It is recognised that opportunity may exist to secure additional external funding for the identified
projects, such as the TMR Cycle Networks Local Government Grants Program. Where Council is
successful in securing additional funding, consideration will be made of cashflow impacts and
delivery capacity to determine whether additional funds would offset the existing funding commitment
from cash reserves, or accelerate the program and allow for future projects to be delivered sooner.
By the end of the 10-year implementation plan, the delivery of these projects is estimated to increase
operating costs for maintenance and depreciation by approximately $300,000 per annum (0.6%
general rate increase equivalent).
Risks & Opportunities
Council endorsement of the NCWSIP enables commitment to existing Council strategies and plans
such as the Noosa Transport Strategy, the Noosa Environment Strategy, Noosa's Social Strategy
and the Sport and Active Recreation Plan. Endorsement of the NCWSIP will facilitate a methodical
approach to the delivery of active transport infrastructure projects and will provide opportunity to
secure external grant funding.
The following implementation risk and opportunities have been identified for consideration:
a. Financial
The implementation plan is provided as a guide only to inform priorities for the capital
works program adopted annually with the budget. Actual delivery timing will be assessed
and prioritised annually through the budget process, and may not align to the
Implementation Plan.
Some government grant programs require Council to match the financial contribution.
This risk is managed via project pre-approval to seek grant funding through Councils
Project Control Group (PCG).
b. Political
Endorsing the NCWSIP provides transparency to the community on Council’s
commitment to walking and cycling into the future and reduces the risk of the community
perceiving that Council is not taking action.
c. Delivery/Resourcing
Acceleration of the program will require additional resourcing.
