Committee Meeting dated 14 October 2014 and:

MCH 5180 to enable it to establish surf lifesaving activities at Peregian Beach;
B. Authorise the CEO to enter into negotiations for a 20 year lease to the Noosa Heads Surf
Lifesaving Club over Lot 165 MCH 5180 for surf lifesaving and ancillary activities at Peregian
Beach; and
C. Apply the exception to the requirement for tendering of the lease under Section 236 (1) (b)
(ii) of the Local Government Regulation 2012 as the lease is to a community organisation.
Finance
The clubhouse building requires re-painting and these works have been identified as a priority and
are recommended for consideration as part of Council’s 2022/23 budget deliberations.
SLSSC has proposed PBSLSC provide patrol services on Sundays only during the volunteer
lifesaving season (September to May) which leaves a service level gap for Saturdays and public
holidays. Currently, market revenue is utilised by NHSLSC to fund the service level gap by
engaging SLSQ contract lifeguard services. However, the SLSSC proposal sees PBSLSC retain
market funds to offset the club’s operational costs which leaves the service level gap unfunded.
This report recommends Council funding the service level gap on (Saturday and public holidays)
for a three year period to enable the new club time to build membership and establish operations.
The cost to provide this service via SLSQ contract lifeguard services is $71,000 per annum plus
CPI.
Risks & Opportunities
Risks
To mitigate risk of club failure SLSSC has proposed the incremental development of the club with
a risk-based approach to volunteer resource capability and beach safety rather than scaling up
faster than is practicable. Modest income streams in line with community aspirations and Council
support to fund SLSQ contract lifeguard services while the club establishes itself are essential to
the success of the SLSSC proposal. Without support over the first three years of operations,
PBSLSC is likely not to have enough revenue to support operations which will increase the risk of
club failure and as a consequence volunteer patrolling contributions and the active nipper program
will likely cease. Club failure will necessitate Council providing lifeguard services under contract
356 days per year.
Opportunities
The successful nipper program and development of member attraction and retention strategies will
be an important ongoing source of new members and the current level of volunteer lifesaving
commitment augers well for the future success of the club. Strategic planning, good governance,
capable committees and a strong relationship with the community are also critical elements to
support the fledgling club. The club will also require support from SLSQ, SLSSC and neighbouring
surf clubs to facilitate long term viability.
