• Moreton Bay LGA • Cherbourg LGA. For this analysis these non-use values are only relevant under option 4, which is the only option assumed to change the profile of the beach. As this option leads to a loss of beach width and therefore a loss of non-use values, these values will be included in the analysis as a loss, rather than a benefit. These losses accrue equally across the local community identified above. 4.2.6. Amenity benefits Publicly accessible open space provides amenity benefits to the local community. Amenity benefits can include both tangible benefits such as recreation, or non-tangible benefits such as pleasure or aesthetic appreciation. Under option 5, the amenity benefits resulting from the conversion of private lots to public open space have been quantified. These have been quantified based on average household willingness to pay for additional public open space (Ambrey and Fleming, 2014) for all households in the local area. These benefits are expected to accrue equally across the local community. AITHER | Final Report 15 Noosa Shire Council – Coastal Hazard Adaptation Plan
