Ecological Assessment Report v2 NCES Ref: J000618 Lot 4 RP36729 – 111 Lake Weyba Drive, Noosaville 7 CONCLUSIONS AND RECOMMENDATIONS 7.1 Conclusion A desktop and field investigation have been undertaken to determine the environmental values present within Lot 4 on RP36729 located at 111 Lake Weyba Drive, Noosaville. The outcomes of the desktop and field investigations identified the following: • The site supports local and State level biodiversity values. • The assessment area is mapped within the Noosa Plan 2006 Biodiversity Areas Overlay as containing Environmental Protection Areas. • Two vegetation communities were observed within the site: • Vegetation Community 1 (VC1) – Melaleuca Open Forest; and • Vegetation Community 2 (VC2) – Open Areas with Scattered Mature Trees. The application has been assessed against several assessment frameworks and determined to be compliant as follows: • The Noosa Plan 2006, Code Table 13.2 Biodiversity Overlay – Compliant subject to: o Noosa Shire Councils acceptance of the removal of 3 mature trees occurring on the fringe of the mapped Environmental Protection Area within proposed Lot 12; and o Noosa Shire Councils acceptance of a conservation covenant and rehabilitation program over the retained bushland in Lot 12 as a compensatory measure to the impacts of the development. • Nature Conservation Act 1992 – Compliant. • Vegetation Management Act 1999 and the associated State Code 16: Native Vegetation Clearing – Compliant - No referral required. • SDAP State Code 25 Development in South East Queensland koala habitat areas - Compliant - No referral required. • Environmental Protection and Biodiversity Conservation Act 1999 – Generally compliant. No significant impacts anticipated to threatened flora of fauna species or threatened ecologically communities. 7.2 Recommendations The following recommendations are set to reduce the environmental impact of the proposal: • Preparation of a Fauna Management Plan to guide the protection of fauna during construction activities; • A suitably qualified and experienced fauna spotter/catcher is present during vegetation clearing; • Individual trees over 150mm DBH should be identified and surveyed within 15m of proposed earthworks cut and fill areas to ensure adequate setbacks can be provided to protect trees as per AS4970-2009. Where earthworks occur within TPZ’s Arborist supervision and certification must be undertaken; • Landscaping of the development footprint utilises native flora species found in the local regional ecosystems to negate the introduction of weed species and to retain steppingstone and island habitat for local fauna; • Conservation covenants are registered over the native bushland VC1 areas occurring in the west of the site, consistent with the distribution of mapped vegetation communities presented in Figure VC01; and © 2021 32
