1 Introduction
1.1 Purpose of this Report
RECOR was engaged by Christian Youth Council to provide a Waste Management Plan (WMP) to
accompany a recreation and camping facility located at 59 Kabi Road, Cootharaba, located in the Noosa
Shire Council local government area, which is made up of real property allotments Lot 7 RP 216403, Lot 394
M 371117 and Lot 650 M 37380. Refer to Figure 1 below.
Further details of the development can be found in Section 2 Development Summary.
Figure 1 – Site Locality Plan (Noosa Shire Council Intramaps, 2022)
1.2 Basis of Assessment
This assessment has been based on the following documents:
◼ Noosa Christian Youth Camp Masterplanning Report dated March 2022
◼ Drawings and site plans dated 13/07/2022; and
◼ Discussions and correspondence with the client.
This report further elaborates on the bin location and the proposed collection methodology. This WMP has
been prepared based on the following:
◼ Noosa Council’s Noosa Plan 2020 and Planning Scheme Policy (PSP) for Waste Management

2.2 Waste Generation
Based upon the development composition documented above, estimated waste volumes have been
generated using:
• SC6.10 Appendix 1 from Noosa Council PSP9
• Table SC6.18A from Sunshine Coast Regional Council’s PSP for Waste Management Code
• SC6.12 Guidelines for general waste and recyclable waste generation from Gympie Regional
Council (GRC); and
• Appendix 5 – General Waste and Recyclable Waste Generation Specifications from Moreton Bay
Regional Council (MBRC).
The adopted rates for general waste and recyclable waste generation have been detailed in Table 2 along
with the following assumptions:

Table 2 Estimated Waste and Recyclable Generation
• The Villages are assumed to have an occupancy of 80% throughout the week to reflect the temporal
nature of the camping and recreational facility.
• The rates utilised for the Villages align with the uses of Shared Residential: Tourist Park and
Boarding Guest House in the GRC and MBRC PSPs.
• These rates do not account for compostable material that can be diverted from the general waste
stream and reduce the generation of weekly generated waste. Due to the nature of the facility and
the emphasis on future agriculture and permaculture use, it is likely that the actual rates of weekly
waste will be less than estimated in Table 2.
As the Villages are the greatest generator of waste and recyclable streams, the receptacles for these should
be located close to these buildings accounting for:
• Amenity for facility users – including noise impacts when bins are being collected by the Waste
Collection Service Provider (Service Provider)
• Access for the Service Provider using the facilities internal roadway, minimising the distance of
reversing required and complying with SC6.10 - Appendix 3 – Refuse vehicle specifications.
Further details of these aspects can be found in Section 4 Bin Storage.
The above waste volumes equate to number of bins requiring emptying each week as provided in Table 3.

3 Waste System Summary and Responsibility
3.1 Waste Stream Summary
The following waste streams are being catered for:
Garbage Domestic and commercial waste
Commingled Recycling Recyclable items include paper, cardboard, PET, glass, aluminium, steel, and
HDPE containers.
Compostable Organic waste suitable for use in composting and permaculture activities.
Other Waste Streams The disposal of other waste including hard waste, waste metal storage,
bailing of paper/cardboard, paints and chemicals shall be the responsibility of
each dwelling. Waste can be disposed and/or recycled at Council Transfer
and Recycling Station.
3.2 Waste Management
3.2.1 Villages No.1 to 3
◼ Each Village manage their own garbage and commingled recycling, and other waste streams as required.
◼ Onsite staff are responsible for ensuring that these streams are deposited into the appropriate bulk waste
and recyclable bins located at each Village.
◼ Collection of waste streams stored in the bulk bins is undertaken by the Service Provider accessing the
site via the internal road network.
◼ The bin storage location is identified in Figure 2. These areas will be accessed by staff and patrons on
foot.
3.2.2 Onsite Staff
◼ Onsite staff manage their own garbage, commingled recycling, and other waste streams as required.
Staff also assist with the management of waste streams within the Villages, amenities, maintenance
sheds, and the reception and central hall, generated by the patrons.
◼ The property’s individual bin locations are identified in Figure 2. The area will be accessed by staff on foot.
3.2.3 Waste Collection Service Provider
◼ Collection of waste streams stored in the bulk bins is undertaken by the Service Provider accessing the
site via the internal road network.

4 Bin Storage
4.1 Bin Locations
The location of the bulk bins for the Villages are ideally:
• Readily accessible to the source of waste/s generation
• Minimise amenity impact to users of the facility; and
• Complying with the requirements of the Service Provider’s vehicle specifications.
On this basis, the ideal location for the bulk bins is near the Villages and accessible by the internal sealed
road network. To minimise amenity impact for users – visual, odour, and noise impacts - screening and
appropriate separation from the Villages and bin areas should be implemented.
It is recommended that the bin areas have appropriate hardstands to assist with the collection of the bulk
bins by the Service Provider. An indicative location of the bin area for Village 2 is shown in Figure 2.

4.2 Collection Access
The Service Provider’s waste collection vehicle is required to enter the property via the internal road network
to access and collect the waste from the bulk bins. Onsite staff are responsible for ensuring that waste
generated by the facility, staff and patrons is appropriately separated and placed in the correct receptacles.

5 Limitations
The purpose of this report is to document a WMP, as part of a development application. It has the following
limitations:
◼ It relates only to operational waste (excludes demolition/construction stages).
◼ It is based on drawings provided.
◼ Figures presented are estimates only; the actual amount of waste may vary depending on occupancy
rates, waste generation intensity and the operator's approach to waste management.
◼ This report is not to be used for the purposes of estimating operational costs or to document operational
or safety procedures.
