The conceptual model identifies the expected outcomes, benefits and costs of coastal hazard adaptation. It shows the causal link between the proposed action, the expected outcomes and the costs and benefits. The conceptual model captures a wide range of potential benefits, some of which are more readily quantifiable than others. The costs and benefits are described in the subsequent sections, and the approach to their quantification – including input values and assumptions – are detailed in the Appendix B.
