1. Introduction
This report investigates the traffic engineering aspects of the proposed redevelopment of the
Carramar Aged Care Facility managed by NoosaCare Inc located at 186 Cooroy-Noosa Road,
Tewantin.
This report has been undertaken to form part of an application to Noosa Shire Council in relation
to the proposed redevelopment and addresses:
the likely traffic impacts of the proposal on the adjacent road network;
the operation and design of the access;
the assessment of the appropriate number of service vehicles and car parking supply
for the proposed development against the Council’s Planning Scheme;
the details of the Channelised Right-turn (CHR) at the Cooroy-Noosa Road / Noosa
Care Access intersection (based on Council’s 2007 Development Approval conditions)
and functional layout plan of the external roadworks (including provision of pedestrian
refuge for access to the bus stop on the southern side of the Noosa-Cooroy Road as
required by Council’s 2007 development Approval conditions); and
other relevant internal requirements with reference to the Access and Parking Code
where applicable.
This report also addresses the development conditions within the Development Application
Decision Notice received from Noosa Council on 20 April 2007.
Specific response to each of Council’s Conditions has been included in Section 5 of the report
with a summary of findings of the traffic engineering assessment provided in Section 6.

2.3 2010 Existing Traffic Volumes
The 2010 existing traffic volumes at this intersection have been obtained from manual traffic
surveys undertaken on Tuesday 7 December 2010 between 7:30am - 10:00am and between
3:000pm - 6:00pm. These surveys were undertaken by Austraffic Pty Ltd and all movements
were recorded at 15 minute intervals.
The full results of the surveys are included in Appendix D of this report.
The on-road AM and PM weekday peak hour periods were selected for this assessment as they
represent the traffic periods when traffic conditions are expected to be the most critical when
considering both the background traffic and the traffic likely to be generated by the proposed
development.
The on-road peak periods from the traffic surveys were:
AM Peak: 7:45am-8:45am;
PM Peak: 3:15pm-4:15pm.
The 2010 existing peak hour traffic volumes for the above time periods are illustrated on
Figure B1 within Appendix B.

2.5 Future Forecast Base Traffic Volumes
For the purposes of this traffic analysis, the “Base Year” for assessment of the impact of the
proposed redevelopment is 2012; as this represents the most likely completion date of the
proposed redevelopment. The 10-year planning horizon has therefore been taken as 2022.
1
The DTMR traffic census data indicates that a forecast growth rate of 3% p.a. (compound)
(compound
would be appropriate along Cooroy-Noosa Road in the vicinity of the subject site.
This growth rate has been adopted to estimate the 2022 horizon year traffic volume. It is noted
that growth on the surrounding network has only been applied to “background” through traffic.
The forecast future volumes for the Cooroy-Noosa Road / Carramar Access / Access to local
development intersection for the 2022 scenarios are illustrated on Figure B2 in Appendix B of
this report.

3. Proposed Redevelopment
3.1 Description
The proposed redevelopment of Carramar Aged Care Facility consists of the construction of two
new special care buildings and a new administration & entry block. The redevelopment will
provide the existing facility with an additional:
32 beds; and
20 staff.
The ultimate design of Carramar Aged Care Facility will therefore comprise the following:
142 beds; and
48 staff.
It is noted that the proposed new administration and entry block are primarily ancillary uses and
are not expected to generate additional traffic; particularly during the AM and PM peak hour
periods.
The Overall Site Plan (Drawing No. SK01, Revision E), prepared by LVO’ Architecture Pty Ltd, is
included in Appendix A of this report.
3.2 Development Access
The current access from the northern side of Cooroy-Noosa Road is proposed to remain and will
permit both ingress and egress movements. The access configuration is two lanes (one in each
direction) at the intersection with Cooroy-Noosa Road.
The desirable sight distances at access driveways (other than for domestic) recommended within
AS2890.1:2004 and AS2890.2-2002 is 83m for a 60km/h frontage road speed. To the west of
the proposed access, the sight distance is estimated to be approximately 185m, which is well
beyond the minimum standard. To the east, the sight distance is in the order of 135m.
The access location is shown on the Overall Site Plan (Drawing No. SK01, Revision E) included
in Appendix A of this report.

3.3 Car Parking Provision
Column 2 within Table 14-51 of The Noosa Plan sets the minimum vehicle parking requirements
for Type 3 retirement & special needs use as follows:
“For residential aged care staff and visitor parking at the rate of 1 space per 4 residential aged
care beds within the facility:
AND
1 emergency vehicle space.”
Based on the above rate, Council’s recommended car parking supply for the ultimate design
(existing + new addition) would be:
Aged Care (with ancillary):= (142 beds x 1 space / 4 beds) + 1 emergency bay
= 36 spaces + 1 emergency bay
As illustrated on the Overall Site Plan (Drawing No. SK01, Revision E), prepared by LVO’
Architecture Pty Ltd, included in Appendix B of this report, it is proposed to supply a total of 88
car parking spaces( including 1 ambulance bay) for the ultimate design of the aged care facility.
Up to 58 car parking spaces will be located beside Cooroy Noosa Road alignment fence, 29 car
parking spaces will be located under the activity block. The ambulance bay will be located
beside the service access driveway.
The car parking supply is in accordance with the Council’s parking requirements for an aged
care facility and is therefore satisfactory.
3.4 Internal Layout
Probable Solution S8.1 within Table 14-50 – “Carparking and manoeuvring” of The Noosa Plan
requires that all car parking spaces are designed in accordance with AS2890.1 and AS2890.2.
For the proposed uses, the following minimum car parking dimensions are therefore required:
Residential (Class 1A): 2.4m wide, 5.4m long, 5.8m wide aisles;
(widen to 3.2m wide for the bays of people
with disabilities); and
All other spaces (equivalent Class 3): 2.6m wide, 5.4m long, 5.8m wide aisles.
As illustrated on Figures A2, A3 and A4 within Appendix A, the proposed car parking spaces
generally comply with the minimum dimensions set-out in AS2890.1:2004.
It is expected that the southern car park, which is elongated in shape, will operate satisfactorily
due to the low turnover rate and the low occupancy rate of the southern car park.

3.5 Servicing and Circulation
It is expected that the proposed development would be serviced by the following vehicles:
12.5m (AUSTROADS) heavy rigid vehicle (HRV);
8.8m (AUSTROADS) medium rigid vehicle (MRV);
6.99m (21 seat) mini bus;
6.4m (AUSTROADS) small rigid vehicle (SRV);
5.2m (B99) car; and
4.91m (B85) car.
The proposed layout (refer Overall Site Plan (Drawing No. SK01, Revision E) suits service
vehicles access and circulation.
The manoeuvring of the relevant design vehicles has been assessed using CAD based program
AutoTurn 7.0. The swept path diagrams are provided as Figures A5 to A12 within Appendix A of
the report and can be summarised as follows:
Figure A5 illustrates a 12.5m Heavy Rigid Vehicle (HRV) manoeuvring requirement to

3.6 Traffic Generation
2
The Roads and Traffic Authority (RTA) of NSW recommends peak hourly and daily traffic
generation rates for housing for aged and disabled persons (i.e. retirement villages or aged care
facilities) of 0.1-0.2 trips per dwelling during the peak hour periods. These values are consistent
with the recommendations provided within the Department of Main Roads’ document “Road
3
Planning and Design Manual” .
Given the proposed redevelopment would include similar aged care activities to those being
performed currently, the trip generation rate of the existing ‘aged care facility” was measured to
provide a guide as to the appropriate trip generation rate to apply for the proposed
development.
The traffic generated by the existing aged care facility, as determined from the traffic surveys
carried out at the access location, are illustrated in Table 3-2.
Table 3- 2: Trip Generation by the existing aged
aged care facility
Type Number Total Trips (vehicles per hour) Peak Hour Trips per Bed
of Beds
AM Peak PM Peak AM Peak PM Peak
Aged Care Facility 110 22 31 0.22 0.28
For the purpose of this report, it has therefore conservatively been assumed that the additional
beds would generate traffic at the same rate as the existing beds. Adopting this rate, the traffic
likely to be generated by the additional 32 beds would be in the order of 7vph during the AM
Peak and 9vph during the PM Peak.
It is also noted that the traffic generation rate for the existing facility (which was adopted for the
expended facility) is similar, albeit more conservation, than the traffic generation rates for housing
for aged and disabled persons recommended within the RTA and DTMR guidelines.

3.7 Traffic Distribution and Assignment
The directional distribution and the assignment of the traffic likely to be generated by the ultimate
expansion of the age car facility at the Cooroy-Noosa Road/Carrara Access intersection has
been determined from the existing traffic volumes as follows:
AM Peak: 82% IN / 18% OUT
55% of trips would be generated to / from the east on Cooroy-Noosa Road;
45% of trips would be generated to / from the west on Cooroy-Noosa Road;
PM Peak: 29% IN / 71% OUT
77% of trips would be generated to / from the east on Cooroy-Noosa Road;
23% of trips would be generated to / from the west on Cooroy-Noosa Road;
The additional traffic volumes generated by the proposed extension are illustrated on Figure B3
in Appendix B of this report.
The traffic volumes for the 2022 design scenarios have been determined by adding the traffic
volumes likely to be generated by the proposed extension to the 2022 base traffic volumes.
The 2022 design volumes are illustrated on Figure B4 in Appendix B of this report.

A comparison of the data contained in Table 4-1 between the existing facility (“base” with 110
beds) and the proposed extension (ultimate “design” with a total of 142 beds), helps quantify the
direct effect that the proposed additional 32 beds would have on Cooroy-Noosa Road.
The information contained in Table 4-1 illustrates that the existing Cooroy-Noosa Road /
Carramar Access / Access to Local Development intersection would operate satisfactorily from a
capacity point of view with simple BAR / BAL geometry (i.e. no right or left turn auxiliary lanes) for
both the 110 beds and the 142 beds scenarios.
The existing Cooroy-Noosa Road has a 1.5m wide cycle lane which is marked along both sides
of the road in the vicinity of the subject site. The width of the cycle lanes increases from 1.5m to
3.3m at the Carramar Access intersection; therefore the actual width of the road at the Cooroy-
Noosa Road / Carramar Access / Access to Local Development intersection could technically
accommodate an additional traffic lane. In reality, although unmarked, the intersection currently
does provide a short additional lane for turning traffic.
A schematic SIDRA generated illustration of the intersection layout which reflects this actual
operation of the intersection is shown in Figure 4-2.

As indicated in Table 4-2 above, the Cooroy-Noosa Road / Carramar Access / Access to Local
Development intersection would operate well within acceptable limits with its currently operating
layout configuration, up to and beyond the design horizon year 2022.
However, to fulfil the Council’s recommendation for safety improvements at the existing Cooroy-
Noosa Road / Carramar Access / Access to Local Development intersection, the proposed
upgrade of the intersection configuration to a type CHR(S) / BAL geometry (i.e. an auxiliary right
turn and no auxiliary left turn lane) has been analysed further in section 4.2. The warrants for
turn lanes have also been discussed further below.
Warrants for Turn Lanes
In order to maintain relatively unhindered through movements past the proposed development,
and to significantly reduce the potential of rear-end collisions, it is recommended that a right-turn
lane into the subject site be provided. The recommended provision of this turn lane is based on
the additional right-turn movement into the subject site, during both the AM and PM peak
periods, and the demographics of the proposed development. It is also warranted according to
4
6.39 of the Austroads “Part 5 : Intersections at Grade” and Figure 13.96 of the “Road Planning
5
and Design Manual” which is duplicated within Appendix E.
The warrant for a left or right turn treatment for the existing Cooroy-Noosa Road / Carramar
Access / Access to Local Development intersection can be determined by plotting the expected
traffic volumes on the graphs per Figure 13.23 Warrants for Turn Treatments on Roads with a
Design Speed < 100km/h in DTMR’s “Road Planning and Design Manual” (Ref.5) as duplicated
below.

17
The x-axis (QM) and y-axis (QL and QR) on this graph relates to the following:
QR=Right turn traffic volume for right turn (veh/h);
QL =Left turn traffic volume for left turn (veh/h); and
QM=Major road traffic volume which is calculated in accordance with Figure 13.24
Calculation of the Major Road Traffic Volume Parameter ‘QM’ (Ref. 4), duplicated
below.
By applying these calculations, the following right turn volume (QR) and major road traffic volume
(QM) parameters for each time period for the redeveloped (142 beds) Carramar Aged Care Facility
can be established. The traffic resulting volumes are as summarised in Table 4-3.

In order to illustrate the required treatment for each of the above scenarios, the traffic volume
parameters determined in Table 4-3 above have been plotted on Figure 13.23 Warrants for Turn
Treatments on Roads with a Design Speed < 100km/h. These plots are included in Appendix E
of this report with a summary of the required treatment for each scenario included in Table 4-4.

Note: CHR(S) = Channelised Right Turn Treatment with reduced length
Based on the results illustrated in Table 4-4, the following turn treatments are therefore
warranted for the 2022 scenario:
Right Turn: CHR standard.
Notwithstanding the above, the existing BAR type of geometry for the Cooroy-Noosa Road /
Carramar Access / Access to Local Development intersection would provide satisfactory
operation for the proposed redevelopment of Carramar Aged Care Facility from a capacity point
of view. However, from the findings in Table 4-4 above, from a safety point of view (as indicated
ablove), the design of the Cooroy-Noosa Road / Carramar Access / Access to Local
Development intersection would be recommended to be of a type CHR standard.
The proposed new layout of the Cooroy-Noosa Road / Carramar Access / Access to Local
Development intersection, modified to comply with current standards (with a type CHR
standard), is shown in Figure A1 within Appendix A.
4.2 Proposed Cooroy-Noosa Road / Carramar Access
/ Access to Local Development Intersection
As requested by Council within the Noosa Council Conditions dated 16 November 2007
regarding roadworks widening (item 17), “The existing intersection at Cooroy Noosa Road shall
be upgraded, at no cost to Council, to AUSTROADS – CHR standard, including median island,
separate right turn lane, and the necessary pavement widening prior to the commencement of
the next stage. In this regard, plans detailing this work shall be prepared and submitted to
Council for approval prior to obtaining a Development Permit for Operational Works.”
An assessment of the proposed Cooroy - Noosa Road / Carramar Access / Access to Local
Development intersection has therefore been undertaken utilising traffic engineering package
SIDRA5.0.
A SIDRA generated schematic illustration of the proposed access intersection (with a CHR) is
shown as Figure 4-3.

5. Response to Council’s Information
Request
The traffic engineering related issues highlighted by Council within the “Noosa Council’s
Conditions”: and the response to each of the items is presented as follows.
Noosa Council’s Condition 2.9
“Land Use
2. An amended Plan of Development and Development Code shall be submitted to Council prior to
any further development applications being made and shall include the following to the reasonable
satisfaction of the Manager, Land Use:
2.9. The car parking shown in the road reserve to Cooroy Noosa Road shall be deleted, with all
car parking required for the development to be provided on site.”
Response to Condition 2.9
As detailed within section 3.3 of this report, the redevelopment of Carramar Aged Care Facility
will provide a total of 88 car parking spaces (including 1 ambulance bay) for the ultimate design
of the aged care facility. This is in compliance with The Noosa Plan.
Noosa Council’s Condition 16
“Roadworks Widening
“16. The existing intersection at Cooroy Noosa Road shall be upgraded, at no cost to Council, to
AUSTROADS — CHR standard, including median island, separate right hand turn lane, and the
necessary pavement widening prior to the commencement of the next stage. In this regard, plans
detailing this work shall be prepared and submitted to Council for approval prior to obtaining a
Development Permit for Operational Works.”
Response to Condition 16
As detailed in section 4.2 within the traffic report, the existing Cooroy-Noosa Road / Carramar
Access / Access to Local Development intersection of type BAR/BAL is recommended to be
upgraded to be of a type CHR standard / BAL. The proposed new layout of the Cooroy-Noosa
Road / Carramar Access / Access to Local Development intersection, modified to comply with
current standards (with a type CHR standard), is shown in Figure A1 within Appendix A.
4516 - TIA - 004(1) .doc
Page 25
21
Noosa Council’s Condition 17
“ The median island shall contain a pedestrian refuge to enable safe pedestrian access to the bus
stop on the southern side of Cooroy Noosa Road. In this regard, plans detailing this work shall be
prepared and submitted to Council for approval prior to obtaining a Development Permit for
Operational Works. “
Response to Condition 17
As illustrated on Figure A1 within Appendix A, the proposed upgraded Cooroy Noosa Road /
Carramar Access / Access to Local Development intersection includes the construction of a
pedestrian refuge, the extension of the existing footpath located on the northern side of the road
and the construction of new footpath on the southern side of the Cooroy Noosa Road to provide
pedestrian link to the bus stop located on the southern side of the road.
In addition to the traffic island, it is recommended that additional warning signage be erected to
advise drivers of pedestrian activity in the area.
Noosa Council’s Condition 19
“19. The existing pathway across the frontage east of the bus shelter shall be replaced with a 2.0
metres wide pathway, including a connecting 2.0m wide pathway to the pedestrian refuge
crossing across the road. Care shall be taken to protect any existing vegetation and/or any
underground services.”
Response to Condition 19
Refer to response to Condition 17 - a 2m wide pathway along the northern and southern side of
Cooroy Noosa Road on the eastern side of the access to the subject side will be provided as
illustrated on Figure A1 within Appendix A. This pathway will provide the necessary functions to
carry pedestrians to / from the subject site to the existing bus stops located on the eastern side
of the access to the site (on both sides of Cooroy Noosa Road).
The pedestrian refuge island as shown, coupled with additional warning signage, are considered
to be satisfactory for safe pedestrian movement across Cooroy-Noosa Road to the existing bus
stop located along the southern side of the road.

6. Summary of Findings
6.1 It is proposed to redevelop the Carramar Aged Care Facility located at 186 Cooroy-
Noosa Road, Tewantin to include an additional 32 beds and 20 staff.
6.2 As discussed within Section 3.3, the proposed car parking supply (88 car parking
spaces, which includes 1 ambulance bay) is in accordance with the Council’s parking
requirements and is therefore satisfactory.
6.3 Car parking spaces are generally designed in accordance with the requirements set-out
in AS2890.1:2004.
6.4 The main circulation driveway is proposed to be maintained. The width provided is
considered adequate to cater for two-way vehicular traffic flow. Figures A1 to A12
within Appendix A of this report illustrate the relevant vehicles circulating throughout the
site.
6.5 As discussed within section 4.2, it is recommended that a right-turn lane (with
approximately 20m storage) from Cooroy-Noosa Road east into the Carramar Access
be provided as part of the proposal. A functional layout plan of the proposed
intersection configuration (including the CHR) has been provided as shown on Figure A1
within Appendix A of this report.
6.6 With the provision of the recommended right-turn lane into the development (as shown
on Figure A1 within Appendix A of this report), it would be expected that the Cooroy-
Noosa Road / Carramar Access / Access to Local Development intersection would
operate both safely and efficiently well into the future.
