                                                                 – Rural Zone’ under The Noosa Plan
                                                                 2009. The 0.16 ha property is
                                                                 currently leased to the Department
                                                                 of Community Safety and Rural Fire
                                                                 Operations and contains the Boreen
                                                                 Point Rural Fire Brigade –
                                                                 Cootharaba Shed.

                                                                 A 40 m monopole in the location of
                                                                 Candidate A would provide a good
                                                                 and reliable service to the
                                                                 Cootharaba community, however,

                                                                 visually prominent when compared
                                                                 to Candidate D.

                                                                 Furthermore, NBN was required to
                                                                 enter into a sub-lease with the
                                                                 Department of Community Safety
                                                                 and Rural Fire Operations in order to
                                                                 obtain consent and tenure. An
                                                                 agreement was unable to be
                                                                 obtained with the Department of
                                                                 Community Safety and Rural Fire
                                                                 Operations to allow a sub-lease as
                                                                 the purpose of their lease prohibits
                                                                 any other activity (see attached
                                                                 Appendix 3). For these reasons,
                                                                 Candidate A was discounted.
                                                                 Candidate B investigated the
                                                                 erection of a 40 m monopole on an
                                                                 82.6 ha parcel of land within the
