegetation clearing associated with the development for a residential dwelling is exempt clearing under
the Planning Regulation 2017.

Planning Regulation 2017: Development in South East Queensland koala habitat areas,

The site is mapped in the Koala Priority Area (KPA) and does contains mapped Koala Habitat Area
(KHA) (Koala Conservation Plan Map; administered by DES, Figure 4, Appendix 3). The proposed
house footprint does not intrude into the mapped KHA , but the Bushfire APZ does . The proposed
bushfire APZ will require the removal of native vegetation from within this overlay , including mature
koala habitat trees . Removal of mapped native vegetation in such areas is prohibited in the KPA ,
unless complying with an exemption in schedule 24 of the Planning Regulation 2017.

                    Figure 4: State Koala habitat mapping with development footprint

The definition of Exempted Development in Schedule 24 allows for the removal of vegetation for bushfire
management under item (n) as essential management:

(n) development that is or involves operational work that is the clearing of native vegetation in a koala
habitat area if the clearing—

        (vii) is necessary for essential management and is qualifying clearing;

Page 47

                                                                                Ecological Assessment Report

Essential management means clearing native vegetation:

(a) for establishing or maintaining a necessary firebreak to protect infrastructure, other than a fence,
road or vehicular track, if the maximum width of the firebreak is equal to 1.5 times the height of the tallest
vegetation next to the infrastructure, or 20m, whichever is the wider.

The closest vegetation surrounding the development site is up to 30m high, and therefore a bushfire fire
break (APZ) up to 45m wide would be allowable under the definition of Exempted development. The
proposed bushfire APZ will be from 36.7m (East side of house) to 39.9m wide (south-west side of
house), which complies with the exemption. The APZ will consist of two zones, an inner protection area
(IPA) and an outer protection area (OPA). The IPA will be 15m metres wide and all vegetation will be
removed from this zone. The OPA will not involve the clearing of canopy trees, only understorey
vegetation. Within the mapped KHA, there will be around 570m2 of full vegetation removal in the IPA
and a further 1,900m2 of understorey vegetation clearing/management in the OPA.

The proposal is not assessable under State Code 25- Development in South-East Queensland koala
habitat areas.

                                                                              Ecological Assessment Report

6       Conclusion
This ecological assessment report identifies ecological values associated with the site at 178 Davis Rd,
Cootharaba. It is proposed to develop the site with a single detached dwelling and associated shed. A
field assessment determined that the site supports high ecological values, in the form of foraging,
roosting, shelter, refuge and breeding resources for native arboreal and ground dwelling fauna. The site
includes koala habitat trees and other large native habitat trees (DBH greater than 600mm). It is likely
that the site would be regularly utilised by koalas and other threatened species.

The majority of the property is fully vegetated with a remnant eucalypt forest and some area of rainforest.
Flora species present within and surrounding the proposed dwelling site include grey ironbark
(Eucalyptus siderophloia), pink bloodwood (Corymbia intermedia), Gympie messmate (Eucalyptus
cloeziana) and brush box (Lophostemon confertus). The vegetation in this area resembles and
combination of two remnant regional ecosystems, being:

    •    regional ecosystem 12.11.3: Eucalyptus siderophloia, E. propinqua +/- E. microcorys,
         Lophostemon confertus, Corymbia intermedia, E. acmenoides open forest on metamorphics
         +/- interbedded volcanics; and

    •    regional ecosystem 12.11.16: Eucalyptus cloeziana +/- E. propinqua, E. acmenoides, E.
         microcorys and E. grandis open forest. Understory is generally shrubby +/- vine forest species.

The vast majority of the site is mapped within the Biodiversity, Waterways and Wetlands Overlay (MSES
Environmental Values; Area of Biodiversity Significance sub-categories) of the Noosa Plan 2020. The
proposed dwelling does not intrude into this overlay, but the associated bushfire APZ intrudes into it.
The house has been located on the edge of the remnant vegetation area, in an area that contains few
canopy trees and a managed grass understorey. It will be located adjoining an area of cleared grassy
paddock to the north. This location is a suitable location from an ecological perspective because it
minimises the loss of vegetation, including large canopy trees, for the house footprint, and the vegetation
clearing required for bushfire management is also significantly reduced as much of the required buffer
already exists in a managed ground layer form.

Due to the steep nature of the site, a significant bushfire buffer is required. However, clearing of canopy
trees has been minimised by allowing for retention of some canopy trees within the bushfire asset
protection zone. The total footprint for the house and shed is 863m2, most of which is already cleared of
vegetation. The bushfire APZ has a footprint of 5,823m2, consisting of an inner protection area of
1,905m2 (full vegetation clearing) and an outer protection area of 3,918m2 (understorey clearing only,
retention of canopy vegetation). No hollow-bearing trees will be removed for the development. This level
of intrusion into the overlay is considered to be acceptable because it complies with the Biodiversity,
Waterways and Wetlands Overlay Code provisions.

The amount of vegetation clearing on site has been minimised as much as is reasonably possible given
the bushfire management requirements, and is considered to be compliant with the relevant sections of
the Biodiversity, Waterways and Wetlands Overlay Code. The removal of native vegetation in the
overlay can be offset if required by Council.

While the level of impacts associated with the development is considered to be low, impact mitigation

measures have been prepared to mitigate potential impacts upon wildlife during site works to ensure
duty of care obligations under the Nature Conservation Act 1992 and Animal Care and Protection Act
2001 are met. The potential for injury, mortality and orphaning of fauna species will be minimised by
implementing the fauna management and mitigation measures outlined in this plan (section 5.1).
These measures include the engagement of an appropriately experienced and suitably qualified fauna
spotter catcher with experience in koala spotting to conduct a pre-clearing fauna survey and relocate
any fauna present within vegetation to be cleared . Fauna spotters will also specifically search for
koalas. If any koalas are determined to be present, they will be managed on site in line with legislative
requirements.

Caveat
The information presented in this report has been provided by a range of data sources as acknowledged at the end of the report.

This report is designed to assist in identifying the locations of places which may be relevant in determining obligations under the Environment
Protection and Biodiversity Conservation Act 1999. It holds mapped locations of World and National Heritage properties, Wetlands of International
and National Importance, Commonwealth and State/Territory reserves, listed threatened, migratory and marine species and listed threatened
ecological communities. Mapping of Commonwealth land is not complete at this stage. Maps have been collated from a range of sources at various
resolutions.

Not all species listed under the EPBC Act have been mapped (see below) and therefore a report is a general guide only. Where available data
supports mapping, the type of presence that can be determined from the data is indicated in general terms. People using this information in making
a referral may need to consider the qualifications below and may need to seek and consider other information sources.

For threatened ecological communities where the distribution is well known, maps are derived from recovery plans, State vegetation maps, remote
sensing imagery and other sources. Where threatened ecological community distributions are less well known, existing vegetation maps and point
location data are used to produce indicative distribution maps.

Threatened, migratory and marine species distributions have been derived through a variety of methods. Where distributions are well known and if
time permits, maps are derived using either thematic spatial data (i.e. vegetation, soils, geology, elevation, aspect, terrain, etc) together with point
locations and described habitat; or environmental modelling (MAXENT or BIOCLIM habitat modelling) using point locations and environmental data
layers.

Where very little information is available for species or large number of maps are required in a short time-frame, maps are derived either from 0.04
or 0.02 decimal degree cells; by an automated process using polygon capture techniques (static two kilometre grid cells, alpha-hull and convex hull);
or captured manually or by using topographic features (national park boundaries, islands, etc). In the early stages of the distribution mapping
process (1999-early 2000s) distributions were defined by degree blocks, 100K or 250K map sheets to rapidly create distribution maps. More reliable
distribution mapping methods are used to update these distributions as time permits.

Only selected species covered by the following provisions of the EPBC Act have been mapped:
     - migratory and
     - marine
The following species and ecological communities have not been mapped and do not appear in reports produced from this database:

     - threatened species listed as extinct or considered as vagrants
     - some species and ecological communities that have only recently been listed
     - some terrestrial species that overfly the Commonwealth marine area
     - migratory species that are very widespread, vagrant, or only occur in small numbers
The following groups have been mapped, but may not cover the complete distribution of the species:
     - non-threatened seabirds which have only been mapped for recorded breeding sites
     - seals which have only been mapped for breeding sites near the Australian continent
Such breeding sites may be important for the protection of the Commonwealth Marine environment.

Other laws
The clearing of native vegetation is regulated by both Queensland and Australian legislation, and some local governments
also regulate native vegetation clearing. You may need to obtain an approval or permit under another Act, such as the
Commonwealth Government's Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act). Section 8 of this
guide provides contact details of other agencies you should confirm requirements with, before commencing vegetation
clearing.

2. Vegetation management framework (administered by the Department
of Resources)
The Vegetation Management Act 1999 (VMA), the Vegetation Management Regulation 2012, the Planning Act 2016 and the
Planning Regulation 2017, in conjunction with associated policies and codes, form the Vegetation Management Framework.

The VMA does not apply to all land tenures or vegetation types. State forests, national parks, forest reserves and some
tenures under the Forestry Act 1959 and Nature Conservation Act 1992 are not regulated by the VMA. Managing or clearing
vegetation on these tenures may require approvals under these laws.

The following native vegetation is not regulated under the VMA but may require permit(s) under other laws:
       • grass or non-woody herbage;
       • a plant within a grassland regional ecosystem prescribed under Schedule 5 of the Vegetation Management
       Regulation 2012; and
       • a mangrove.

2.1 Exempt clearing work
Exempt clearing work is an activity for which you do not need to notify the Department of Resources or obtain an approval
under the vegetation management framework. Exempt clearing work was previously known as exemptions.

In areas that are mapped as Category X (white in colour) on the regulated vegetation management map (see section 4.1),
and where the land tenure is freehold, indigenous land and leasehold land for agriculture and grazing purposes, the clearing
of vegetation is considered exempt clearing work and does not require notification or development approval under the
vegetation management framework. For all other land tenures, contact the Department of Resources before commencing
clearing to ensure that the proposed activity is exempt clearing work.

A range of routine property management activities are considered exempt clearing work. A list of exempt clearing work is
available at
https://www.qld.gov.au/environment/land/management/vegetation/clearing-approvals/exemptions.

Exempt clearing work may be affected if the proposed clearing area is subject to development approval conditions, a
covenant, an environmental offset, an exchange area, a restoration notice, or an area mapped as Category A. Exempt
clearing work may require approval under other Commonwealth, State or Local Government laws, or local government
planning schemes. Contact the Department of Resources prior to clearing in any of these areas.

2.2 Accepted development vegetation clearing codes
Some clearing activities can be undertaken under an accepted development vegetation clearing code. The codes can be
downloaded at
https://www.qld.gov.au/environment/land/management/vegetation/clearing-approvals/codes

If you intend to clear vegetation under an accepted development vegetation clearing code, you must notify the Department of
Resources before commencing. The information in this report will assist you to complete the online notification form.

You can complete the online form at
https://apps.dnrm.qld.gov.au/vegetation/

2.3 Area management plans
Area Management Plans (AMP) provide an alternative approval system for vegetation clearing under the vegetation
management framework. They list the purposes and clearing conditions that have been approved for the areas covered by
the plan. It is not necessary to use an AMP, even when an AMP applies to your property.

On 8 March 2020, AMPs ended for fodder harvesting, managing thickened vegetation and managing encroachment. New
notifications cannot be made for these AMPs. You will need to consider options for fodder harvesting, managing thickened
vegetation or encroachment under a relevant accepted development vegetation clearing code or apply for a development
approval.

New notifications can be made for all other AMPs. These will continue to apply until their nominated end date.

If an Area Management Plan applies to your property for which you can make a new notification, it will be listed in Section 3.6
of this report. Before clearing under one of these AMPs, you must first notify the Department of Resources and then follow
the conditions and requirements listed in the AMP.
https://www.qld.gov.au/environment/land/management/vegetation/clearing-approvals/area-management-plans

2.4 Development approvals
If under the vegetation management framework your proposed clearing is not exempt clearing work, or is not permitted under
an accepted development vegetation clearing code, or an AMP, you may be able to apply for a development approval.
Information on how to apply for a development approval is available at
https://www.qld.gov.au/environment/land/management/vegetation/clearing-approvals/development

Please note:
1. All area and area derived figures included in this table have been calculated via reprojecting relevant spatial features to Albers equal-area conic projection
(central meridian = 146, datum Geocentric Datum of Australia 1994). As a result, area figures may differ slightly if calculated for the same features using a
different co-ordinate system.
2. If Table 5 contains a Category 'plant', please be aware that this refers to 'plantations' such as forestry, and these areas are considered non-remnant under
the VMA.

The VMA status of the regional ecosystem (whether it is endangered, of concern or least concern) also determines if any of
the following are applicable:
        • exempt clearing work;
        • accepted development vegetation clearing codes;
        • performance outcomes in State Code 16 of the State Development Assessment Provisions (SDAP).

3.3 Watercourses
Vegetation management watercourses and drainage features for this property are shown on the vegetation management
supporting map in section 4.2.

3.4 Wetlands

There are no vegetation management wetlands present on this property.

3.5 Essential habitat
Under the VMA, essential habitat for protected wildlife is native wildlife prescribed under the Nature Conservation Act 1992
(NCA) as critically endangered, endangered, vulnerable or near-threatened wildlife.

Essential habitat for protected wildlife includes suitable habitat on the lot, or where a species has been known to occur up to
1.1 kilometres from a lot on which there is assessable vegetation. These important habitat areas are protected under the
VMA.

Any essential habitat on this property will be shown as blue hatching on the vegetation supporting map in section 4.2.
