GENERAL COMMITTEE MEETING AGENDA 19 APRIL 2022

EXECUTIVE SUMMARY
This application seeks to reconfigure an existing lot at Cooroibah into 8 rural residential lots. The
applicant submits that the layout of the subdivision has been designed around the flooding and
mapped environmental constraints of the site with extensive flood areas and waterways/drainage
lines proposed to be covered with an environmental covenant and revegetated. To address
flooding, the applicant proposes designated building envelopes located above the 1% AEP (Annual
Exceedance Probability) (previously Q100) flood level, with future dwellings to be constructed
above the Probable Maximum Flood (PMF) level to facilitate the capacity for future resident to seek
refuge in place.
Based on preliminary modelling, the site and broader Cooroibah area may potentially be cut off
from Tewantin for a period of 4.5 days during a PMF flood event. No Emergency Management
Plan or Risk Assessment has been provided and concerns are raised as the potential risks
associated with approving further subdivision in the area. Concerns are also raised in respect to
lot 1 as it requires filling to achieve flood immunity for the proposed building envelope and will
overland flow flooding even after filling.
The site is also affected by Bushfire which due to the current vegetation on site is mapped as
Potential Impact Buffer however after revegetation works increases to High Potential Bushfire
Intensity. The applicant has provided an appropriate setback between the bushfire areas as well
as a fire break trail around the house site areas which addresses this constraint.
Accordingly a preliminary approval is recommended with conditions requiring further information
relating to an assessment of the risk and flood awareness for residents and further details about
bushfire management.
The application has been referred to Council for consideration due to the flooding issues that affect
the site and the Cooroibah community as well as bushfire management.
