For these reasons, the proposed development is considered to meet the intent and overall
outcomes of the Boreen Point, Kin Kin & Cootharaba Locality Code. Further Compliance with the
Performance Criteria and Acceptable Solutions of the Boreen Point, Kin Kin & Cootharaba Locality
is included in Appendix 5 – Code Table Assessment.

7.2.2 Infrastructure Uses Code

A ‘Tower’ is considered as an Infrastructure Use within the Noosa Plan 2009 and is therefore
assessable against the Infrastructure Uses Code. The overall outcomes for the Infrastructure Uses
Code are contained below.
    a) Residents and visitors have access to adequate levels of infrastructure to meet their needs;
    b) Infrastructure Uses do not detract from the visual amenity of the major road network nor
       on the rural or residential amenity enjoyed by residents of and visitors to Noosa;
    c) Facilities are co-located where appropriate and practical;
    d) Infrastructure uses are energy efficient;
    e) Infrastructure Uses do not pose a threat to public safety;
    f) The natural character and environmental values of Noosa are protected from adverse
       impacts associated with Infrastructure Uses; and
    g) Convenient, comfortable and safe access is provided with the design of infrastructure uses.

Compliance
The proposed telecommunications facility is considered to be appropriately located in order to
provide the Cootharaba locality with essential communication services, whilst mitigating potential
visual and amenity impacts.

The introduction of fixed wireless coverage will enhance the community’s potential in regard to
economic and social growth by providing equitable high speed and reliable internet and
communications, not currently provided throughout rural areas. Fixed wireless in the Cootharaba
area will aid economic development through potentially increasing business growth, increased
education potential and opportunities for residents/farmers to pursue supplementary incomes
through alternative business pursuits; ultimately improving the long term sustainability of
Cootharaba. Additionally, the introduction of a Telecommunication Facility will create an
opportunity for other carriers to co-locate.

The proposed facility comprises a 10 m x 30 m term lease (provisional Lot1 on SP277246) to be
located in the eastern section of the heavily vegetation road reserve. It is considered that the
facility has been sited appropriately to minimise detrimental environmental impacts. The location
of the facility supports compliance with the infrastructure code as follows:
      • The proposed facility has been located as far away from residential dwellings as possible
          while still being capable of providing service across the surrounding community;
      • The establishment of the monopole on the subject site will not affect the agricultural
          capabilities as it will occupy a relatively small term lease area (300 m²) of the larger road
          reserve;
      • the proposed facility is located a sufficient buffer distance from environmentally sensitive
          locations and no vegetation removal will be required; and
      • The proposal will have negligible impact on the environmental quality, ecological values
          or the nature in the region as it is located in a modified rural area within road reserve.

The proposed facility is for a 40 m monopole and associated infrastructure. It is considered the
facility has been located and designed appropriately to minimise detrimental visual impacts. Site
