rental levels. The low vacancy level of 3% indicates that the retail network serving the
Noosaville area is functioning exceptionally well.
The 1,275m2 is for six vacancies, with 375m2 of the total taken up by four individual shops.
This further demonstrates that many businesses are unable to find a location in the Noosa area
resulting in higher rental prices, which serve to increase the cost of food and groceries and
other household items.
2. A detailed review of the capacity of existing centres to accommodate the proposed
development including a detailed floorspace survey to commercial zoned precincts and
a review of the potential. for the proposed uses to be sited in the existing commercial
precincts.
The 1,275m2 of identified vacant floorspace is dispersed among the commercial zoned precincts.
The size, locations and nature of the vacancies indicates that the subject development could not
be physically accommodated within them. Furthermore, our Economic Impact Assessment
demonstrated need for the proposal at the subject site with particular reference to "...no
alternative locations available in Noosaville...." (p.35). As indicated in our report:
• Our assessment has found no suitably zoned sites.
• Prospective tenants of the subject proposal have been unable to find a suitable location
for their business in the area (as per their letters of interest).
These key reasons demonstrate that the subject development cannot be accommodated in the
existing commercial precincts. In effect, the low vacancy levels are driven by a lack of
appropriately zoned sites.
3. Further demonstration of the planning need. for the development taking into account the
existing convenience store on Gympie Terrace, together with the convenience function
of local service stations and the many entertainment and dining businesses in the area.
The proposal would ensure the provision of appropriate facilities to meet community needs for
basic requirements. It would serve a distinct function to the above mentioned developments for
the following reasons:
• The BP service station contains a small convenience store of approximately 60m2. Its
primary purpose is for the provision of fuel, with convenience items ancillary,
comprising mainly drinks, confectionary and newspapers/magazines. It has no
dedicated parking and its range of products is insufficient to fulfil more than basic
convenience needs.
• The specialty convenience shop on Gympie Terrace is also limited by its size and is
designed to serve customers on Gympie Terrace. It does not occupy a street-level
premise and is relatively concealed among high-end restaurants. Its high rental prices
also serve to increase the cost of convenience items, consequently becoming less
affordable for locals to shop there. Its convenience function and role is further
undermined with no dedicated parking and provision of only a basic range of goods.
