PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 10 AUGUST 2021
Risks & Opportunities
The CCRP is a program of actions that will help plan for and manage climate risks over the next 5
years and beyond. This includes making sure Council’s governance and risk management processes
are up to date and take account of the broad range of climate change challenges facing Council and
the community. This includes:
• acute (rapid onset) risks from bushfires, storms and floods, impacting people, property,
infrastructure, and the local environment
• chronic risks such as changes in average temperatures and annual rainfall resulting in
impacts to flora and fauna, increased building cooling costs, and heatwaves impacting critical
infrastructure and outdoor recreation
• transitional and economic risks such as a levy on carbon emissions at Council’s landfill,
impacts on local tourism, impacts on Noosa’s reputation as a sustainable destination, and risks
due to slow transition to a clean sustainable economy.
These transitional and economic risks should be viewed as an incentive to transition to a cleaner
economy and society more rapidly; a form of first-mover advantage. Taking such steps in Noosa,
sooner rather than later, is likely to minimise pressure on future budgets for Noosa Council, and
provide the Noosa community with opportunities to innovate and lead by leverage Noosa’s clean
green credentials.
Human Rights Act
In developing the CCRP, the subject matter has been considered in accordance with the
requirements of the Queensland Human Rights Act 2019. It is considered that the subject matter
does not conflict with any human rights and supports a human rights approach to decision making
by Council.
Council representatives will endeavour to act and make decisions under this policy in a matter that
is compatible with human rights. In particular, representatives will endeavour to:
• identify relevant human rights which may be affected by the action or decision;
• give proper consideration to the impact of its actions and decisions on human rights; and
• ensure that any conduct or decision by Council which limits an individual’s human rights is
reasonable and justifiable.
Consultation
External Consultation - Community & Stakeholder
As mentioned, a community reference group will be established that includes representatives from
the community to provide advice on implementation of the plan. This will be commenced within 3
months of council endorsement of the final CCRP and the group will assist with developing a detailed
implementation action plan.
Further community and stakeholder consultation will commence in the coming months through the
Regional Climate Action Roadmap project.
