1     INTRODUCTION

1.1       Background
North Coast Environmental Services have been commissioned to prepare an Ecological Assessment
Report for land formally described as Lot 4 on RP36729 located at 111 Lake Weyba Drive, Noosaville
(referred to herein as ‘the site’). The report was requested to identify the environmental values of the
site and to determine the suitability of a reconfiguration of lot development application related to the
site. The scope of works addressed in this report comprises:
      •    A desktop assessment of the potential ecological planning constraints acting on the site;
      •    A site inspection to ‘ground truth’ the results of the desktop findings;
      •    A flora and fauna habitat survey of the site;
      •    A discussion of the likely impacts of the proposed development on the ecological resources
           identified through the desktop and field investigations;
      •    Analysis of compliance with relevant government environmental assessment frameworks
           identified through the desktop assessment process; and
      •    Identification of suitable mitigation measures to minimise the environmental impacts of the
           proposed development and to assist in securing relevant development permits.
1.2       Development Proposal
The applicant seeks to subdivide the site into 12 allotments with access provided via a new extension
to Sail Street from the south, which terminates at the northern boundary. Access driveways are
proposed to Lot’s 5-12 directly from the new roadway with Lots 1-4 gaining direct access from Lake
Weyba Drive.
Drainage easements will flank the north eastern and south western limits of the development
footprint. A combination of gentle batters and retaining walls will tie the proposed fill platform to
adjoining lands.
Building envelopes have been proposed on all allotments and approximately 0.9ha of bushland
located within the western portion of Lot 12 is proposed for retention.
The Plan of Development has been included as Appendix 1.
1.3       Site Description
The site comprises a regular shaped allotment located within a strip of residential development on
the western side of Lake Weyba Drive. The site has a total area of approximately 2ha and is bound
by Lake Weyba Drive and Weyba Creek to the east. Noosa National Park flanks the site’s northern
and western boundary.
Within the western portion of the site areas of Melaleuca Open Forest exist, corresponding with the
extent of the Open Space Conservation zone within the site. Surrounding the existing residence
individual native trees exist within areas of mown grass. Within the north-eastern portion of the site
a small area of Melaleuca open forest exists in a localised low point adjacent to Lake Weyba Drive.
The property contains various sheds and built structures including a primary dwelling that gains
access via a driveway from Lake Weyba Drive.
