RECOMMENDATION
That Council note the report by the Project Officer to the General Committee Meeting dated 18
November, 2019 and accept the revised TransLink quote in the sum of $116,000 to operate Route
065 Shuttle Bus Loop service.
REPORT
The purpose of this report is to provide an update on the revised quote from TransLink to operate
Route 065 shuttle bus loop service.
1. Route 065 Shuttle Bus Loop Service
Section 6
GENERAL COMMITTEE MEETING AGENDA 18 NOVEMBER 2019
It is proposed to operate a shuttle bus loop service from 14 December 2019 – 27 January 2020
(every day including all public holidays except 25 Dec). The shuttle would operate on a 15 minute
frequency 7am-7pm and every 30 minutes from 7pm-10pm.
The shuttle would travel in a clockwise direction to make use of the bus queue jump on Noosa
Parade. The shuttle would service Hastings Street, Noosa Drive, Weyba Rd, and Noosa Pde,
stopping at TransLink stops as requested and at temporary bus stops located outside the Noosa
AFL grounds and opposite The J. Both the Noosa AFL grounds and The J car park would be key
Park & Ride locations totalling 500 car parks.
2. Revised TransLink quote
One of the risks identified in the report to the Services & Organisation Committee Meeting dated 8
October 2019, titled Peak Period Traffic Management Plan 2019/2020, was that the exact shuttle
bus cost may be higher than reported. TransLink have recently advised that upon obtaining
detailed quotes from both Sunbus & Buslink the quote for the Route 065 shuttle bus loop service
has increased.
Current Shuttle Budget Allocation $65,000
TransLink Quotes Amount
Original TransLink quote $ 65,000
Revised TransLink quote $116,000
The reasons for the price increase:
Sunbus would need to utlise casual and permanent drivers during their holidays and rostered
days off to accommodate the service. Sunbus would be required to pay penalty and public
holiday rates to staff.
The Buslink depot is closed over the school holidays and would need to be re-opened, in
addition all of the Buslink drivers are on casual rates.
Additional quotes have been sought from local bus operators and they are within the range of the
Peak Period Traffic Management Plan 2019/2020 shuttle bus budget allocation. The local bus
operator options include either a 1 x 24-seater bus with a trailer or a 1 x 57-seater bus with a trailer.
Bulky goods e.g. surfboards, esky etc. would be required to go in the trailer.
However none of these buses will be Disability Discrimination Act (DDA) compliant or low floor.
Using one of these operators would also require a Transport Operations (Passenger Act) Act 1994,
section 43 agreement with the Department of Transport and Main Roads which will require time to
negotiate.
TransLink have advised that they do not have an existing relationship with the local operators and
as such may be required to undertake due diligence before allowing them to operate a public
passenger service.
3. Branding
TransLink have advised that the shuttle bus could be wrapped in Go Noosa branding but it is
unlikely that the wrapped bus would be able to remain dedicated to the 065 service as it’s
operationally difficult to achieve. In addition it must comply with the Vehicle Appearance Policy e.g.
TransLink livery must be visible.
The local bus operator’s buses could be wrapped in Go Noosa branding and would be dedicated
to the 065 service.

2020 to 19 April 2020.
Finance
Based on the potential revenue from paid parking at Noosa Heads Lions Park the additional
TransLink costs to operate Route 065 could be covered.
The total average daily income from the Noosa Heads Lions Park paid parking in 2018/19 was
$5000 a day with 40% of that revenue going to the Tewantin-Noosa Lions Club.
Noosa Heads Lions Park - revenue Amount
Go Noosa Xmas 2018/19 – Council’s 60% share of paid parking (Park operation $80,000
26/28 days)
Potential revenue to Council from Go Noosa Xmas 2019/20 – (Based on park $60,000
operational for 20/26 days & existing split of 60% to Noosa Council & 40% to
Lions Club)
Shortfall from existing budget for Shuttle $51,000
In addition there is $30,350 contingency for Go Noosa – Xmas 2019/20, however this is for the
entire Christmas program.

etc.) than loading/unloading in a trailer
Local Bus operator 24 Seater
Opportunities Risk
Trial a smaller style bus as community feedback Smaller bus - people may be left waiting
is that the TransLink buses are big and bulky
Go Noosa branded bus to stay on route 065 Time taken to load/unload bulky items from
trailer
Not low floor or DDA compliant
Time constraints to implement a Section 24
Agreement with DTMR
One bus

EXECUTIVE SUMMARY
The Local Government Act 2009 and Local Government Regulation 2012 require Council to
undertake regular reviews of the adopted budget to ensure it remains reflective of planned activities
to be funded through the financial year. This second budget review for the 2019/20 financial year
(BR2) incorporates any new or emergent actions arising from Council resolution, Executive Team
or Capital Works Executive Committee action, reallocation of funds or realised revenue variance
since the adoption of the current BR1 budget in August 2019.
In summary the budget review is proposing a marginal decrease of $5k to Council’s operating
position resulting in a revised operating surplus of $24k. The revised capital expenditure program
remains at $30.9 million.

RECOMMENDATION
That Council note the report by the Manager Financial Services to the General Committee Meeting
dated 18 November 2019 and approve the proposed changes to the budget for the 2019/20
financial year as outlined in the revised Budget Financial Statements attached to the report.
REPORT
Section 170(3) of the Local Government Regulation 2012 allows Council, by resolution, to amend
the budget at any time before the end of the financial year. Consequently, formal budget reviews
are scheduled to occur during August, November and April using the latest financial information
available as the basis to revise the budget forecast.
The key criteria for budget reviews include:
1. Council must maintain an operating surplus in the original budget year and ensure financial
sustainability targets continue to be met.
2. The eligible capital or operating project must be delivery-ready with a commitment to
complete the project during the year.
Section 10
GENERAL COMMITTEE MEETING AGENDA 18 NOVEMBER 2019
3. Capital submissions will be reviewed and authorised by the Capital Works Executive group
before inclusion as a budget review submission, where the group will consider justification
for the request, deliverability, as well as organisational and community priorities before
endorsing any capital works.
4. All operating and capital submissions for additional spend, reallocation of savings or
additional revenue will be confirmed by the Executive Team based on business risk
assessment.
The revised statement of comprehensive income, included as Attachment 4, identifies the financial
statement line items that have been affected by the proposed budget adjustments. The budget
financial statements, included in Attachment 5, also identify the impact of the proposed budget
adjustments to Council’s financial sustainability indicators.
1. Proposed Operating Budget Adjustments
The proposed operational budget adjustments will result in a $5k decrease to the operating surplus.

Cash Management and Investment Performance
Total cash on hand at the end of October was $65 million, including funds held in trust and for
restricted purposes (e.g. unexpended levy and grant funds), the prepaid financial assistance grant
and unspent monies committed for funding capital projects which are underway and will continue
during the financial year.
The following pie charts present the mix of cash held at October 2019 by agency (graph on the
left) and by credit risk rating (graph on the right). All funds have been invested in accordance with
the Investment Policy and in consideration of the principles of ethical investment, preservation of
capital, return on investment and counterparty thresholds.

Measures of Financial Sustainability
The following table incorporates a set of financial sustainability indicators to further assist in
managing Council financial performance. There are no current material emerging risks regarding
performance for the first quarter of the financial year.
Category Comments
Operating Surplus Ratio Intent: Identifies the extent to
which revenues cover operational
expenses, to ensure community
equity is not degraded
Target: 0 – 10%
Target Date: 30 June
Result: 30.2%
Comment: The high ratio reflects
the levying of rates in July and the
gradual degradation as
expenditure occurs between
August and December 2019
Cash Expense Cover Intent: Indicates how long council
can continue paying its day-to-day
expenses from cash at bank
without needing additional cash
flows from other sources
Target: > 3 months
Target Date: Ongoing
Result: 10.0 months
Comment: Council is forecast to
remain above target for the
financial year and remain fiscally
flexible to accommodate
unforeseen events. Peaks will
occur following rating periods
Asset Sustainability Ratio Intent: Measures the extent to
which assets are being replaced
as their condition degrades to
ensure service potential is
maintained
Target: 90% of depreciation
budget spent on renewals annually
Target Date: 30 June
Result: Slightly under budget
Comment: It is expected that the
ratio will progressively increase
each month per previous years as
expenditure on renewals occurs.
Section 34
GENERAL COMMITTEE MEETING AGENDA 18 NOVEMBER 2019
Category Comments
Net Financial Liabilities Ratio Intent: Outlines the level that net
Council debt can be serviced by
operating revenues. A ratio below
zero implies that liabilities are less
than cash (and other current
assets) and there is adequate
borrowing capacity available if
needed.
Target: less than 60%
Target Date: Ongoing
Result: - 29.2%
Comment: Council has low debt
levels and strong cash holdings.
The cash received from the July
rates issue also inflates the YTD
actual outcome
Investment Return Intent: Ensure appropriate return
on investment yield for cash at
bank.
Target: 0.25% above current
Bloomberg commonwealth 10 year
bond rate yield (September =
1.0%)
Target Date: Ongoing
Result: 1.81%
Comment: Regardless of the
steady decline in long term bond
rates (due to international market
factors), Council’s investment
return still remains above target
Rates in Arrears Intent: Ensuring that the amount
of unpaid rates remains
sustainable and does not
negatively impact cash flows
Target: 5% industry benchmark
Target Date: Ongoing
Result: 7.0%
Comment: Stabilising as per
previous years trends as rate
reminders are issued and arrears
are collected. Debt collection
processes also underway on a
number of properties.
