INFRASTRUCTURE & SERVICES COMMITTEE MEETING AGENDA 11 NOVEMBER 2014

4. If Council charged full cost recovery for e-waste recycling at the landfill it would cost $3.50
for a 5kg laptop and $7 for a 10kg computer etc. The likely scenario is these items will go
into a wheelie bins or be mixed with self-haul general waste and not segregated.
5. A large 60kg TV would cost $42 for disposal. This volume of waste would normally be
accepted as ½ a trailer load of general waste costing $7.50.

6. Summary

On balance the recommended position by staff is to stop accepting e-waste without charge this
year and include it in the general waste stream for landfilling. The e-waste recycling scheme has
not been well planned from a local government perspective with a disruptive scheme to the public
for many years. An attempt to explain this situation to the government should be made through
the Council of Mayors (SEQ) and LGAQ as the problem is Australia wide.

Finance & Risk

If Council were to pay the costs associated with disposal of e-waste at the proposed market rate
of $700 per tonne there will be an un-costed impact on the waste budget: 160 tonnes of e-waste
at $700 per tonne would cost Council $112,000 per annum. This amount of e-waste does not
consume a significant volume of landfill space (less than ½% of the annual landfill space
consumption). Paying $700 per tonne is not considered best use of our financial resources.
