GENERAL COMMITTEE MEETING AGENDA 19 APRIL 2022
2. 205 children enrolled in nipper program.
3. Increasing patrolling membership remains the first and over-riding priority.
4. Infrastructure investment is of lower priority unless it directly drives membership growth.
5. The Peregian Beach clubhouse is ranked as a high priority for future QLD Fire and
Emergency infrastructure (QFES) funding. The funding program aims to increase lifesaving
capability and capacity.
6. Formal endorsement of Supporter’s Club Board.
7. Applications made to the Office of Fair Trading for two new incorporated associations
including a Supporter’s Club. The Supporter’s Club application was approved by the Office
of Fair Trading in January 2022.
SLSSC now believes there is widespread support for the establishment of a new PBSLSC and
have submitted a proposal to Council seeking to commence patrol operations from September
2022. The proposal is discussed in further detail below.
4. SLSSC New Surf Club Proposal
The main provisions of the SLSSC proposal for a new PBSLSC include:
• Request for a 10-year lease to PBSLSC. SLSSC note volunteer local committees have
identified lack of tenure as a key impediment to member attraction, retention and overall
commitment to the task of forming a new club.
• Lifesaving patrols to commence September 2022 (first weekend of school holidays).
• Lifesaving patrols to comprise one weekend day (Sunday) with season concluding in May
2023 (as per SLSQ guidelines).
• Council funded SLSQ contract lifeguard services on Saturdays and public holidays.
• Council funding is proposed for a three year period to allow PBSLSC to build membership
and establish operations.
• PBSLSC to manage the Peregian Beach markets with income proposed to fund surf club
operations as a primary source of club income. This item is discussed further in ‘Finance’
section of this report.
• Future proposal for a small-scale kiosk proposed on the ground floor at southern end of
building subject to financial viability and necessary Council approvals.
• An area to be made available to support SLSQ contract lifeguard services.
5. Proposed Peregian Beach Surf Club Income Streams
Markets
The former PBSLSC had a long history of operating the beachside markets and market income
was an important funding source for beach patrol operations. SLSSC has proposed PBSLSC
assume responsibility for the markets and retain income as a primary operational funding source.
Kiosk
A small-scale kiosk has been proposed by SLSSC on the ground floor of the building. The proposal
will be subject to PBSLSC’s financial viability assessment with income proposed to support club
operations. Kiosk operations have been observed at other Queensland surf clubs and further
consideration will be given to the kiosk request on submission of a full proposal to Council.
6. SLSSC Tenure request
Security of tenure is often a requirement of government agencies and funding bodies operating
grant programs that community organisations access. Community groups may be overlooked for
