7. ADVICE & INFORMATION
Coordinator Development Assessment - Comments
1. MCU23/0007 & RAP25/0012 for Multiple Dwelling (11 units) have been lodged over
the site and are currently undecided. These applications proposed specialist disability
accommodation on the site. It is noted that the Applicant did not agreed to sign a deed
of agreement and development conditions associated with the above applications that
would retain the site as NDIS Specialist Disability Accommodation.
2. The Noosa Plan 2020 (26 September 2025) includes an administrative definition of
affordable rental premises which means:
affordable rental premises means one or more dwellings which are:
a. Affordable housing;
b. Entirely small dwellings;
c. Owned or leased by a registered provider within the meaning of the Housing
Act 2003; and
d. Managed by a registered community housing provider, as long term rental
housing for a minimum of 20 years.
3. The table of assessment for the Community Facilities zone in which the site is
contained, details that a multiple dwelling consisting of only affordable rental premises
would be subject to impact assessment.
4. PSP11 Provision of Affordable Rental Premises explains the optional incentives
available under the planning scheme for the development of affordable rental premises.
The policy details that the relevant Planning Scheme Codes identify where the
incentive parameters apply. The bonus provisions relating to gross floor area are not
applicable to the Community Facilities zone. (It is noted that the bonus provisions of
gross floor area, building height and landscaping relate to the centre zones).
5. 100% of development is to be Affordable Rental Premises.
6. Noosa Plan 2020 includes travel demand measures for Affordable Rental Premises
under the Driveways and Parking Code. The Code details that travel demand measures
are applicable to development at Noosa Junction, Noosa Business Centre and
Tewantin.
Council is currently reviewing its carparking requirement/rates for development. Any
application proposing a reduction in carparking spaces on site would require
justification to be provided. As the amendments to the Noosa Plan have only been
recently adopted concerns are raised at varying the carparking rates at this stage.
It is noted that Council is currently reviewing its carparking policy however no further
information is available at this time.

7. Vehicle access to the development must be from Maple Street. Council
recognise that the existing on-street parallel carparks may require removal
achieve compliant sight lines. Vehicle access must be provided to each lot at
the time of their creation. Vehicle access off Myall Street is highly unlikely to be
supported.
Frontage Works
8. The proposed development will result in the loss of on-street parking in Maple
Street. As part of any future application, the Maple Street frontage must be
upgraded to ensure a ‘no-net-loss’ of on-street parking through a new ‘nose-in’
60o parking bay. An example layout is included below.
9. The Maple and Myall Street frontages must be provided with a 2.0 and a 2.5m
wide footpath, respectively.
Subdivision Timing
10. At the time of Council signing the plan of survey, each lot much be provided with
the necessary services, a lawful vehicle access and a Lawful Point of Discharge.
Any civil works and easements must be completed and registered to ensure
each lot meets the minimum requirements under The Noosa Plan 2020.
Waste Collection
11. Waste collection is to occur on-site from Maple Street via a bulk bin
arrangement. On-street servicing via Myall Street for the 5 lower-level units may
be accepted but must occur through a shared bin arrangement (i.e., 2 x 360L)
and as far from the Railway Bridge to avoid disruption to the associated traffic.
As part of a future application, a Waste Management Plan must be submitted

for assessment against the Waste Management Code and PSP9 Waste

person and include stormwater quality and quantity treatments.
